2019 Annual Report
What We Do
Accountable to the City Council, the City Manager implements the policy
direction of the Council and is responsible for the efficient and effective
management of all administrative aspects of the City. City services that
are under the authority of the City Manager include: Airport, Golf Course,
Public Works, Police Department, Community and Economic
Development, Parks and Recreation, City Clerk, City Treasurer,
Information Services, Human Resources, and Communications. Library
operations are overseen by the Library Board of Trustees.
In addition to providing leadership to City departments in the delivery of
their programs and council initiatives, the key focus of the City Manager is
to build and maintain positive community relations. These relationships
build trust with the City's constituents and also provide the City with
feedback and concerns related to the real issues which are faced by
community members in McCall. The City Manager's standing open door
session is every Wednesday from 2 PM until 4 PM. The City Manager is
actively out in the community at local events and is easily approachable to
residents and visitors alike. The City Manager represents the City on the
Chamber of Commerce Board of Directors, the McCall Payette Lakes
Rotary Club, and the McCall Senior/Community Center. She also makes
presentations to and attends numerous other agency board meetings,
workgroups, and summits with the non-profit, state, federal and local
agency partners integral to the success of the City.
The two operational functions within the City Manager Department are the
City's Communications Program and the Human Resources Program. The
department leverages use of social media, local news media, the City's
website, and other resources to provide information to the community
about City initiatives. Human Resources is responsible for processing
payroll, benefits administration, employee development, employee
recruitment, personnel risk management, policy creation and
implementation, as well as assisting with personnel budget preparation for
each department.

How We Have Progressed
Over the past year, the City of McCall has achieved many positive accomplishments and our professional
staff has continued to provide a multitude of services to our great community.
2019 noted the origination of a more robust Council public relations strategy. After direction received during
the yearly Council retreat, the Communications Manager, Erin Greaves, planned a multi -layered outreach
program with a limited budget that included radio, newspaper and most importantly the implementation of a
new video streaming program. This new engagement method has encouraged the public to tune into public
meetings and watch them on demand increasing participation and public transparency. An online public
records portal was launched in 2019 making it easier, and free, for citizens to receive public records.
The website has seen continued use and popularity. In 2019 we saw an increase of 73,000 users attributed to
increasing the quality of meta data, search engine optimization and development of more specific site menu
options. Sessions continue to provide us with valuable data to reach our public, in fact, we now know our
user breakdown in 2019 was 47% mobile users, 45% desktop users and 9% tablet. Facts like these help us
improve reach and target messages concerning health and safety in the future. Communications continues to
be an integral part of event and public meeting preparation and execution noting successful events this year
such as the city wide 4th of July Lake side Liberty Fest, Firewise and the Wooley Boardwalk grand opening.
The City Manager launched a new initiative in 2019, the City Process Evaluation Team (CPE), to modernize
and streamline city business processes. A cross -departmental team of employees were empowered to
evaluate processes throughout the organization and recommend new ways of doing business using
paperless technologies. 61 processes were identified for improvement and 20 have been prioritized for
overhaul in 2020. The end result will be less staff time spent on manual process and more staff time spent on
delivering services to the public.
In the FY 2019-20 budget the City Manager worked with the Treasurer to establish the City's first Housing
Strategy Reserve to ensure an ongoing financial commitment to implement the City's Housing Strategy. A
new Housing Advisory Committee will further empower our community to be a part of the strategy.
The Human Resources Department handled 19 employee recruitments in 2019 including 3 new positions for
the Downtown Core sidewalk maintenance program and the Airport Manager. All seasonal positions at the
Airport, Parks & Recreation and the Golf Course Departments were filled for the first time in many years. 58%
of those seasonal workers were return employees and 4 were made up by local high school students. The
City saw eleven full time employees move on this year to other careers and 2 part-time retirements in the
Library. We move into 2020 with 2 open positions in the Police Department and 1 new position in the Public
Works that will head up our Water Systems Utility.
The City continues to actively plan for the future by preparing a 5 -year Capital Plan which outlines capital
needs across all services of the City. This process has resulted in smarter planning to address the critical
needs of our community. This plan shows a substantial capital need moving into future years. Our challenge
will prioritizing these substantial infrastructure needs amid limited funding. This 5 -year planning tool will help
us better evaluate the long term impacts which result from our funding decisions throughout the year.

Looking Forward
2020 will be a busy and challenging year for staff members. We have
many significant capital investment projects underway which will require
close attention and management from our staff.
The City of McCall continues to implement the City's first adopted
housing strategy that will provide substantial effort and resources toward
solving our workforce housing crises. Other community issues that will
receive focus from the City leadership in 2020 stem from increased
growth and tourism such as short-term rentals, traffic, parking, pedestrian
-friendly corridors, recycling, and wildfire prevention.
Facility planning and design efforts will continue for the McCall Library
and other City structures on our central campus including a relocation of
the Parks and Recreation department to a new site and the consolidation
of City Administrative offices into City Hall. The Public Works Facility is
at its end of life and staff will be working with Council to determine how
best to rehabilitate the building to meet safety code and continue to serve
the essential functions of the City.
The Downtown Core Construction Project will be wrapping up in 2020
creating a new pedestrian friendly environment in addition to replacing
aging underground infrastructure and repairing the street system.
