Dear Honorable Members of the House Business Committee;
We reviewed the language in H442 and the analysis prepared by the AIC Legislative Committee.
The City of McCall feels it is very important that we have local decision-making authority on the many
issues we face. As a Resort City we are challenged by the lack of workforce housing and the resulting
shortage of workers in numerous businesses including restaurants, hotels, coffee shops and even our
hardware store. City staff and Council Members are working together with our citizen housing
advisory committee to engage with employers and all stakeholders to address this supply and demand
imbalance. Our local solutions may be different than other Resort Cities and may be different than
other cities in general. Maintaining flexibility for local communities to address their own needs is
important.
McCall has not passed any regulations regarding application fees. However, a review of the open,
public engagement process the City of Boise used to craft their ordinance provides a good model for
any City to follow. Working with stakeholders; not being in a hurry; being transparent are all good
tools that help develop decisions that have plenty of support from the community before they are
implemented.
