Mayor Blum called the City Council Regular Meeting to order at 10 :30 a .m. i n the
C ity Hall Commun ity Room located at 9701 Las Tunas Dr ive , Temp le City

5. DISCUSSION OF ITEMS OF INTEREST TO THE CITY
A. ECONOM IC DEVELOPME NT
Tools /Legislation to replace redevelopment programs .
Mayor Blum provided a b rief overview of t he City 's Economic Deve lopment
program/strategies .
Senator Hernandez provided a brief overview regarding his inte ntion to help
accomplis h the City's goa ls , provided information regarding his experiences
a nd exten ded his staff to assist Temp le City staff.

District Coordinator Charles introduced the Bills that are currently under
consideration that may provide assistance to the City .
Councilmember Yu requested continued support from Senator Hernandez for
the projects that require funding .
B. FUNDING FOR ROAD MAINTENANCE
Alternatives to limited /declining gas tax dollars .
Mayor Blum provided an overview of the City 's road maintenance and
requested support from Senator Hernandez.
Senator Hernandez d iscussed the possibility of a Mi leage Trave led Tax ; this
would be calculated by number of miles driven .
Councilmember Yu commented that taxing people based on the amount of
miles traveled would be counterproductive ; law makers should be creat i ng
i ncentives to use alternative forms of transportation .
Councilmember Sternquist expressed her opposition for a Mil eage Trave led
Tax .
C. FUNDING FOR STORM WATER CLEANUP
State's role in the Storm Water Cleanup .
Field Representative Hernandez introduced Proposition 84 and the
opportunities availab le to the City .
Senator Hernandez commented that storm wate ; clean -up is a high pr iority for
the cities he's representing .
Mayor Blum and Senator Hernandez discussed the problems rega rding the
storm water clean -up and the Senator's step to resolve the cause of concerns .
D . LOCAL CONTROL
Massage Parlor legislation , etc .
Mayor provided a brief overview of the issues the City has been facing (i .e .,
influx of massage parlors ).
Senator Hernandez discussed why the laws have changed and returned some
local contro l back to the cities .
Councilmember Yu shared the position that residents of Temple City have
regarding massage parlors in the C ity .

Mayor Blum and Senator Hernandez d iscussed the importance of establish ing
relatio nsh ips with constituen ts and represen tat ives .
Cou nci lmember Sternquist thanked Se na tor He rna ndez for the opportunity to
meet and requested to schedu le time for him to talk about the benefits of
Covered California Health .
6 . PUBLIC COMMENT
Ke n Kno l lenbe rg , resident , thanked Senator Hernandez for his partici patio n during
previously held community events . He also stated his concerns rega rding the
length of time the State is taking to review the School's Measure S Bo nd proj ects .
