Dear Chair Holm and Members of the PLRWSD Board,
Thank you for the opportunity to review and comment on the draft sewer density and map. It is our understanding that the Sewer Board will be considering the adoption of the map and policy
document at the November 18, 2020 Board meeting. As mentioned before, we appreciate the work that has gone into developing a sewer model so our community has a better understanding
of the sewer infrastructure challenges. We believe that a collaborate relationship is critical for both agencies to properly serve the community.
Since the goal is serve the community, more alignment between the City and District on information that goes out to the public would be helpful. For example, the District could use the
same density standards as required by McCall City Code for less confusion to potential and current property owners. Similarly, the Density Map could use the standardized colors from
the zoning map. It is suggested that the Density Map also match zoning terms, so “.01” becomes “1 unit/acre” on the Density Map. While these are minor adjustments, it provides more
consistency and transparency for the public.
Even after the JWAG meeting, there are still the following questions that remain unanswered. These are rather specific but came up in our review process.
How does the District plan to administer projects that have already come in asking for hook-ups based on zoning?
Is it time of application?
Is there a letter of committed connections?
How will Fox Ridge be administered (2 units/acre) as shown on the density map or by zoning?
What is the density for the 18 acres surrounded by city-what about surrounding parcels in the Impact Area that may want to annex?
What is the density for Camps/Parks?
What is the density for Industrial Loop?
Why is the Cemetery (15 Acres) shown as at 4 units/acre?
We understand the Sewer District is eager to adopt the Density Map and Resolution. As the District now operates the former municipal system, it is critical that the spirit and intent
of effectuating the
McCall Area Comprehensive and other Master Plans is considered. Therefore, we kindly request that Board consider future amendments or alternative policies to address community concerns
and priorities as it relates to the Density map or Resolution. We have heard that the map is a “living” document based on system upgrades, we also think the Policy that determines the
Sewer Connection could be amended based on important issues and values of the community. On behalf of the McCall City Council, I thank you for the important role you serve as Board
Members managing a utility that serves the McCall Area.
