The City of McCall urges you not to pass House Bi ll 16 . It is imperative that the Executive branch of the state
government retain the ability to respond to emergencies and disasters as quick ly as possible and to be able
to access federal emergency assistance dollars . Emergency declarations do not impact anyone 's
constitutional rights and are a necessary procedural step to help the citizens and businesses of the state of
Idaho respond to and recover from disasters .
We support Governor Brad Litt le in his opposition to this Bill.
