CALL TO OR DE R Board Preside nt Tiet called the Special Jo i nt Meeting to order at 7 :03 p.m. i n the Temple City Unified School District Board Room located at 9700 Las Tunas Drive , Temple City . 2 . PLEDGE OF ALLEGIANCE Board Member Pomeroy led those present in the Pledge of Allegiance to the Flag . 4 . INTRODUCTI ON Board members , City Council , Superintendent Perini and City Manager Cook gave a brief se lf-introduction . 5. PUBLIC COMMENT -None 6 . DISCUSSION ITEMS A . EXISTING JOINT USE AGREEMENT (1 0 MINUTES) -------- City Counc il Minutes Septembe r 30 , 2014 Page 2 of 5 Overview of current Joint Use Agreement between the C ity and the School District. Pa rks and Recreation Director Burroughs gave a brief overview of the three existing Joint Use Agreements the City has with the school district: Agreement for Use of Fac ilities ; Agreement for Funding Improvements and Joint Use of Gymnasium at Oak Avenue Intermediate School ; and Jo int Use Agreement for the construction of new fencing and for f ield lighting for community and school recreational use of the field at Longden Elementary School. B. CURRENT COOPERATIVE EFFORTS (10 MINUTES) Report on projects benefiting the community (i .e., Safe Routes to School and Cross i ng Guard). Community Deve lopment Director Forbes provided an update on the City's Safe Routes to School Project and crossing guard program . Board Member Ridley requested assistance from the City to enforce the Bicycle Helmet Law as many students are not wearing their helmet wh i le riding to and after school. He also asked if there was a conduct guideline for crossing guard while on duty . Board Members Bell and T ie t commented about traffic on Daines Avenue and Clover ly Avenue . Board members would like to know if it would be possible for the cross ing guard at that location to help direct the left turn traffic to alleviate the gridlock . C. MEASURES SCHOOL FACILITY PROJECTS UPDATE (15 MINUTES ) Updates on MeasureS School Facility Projects . Mark Epstein , Managing Director, California Financial Services , gave an update of Measure "S" General Obligation Bonds, project funding status , and the effect AB 182 has on the bond plan issuance . Dan iel Rodr iguez , Project Manager, TELACU Constru ction Management, provided an update on Measure S Facility Projects (i .e ., Temple City High School new two-story classroom building , Cloverly Elementary Schoo l modernization , La Rosa Elementary School modernization , Longden Elementary School new Adm inistration /Med ia Center and modernization , Emperor Elementary School modernization and window replacement project , Dr . Doug Sears Learning Center new City Council M inutes September 30 , 2014 Page 3 of 5 administration and classroom building and a d istrict-wide energy study and audit). Mr . Rodriguez also shared that there has been delay to some of the school s ite improvement projects due to the slow approval process of the California Division of the State Architect. Mayor Blum offered to share the list of projects waiting for Cal ifornia Division of the State Arch itect approval with Senator Hernandez when City Council meets with him this Friday , October 3. D. PARKS AND OPEN SPACE MASTER PLAN (1 0 MINUTES) Updates on C ity 's Parks and Open Space Master Plan . Parks and Recreation Director Burroughs prov ided an overview of the Master Plan 's tasks with the highest priority as determ ined by the Parks and Recreation Commission and City Council (i.e ., meet with Los Angeles Co u nty to d iscuss development of tra ils in Eaton and Arcadia Washes and develop a use agreement and plan for development of tra ils , Live Oak Park and Temple City Park Facil ity Maste r Plans , revised Temple C ity Municipal Code to allow leashed dogs in the City's parks , me et wit h Temp le City Unified School Dist ri ct to deve lop join use agreements for use of open space on Temple City Unified School District campuses , and seek new fun di ng sources for implementing the action plan ). E . PUBLIC PRIVATE PARTNERSHIP OPPORTUNITIES BETWEEN TEMPLE CITY UNIFIED SCHOOL DISTRICT AND CITY OF TEMPLE CITY (15 MINUTES) Presentation on the concepts of a Pu blic Private Partnership Proj ect. Mr. Armando Gonzalez, Gonzalez Goodale Architects , provided a brief history of the prop osed P3 proj ect (i.e ., Temple City Civi c Cente r, Temple City Unified School District, Los Angeles County Library), overview of financ ial types , and examp les of P3 developments . Board Member Ridley re quested the City prov ide a detailed P3 presentation at a study session or regular board meeting for the Board 's consideration and possible action . Ms . Perini and Mr. Coo k will wo rk together to ident ify c ontent for the presentation . City Council Minutes Septem be r 30 , 2014 Page 4 of 5 F . FUTURE ISSUES (5-15 MINUTES) School Board Member Ken Knollenberg suggested a Safe Routes to Schools article in the City's Connect magaz1ne to show the community that the City and District are working together. He also inquired about the City forgiving street sweeping citations and suggested street sweeping near schools be completed early in the morning and not during student drop off/pick up times . Councilmember Vizcarra commented that the City had given a month 's grace period before citations were issued . Student Board Member Besaw commented regard ing the C ity's Bicycle Master Plan and suggested placing bike routes in low traffic areas. School Board Member Bell suggested brainstorming to improve the public's awa reness of parking restrictions , traffic , and safety . He also re quested installation of a traffic s ign al at the i ntersection of C loverly Avenue and Broadway . Councilmember Sternquist commented that she thought tonight 's joint meeting was very productive and suggested having two instead of one joint meeting a year . She also commented that school events such as Back-to-School Nights and PTA meetings are great opportun it ies to educate parents about the importance of students wearing bike helmets and other safety issues . She is looking forward to partnering with the School District on the P3 project and other potential joint projects. Superintendent Perini commented th at she had discussed street sweeping and citations with City Manager Cook . She is looking forward to working with C ity Manager Cook . School Board Member Ridley welcomed City Manager Cook . He is looking forward to great collaboration between the City and School District. He also commended the City Council for looking into solutions/joint projects that would y iel d a win/win for the community . Councilmember Chavez commented that he is pleased w ith the City and School District's positive relationship and the profess io na l commitment the Board of Education and C ity Council have for all ci tizens . School Board Member Pomeroy warmly we l:::omed the City Council to the School District. He commented that Temp le City is a des irable place to live because of the safe community and great schoo ls. He City Counc il Minutes September 30 , 2014 Page 5 of 5 hopes the City and School District will think about bu ilding a perform ing arts center to benefit students and the community. City Manager Cook thanked the Board of Education and Superintendent Perini for a very warm welcome . He is looking forward to working w ith Superintendent Perini . Board Member Chair Tiet welcomed the City Counc i l and also agrees that joint meetings between the two organizations should be held more often . Mayor Blum stated that he is looking forward to work ing with Superintendent Perini and the Board of Education . 7 . PUBLIC COMMENT Lu cy Liou , Temple C ity res ident, spoke about the need for a cross i ng guard at the intersection of Lemon and Oak Avenue . She also suggested having Athens Services send out a public notice (as an insert with their bills ) to notify all residents about street sweeping parking restrictions . 8. CLOSING COMMENTS -None 9 .
