HomeMy Public PortalAbout2017 CED Annual Report (2)City of McCall Community Development What We Do Planning: Current planning improves the quality of life, design, infrastructure, and economy through the regulation of land development. The McCall Area Comprehensive Plan, the McCall City Code, and State and Federal regulations, and staff ensure that development pro- posals meet applicable codes. Staff supports the land use decision - making functions of the McCall Area Planning and Zoning Commission within the City and the Impact Area. Staff also supports the land use deci- sion -making functions of the City Council and the Valley County Board of Commissioners for the City and the Impact Area, respectively. Long range planning activities include the continual update and implementation of the McCall Area Comprehensive Plan, zoning and subdivision codes, and other policy and regulatory documents to better articulate the community's vision. Selected Statistics n<cc.:u �uionar Building: The building official is re- sponsible for the creation of a safe, clean, `green' built environment within the City and Impact Area. Staff reviews building plans for conformance to the International Building Code (IBC) and other related codes and issues building permits. The building official performs inspections as required, ensuring that construction conforms to IBC and approved designs. Economic Development/Grant: Eco- nomic Development was formally added to the Department responsibilities Octo- ber 2017. This program is under devel- opment and umbrellas activities includes significant grant writing and facilitating the public art program GIS: The Geographic Information Systems supports mapping and analysis efforts within the City of McCall by providing accurate data, providing anal- ysis and maps, and GIS training opportunities for employees. The department has a complementary mission of providing excellent, consistent and accurate public service delivery. Categories The responsibilities are divided into four main categories: 1. Planning (current & long range planning) 2. Building (building permits, plan review, building policy & inspection) 3. Economic development, grants & public art 4. Geographic Information Systems (GIS) 1 2017 Accomplishments A Performance Report Selected Programs & Services • McCall Area Comprehen- sive Plan adopted by City and County. • Housing Strategy devel- oped. • Restructure the CDD to the Community and Economic Development Department and plan for the transition/ retirement of existing em- ployee . • Collected data for parking and pedestrian counts. • Developed the McCall Area Recreation Map. • Staff development through training workshops (i.e. floodplain certification) and conferences enhance staff capacity. • Updating forms/ streamlining process for the Building Department . • Assisted with City facility planning and management MCC ALL LIBRARY Planning for now and the future In October, Economic Development was officially added to the Department to form the Community and Economic Development Department and the depart- ment employees transitioned into new roles and a Permit Tech was hired. 2017 was a significant year for the Department. Not only did the number of land use and building permits applications increase from the previous year, but the Community and Economic Development was buzzing with lots of in- quiries from potential homebuyers, realtors, developers and builders. BIG IDEA Develop low -stress bikeways, crossings, and sidewalks. Construct sidewalks and pathways where there are gaps in commercial and public areas, and connect corridors to parks and open spaces. Connect and construct new pathways per the "McCall Area Pathways Master Plan." Enhance walkobility within. existing neighborhoods. McCall In Motion includ- ed the McCall Area Comprehensive Plan Update, Transportation Master Plan and the McCall Housing Strategy. Unprecedented public outreach was done to develop these plans and gather input for a code update. The Plans unclude a vision, goals and policies, data analysis, strategies and projects.
