Glenn Clerk Treasurer Greencastle Common Council Regular Meeting Minutes May 13, 2008 7:00 P.M. Greencastle City Hall Call to Order; Roll Call A. Mayor Murray called the regular meeting of the Common Council to order at 7:00 PM; Roll Call: All councilors present. II. Public Petitions and Comments A. None heard III. Special Requests A. Greencastle Custom Cycle (change of date) Motorcycle Benefit 1. July 12, 2008 from 6PM to 2PM Use of Vine & Columbia Street Parking Lot a. Motion by Adam Cohen to approve amendment, second by Jinsie Bingham, unanimous approval. B. Avenue D Street Closure — Donnie Watson • 1. June 7, 2008 Church Block Party a. Donnie Watson present to explain this request. He has contacted both the Chief of Police and Fire Department and they have no objections. Times are June 7 th from 4:00 PM to 7:00 PM. i. Motion by Mark Hammer to allow request, second by John Lanie, unanimous approval. IV. Department Reports A. Cemetery — Ernie Phillips B. City Engineer — C. Fire Department — Bill Newgent D. Water Works — Ed Phillips J. City Attorney - Laurie Robertson Hardwick V. Approval of Minutes A. Regular Meeting April 8, 2008 1. Motion to approve minutes as presented by John Lanie, second by Terry J. Smith, unanimous approval, Mark Hammer abstained due to absence from that meeting. ti VI. Old Business A. Ordinance 2008 -4 - An Ordinance Requiring A Reflective Symbol On Structures Using Engineered Lumber, Second Reading 1. Motion by John Lanie to approve as presented, second by Mark Hammer, unanimous approval. B. Ordinance 2008 -5 — An Ordinance Creating Section 6 -149 Of The Greencastle City Code, Prohibiting Outdoor Hydronic Heaters, Second Reading 1. Motion by Adam Cohen to pass as presented, second by Jinsie Bingham, 4 ayes, 1 nay. Motion carried. a. Councilor Terry J. Smith reported he went door to door and the overall consensus in his neighborhood was opposition to this Ordinance. b. Councilor Adam Cohen shared his research has led him to believe it is in the best interest of the citizens of this City to pass this Ordinance. VII. New Business A. Resolution 2008 -2 — A Resolution Authorizing A Temporary Loan For The City Of Greencastle General Fund 1. Clerk Treasurer Teresa Glenn reported on the need to have this temporary loan approved by Council. Mayor Murray read this Resolution in its entirety. a. Motion by Mark Hammer to approve as presented, second by Terry J. Smith, unanimous approval. B. Resolution 2008 -3 — A Resolution Authorizing A Temporary Loan For The City Of Greencastle Park And Recreation Fund 1. Mayor Murray read this Resolution in its entirety. a. Motion by John Lanie to approve as presented, second by Jinsie Bingham, unanimous approval. C. Resolution 2008 -4 — A Resolution Authorizing The Submission Of An Indiana Department Of Homeland Security Fire Training Infrastructure Grant And Establishing Fiscal Accounts 1. Mayor Murray read this request in its entirety. Fire Chief Newgent spoke regarding this request. a. Motion by Adam Cohen to approve as presented, second by Terry J. Smith, unanimous approval. D. Ordinance 2008 -7 — An Ordinance Replacing Section 8 -48 Of The Greencastle City Code Regarding The Lease Of Space For Construction Vehicles And Dumpsters, First Reading 1. Mayor Murray read this Ordinance in its entirety. Attorney Laurie Hardwick reported on this Ordinance request and need for clarification. Councilor Mark Hammer asked that we remove all reference to "parking" as not needed. a. Mark Hammer moved to adopt with stipulation that unnecessary "parking" references be removed, second by John Lanie, unanimous approval. E. Ordinance 2008 -8 — An Ordinance Replacing Chapter 9 Of The Greencastle S City Code Regarding Municipally Owned Utilities, First Reading Page 2 of 4 1. Mayor Murray read the Ordinance request in its entirety. Motion by Mark Hammer to waive further reading of Chapters, second by Jinsie Bingham with provision to strike "and" in paragraph 3, unanimous approval. 2. Utility Superintendent George Russell reported on this Ordinance. F. Ordinance 2008 -9 — An Ordinance Creating Chapter 9, Article 7 Of The Greencastle City Code Regarding The Municipal Separate Storm Sewer System, First Reading 1. Planner Shannon Norman asked for permission to hit the highlights of this Ordinance and allow waiving of the reading entirely, motion by Adam Cohen to waive reading in full, second by Terry J. Smith, unanimous approval. 2. Motion by Mark Hammer to approve on first reading, second by Jinsie Bingham, unanimous approval. G. Ordinance 2008 -10 — An Ordinance Approving The Vacation Of Avenue G In The City Of Greencastle, Putnam County, Indiana, First Reading 1. This item was moved to the top of New Business upon request of Mayor due to individuals present. Planner Shannon Norman presented this request. Norman reported that all property owners have been contacted as well as all utilities. Discussion. Mayor Murray read this Ordinance in its entirety. a. Motion by Mark Hammer to approve on first reading as presented, second by Jinsie Bingham, unanimous approval. A VIII. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by John Lanie, unanimous approval. IX. Reports A. Mayor's Report 1. Mayor Murray reminded public that school board applications are due by May 19, 2008. Discussion. Council will be notified after applications are received. 2. Fair on the Square this weekend. 3. Congratulation to High School and College Graduates. 4. Tox Away day May 31, 2008. B. Clerk- Treasurer's Report C. Councilors 1. Adam Cohen thanked Shannon and Laurie for working on houses that need our immediate attention. Councilor Cohen asking Council for attention to this matter. X. Adjournment A.
