CALL TO ORDER at 6:04 p.m. Present: Chairman Nathan Smith, Vice Chair Anthony Colindres, Commissioner Steven Cooley Absent: Commissioner Stephens, Commissioner Tinker Request of Any Excused Absence Pledge of Allegiance Adjustments to Agenda Conflict of Interest Disclosure B. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA): M. Daniel - Announcement of upcoming Zip Code Day 9/22/23. C. ACTION ITEMS / PUBLIC HEARINGS / REQUESTS Approval of all Ordinances and Resolutions to be read by title only. C.1 Approval of Minutes Motion by Chairman Smith Second by Commissioner Cooley Approve Minutes dated August 23, 2023. 2 Approved by a 3-0 vote Absent: Stephens, Tinker C.2 Public Hearing to Amend the General Plan Land Use Map and Sphere of Influence to adjust the City Boundary between the Cities of Beaumont and Calimesa and Adopt a Resolution Authorizing Riverside County LAFCO Proceedings Expansion of the City’s Sphere of Influence, General Plan Land Use Map Amendment and authorization to proceed with LAFCO proceedings to facilitate a boundary adjustment between the cities of Beaumont and Calimesa. Motion by Commissioner Cooley Second by Chairman Smith Forward a recommendation of approval of the expansion of the City’s Sphere of Influence and amendment to the General Plan Land Use Map as shown in Attachment C; and Forward a recommendation to authorize LAFCO proceedings. Approved by a 3-0 vote Absent: Stephens, Tinker C.3 Conditional Use Permit CUP2023-0071 for Refuge Cigar Lounge located at 688 Beaumont Avenue (APN: 418-074-001) A request to operate a cigar lounge/tobacconist’s store within a suite of an existing multiple tenant building located at 688 Beaumont Avenue. Public Hearing opened at 6:23 p.m. R. Arellanos - Owner of the business answered questions of the Commission. Public Hearing closed at 6:34 p.m. Motion by Chairman Smith Second by Vice Chair Colindres Hold a public hearing; and, Approve Conditional Use Permit CUP2023-0071, subject to the attached Conditions of Approval with the addition of condition # 50. Direct staff to prepare a Notice of Exemption for the applicant to file with the Riverside County Clerk Recorder. Approved by a 3-0 vote Absent: Stephens, Tinker 3 C.4 Conditional Use Permit No. CUP2023-0072 for LAB Batting Cages located at 252 W. Fourth Street, Unit G (APN:417-100-027) A request to operate a batting cage and performance training facility within an existing building located at 252 W. Fourth Street, Unit G in the Manufacturing zone. Due to the applicant withdrawing their application, this item will not be continued. D. PLANNING MANAGER COMMENTS Gave a report out from recent City Council meetings. Gave an update on an assembly bill regarding housing. Will be updating the Upcoming Projects/Businesses. Planning staff will be attending training. Next meeting will be September 27. E.
