NEIGHBORHOOD PARKS, GANG PREVENTION, YOUTH/SENIOR
RECREATION , BEACHES/WILDLIFE PROTECTION MEASURE
(MEASURE P) ON THE NOVEMBER 4, 2014 GENERAL ELECTION

RECOMMENDATION:
T he City Counc il is requested to ad opt Resolution No .14-5041 supporting the Safe
Neig hb o rh ood Parks , Gang Prevention , Youth/Senior Recreation, Beaches/\Nildlife
Protection Meas ure (Measure P) on the November 4, 2014 general election ballot ,
which seeks fund ing in an amount of approximate ly $54 million dollars per year to
provide continued funding for improving the safety of neighborhood parks , and
se nior/youth recreat ion areas ; assisti ng i n gang prevention ; protecting rivers , beaches ,
wa ter sources ; repairing , acquiring/preserving parks/natural areas ; maintain i ng zoos,
museums ; and providing youth job-trainin g .
BACKGROUND:
1. In November 1992, voters approved the Safe Neighborhood Parks Proposition of
1992 (1992 Prop A) which crea ted the Los Angeles County Reg ional Park and Open
Space Dis trict. Th e 1992 Propositi on authorized Los Angeles County (County) to
levy an annua l per parcel of land special tax of all land located in the County . The
1992 Prop A raises approximate ly $52 mill ion do llars per year for the acquis ition,
development, rehabilitation , protection and restoration of beach , wildlife , park and
na tural lands with in the County , tree -planting , gang prevention and intervent ion , and
improvement of recreation faci lities for youth and senior citizens. The 1992 Prop A
assessment expi res June 30, 2015 .

2. In November 1996, voters approved the Safe Neighborhood Parks Proposition of
1996 (1996 Prop A) which prov ided an additional $28 million dollars per year in
funding for the development, acquisition , improvement, restoration and maintenance
of parks , recreational , cultural and commun ity facilities and open space lands within
the County. The 1996 Prop A assessment exp ires on June 30 , 2019 .
3. On April 2 , 2014, the City Council adopted the Parks and Open Space Master Plan .
4 . In August 2014 , the Los Angeles County Board of Superv isors added the Safe
Neighborhood Parks , Gang Prevention , Youth/Senior Recreation , Beaches/Wildlife
Protection Measure (Measure P), to the November 4 , 20 14 ballot. Measure P would
impose an annual $23 parcel tax to ensure continued funding for the development,
acquis ition , improvement, restoration and maintenance of parks , recreational ,
cultural and commun ity facilities, and open space lands w ithin the County for the
next 30 years . With the 1992 and 1996 assessments expiring June 2015 and June
2019 respectively , Measure Pis inte nded to rep la ce th e exp iring assessments .
ANALYSIS:
The City Council has recently adopted the Parks and Open Space Master Plan w ith the
goal of improving the quality of life for Temple City residents . Over the past few years ,
1992 and 1996 measures has provided Temple City with approxi mately $683 ,779 for
improvements to Live Oak Pa rk including the purchase and installation of the outdoor
fitness course , partial funding for the construction of a new and larg er community
center, and various picnic she lter improvements . Moving forward with the
implementat ion of recommendations from th e Parks and Open Space Master Plan , the
City will need to seek future fund i ng sources.
The tax proceeds from Measure P will be used to improve , acquire and develop park
and recreation facilities in ne ig hborhood s th rou ghout the County. The allocation and
associated purposes of the tax include :
• Parks fo r Underserved Communities -10% of all funds are dedicated specifically for
projects that increase pa rks , open space and recreat ional opportun iti es in
underserved communities that have fewer parks and playgrou nds (i .e .,
$162 ,745,884);
• Neighborhood Parks -20 % of all funds wil l go directly to c ities and unincorporated
communities for lo cal neighborhood parks and art projects to repair and upgrade
fields , gymnasiums and playgrounds ; repa i r and upgrade re strooms ; upgrade
security lighting ; install water-efficient irrigation ; and increase accessibility (i.e .,
$280 ,573 ,904 will go directly to cities and $44 ,917 ,864 w ill go to unincorporated
areas of the County);

• Clean Beaches, Clean Water-15% of funds will go toward County beach , park and
clean water projects (i.e . $244 , 118,826);
• Regional Open Space -30 % of funds will be used to develop and maintain County
trails , and fund mountain , river , wetlands and stream projects that protect natural
resources and enhance visitor experiences (i.e ., $488,237 ,652);
• Nonprofit and Public Agency Projects -5% will be made available as grants to
organizations engaged in senior/youth facilities, urban tree planting , graffiti
prevention, public access to rivers and streams , and natural lands restoration .
Priority for projects that employ youth and for groups involved in gang prevention
and training programs for at-risk youth (i .e ., $81 ,372,942);
• Maintain Parks -15% of funds will be used to maintain facilities to improve the
usab ility of these community assets , so that past and future park i nvestments are not
degraded or lost ($244 , 118,826); and
• Admin istration-5% for administration (i .e ., $81 ,37 2 ,942).
Should Measure P pass , the City would receive monies under the Neighborhood Parks
component (i.e ., allocation will be based on each city 's percentage of the total number
of parcels in the County). Add itionally, the City may rece ive additional funding through
competitive grants. Support of Measure P is critical as this measure requ ires a two-
thirds (2/3) vote for passage .
CONCLUSION:
As the City moves forward with implementation of recommendations from the Parks and
Open Space Master Plan , support of Measure P would provide substantial funds to the
City of Temple City for future Parks and Recreation projects . Support of Measure P
would allow the City to have a rep lacement funding source for the 1992 assessment set
to expire in 2015 and the 1996 assessment set to expire in 2019.
FISCAL IMPACT:
The recommended action presents no fiscal impact to the current Fiscal Year (FY)
2014-15 City Budget. However, if Measure P does not pass , projects currently funded
by Proposition A (i.e ., 1992 and 1996 assessments) may need alternative funding
sources after the expiration of the 1996 assessment on June 30 , 2019.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA, PROVIDING SUPPORT FOR SAFE NEIGHBORHOOD PARKS , GANG
PREVENTION , YOUTH /SENIOR RECREATION , BEACHES/WILDLIFE PROTECTION
MEASURE (MEASURE P) ON THE NOVEMBER 4 , 2014 STATEWIDE GENERAL
ELECTION BALLOT
WHEREAS , the County of Los Angeles {the "County") has serious unmet needs for park,
recreation , youth and senior fac ilities , and for positive recreat ional alternatives for at-risk youth to assist i n
gang prevention and intervention efforts , and contains i rreplaceab le park , recreation , beach, wildlife, and
natural open space land;
WHEREAS , on Nov ember 3, 1992, sixty-four percent (64 %) of voters with in the County vot ing on
the matter authorized formation of the Los Angeles County Regional Park and Open Space District (the
"District"), the levy of a benefit assessment within the District , and a plan of expend iture of the proceeds
of such assessment includ ing for the deve lopment, acquisition , i mprovement, restoration and
ma intenance of parks , recreat ional , cultural and commun ity faci lities , and open space lands w ith i n the
County ;
WHEREAS , on November 5, 1996 , sixty -five percent (65%) of voters within the County voting on
the matter amended the method of assessmen t, and authorized expenditures of the District revenues ;
WHEREAS , the revenue s from the 1992 and 1996 assess men ts will sunset in Fiscal Years 2014-
2015 an d 2018-20 19 , respective ly;
WHEREAS , the Board of Superv isors of the County (the "Board ") has found and determined that
the continued development, acqu isit ion , improvement, restorat ion and maintenance of parks , rec reational ,
cultural and commu nity facil ities , and open space lands within the County confe r benefits throughout the
County by improvi ng econom ic, env ironmental , and re c reat ional conditions result ing in ma inta ined or
enhanced property values ; and
WHEREAS , on April 2, 2014 , the City Coun ci l of the City of Temple City adopted the Parks and
Open Space Master Plan ;
WHEREAS , the City of Temple City will receive funds fo r local , neighborhood parks and open
space proj ects through the passage of Measure P; and
WHEREAS , th e purchase , construction , rehab ili tation an d maintenance of parks and recreation
facilities under th is measure will aid in the development of safe places and facilities for after-school ,
weekend and holiday programs for local children and youth , thereby creating healthy places for ch ildren
and youth to play , learn and interact w ith other children . These al ternatives keep children and youth off
the streets and away from th e temptat ion of gangs, d rugs and vandal ism while providing positive
incentives for healthy living .
NOW, THEREFORE, BE IT RESOLVED that the adoption of th is resolution , the City of Temple
City provides its SUPPORT for the passage of Measure P on the November 4 , 2014 statewide general
election ba ll ot.
