We especially appreciated Mr. Heinrich’s presentation to the Council in February and the meetings which Council members have had with Mr. Heinrich and Judge Hank Boomer. From those discussions, we understand that there are space limitations in the current Annex, as a result of the increasing volume of cases to be heard. However, the Council is distressed that all City of McCall cases, with the exception of juvenile cases, will now be heard in Cascade. Having to appear before the Court in Cascade creates a substantial impact to the citizens of the northern end of the valley and to the McCall Police Department. We would like to work with you, Judge Boomer and Administrative Judge Darla Williamson to find ways to address the overcrowding and security issues. Perhaps scheduling changes can be made that will address the overcrowding concerns. We understand that there may be a cost associated with those changes. This discussion is timely, as next fiscal year’s budgets are currently being developed. A related issue is the other services which Valley County provides in the McCall Annex. We understand that the Department of Motor Vehicles functions are separate and distinct from court and juvenile services. We would expect that only under extreme circumstances would the Annex be closed for these services. We strongly commend the County for maintaining these other functions in McCall. They are a great benefit to the large portion of Valley County’s population who lives north of Donnelly. We encourage the Board of Commissioners to maintain, and expand if possible, those services as you develop your budget for next fiscal year. In addition to resolving the court scheduling issues in the Annex, the City Council would like to work with the Board to address the facility needs of the Annex.
