A special meeting of the Tybee Island City Council was held
at 9:00 a.m. in Mayor Hosti's office at Tybee City Hall. The following
members of Council were present: John Wylly, Jeanne Hutton, Chris Solomon,
Paul Jackson and S. J. Orsini. Councilmember David McCutchen was absent
due to business committments, as was the City Attorney, Mr. Thomas J. Mahoney,
Jr.
The meeting was called for two purposes:, to discuss a special
advertising campaign with representatives from the Tybee Chamber of Commerce,
and to discuss the Second Annual Sportsfest with David Baughman.
Jeff Schroederii President of the local chamber, met with
the Council as they discussed a financial contribution to the advertising
campaiign made necessary by out -of -town papers and other;; media misinterpret-
ing a press release concerning hazards in the waters along the strand.
Councilperson Hutton moved that the city pay two - thirds of the cost of
the advertising campaign mapped out by Jeff Dukes and Jeff Shroeder, with
the Chamber of Commerce paying one - third, further stipulating that, if '
the Chamber's share is more than $1,000.00 the city will pay the overrun;
this would limit the Chamber's financial contribution to a maximum of
$1,000.00. Councilperson Jackson seconded the motion; it passed without
dissent.
Dave Baughman and Fred Miller of Sportsfest then presented
plans for an event to be held at North Beach, stating that approval has
already been secured from the State DNR Coastal Protection Section and
from the franchise- holder. There was a lengthy discussion of the necessity
for tents east of the parking lot and the promoters stated that this is
necessary due to the use of a public address system as an information center
for participants. There was also discussion of a special permit for a beer
license since the franchise holder has not purchased one this year. Council -
person Solomon moved that the permit for the special event be granted, pro-
vided the tents be placed as close as possible to the parking lot, in the
level area just east of it, and west of the actual beach. Councilperson John
Wylly seconded, and offered an amendment that the special permit also be

contingent on the procurement of all licensing, etc. that may be necessary.
The motion, as amended, was passed by unanimous vote. The Sportsfest will
be held on July 29th, with August 12th reserved as a raindate.
There being no further business, the meeting was adjourned.
