HomeMy Public PortalAbout19840913SCMeeting1 1 1 Tybee Island, Georgia September 13, 1984 A Special Meeting of the Tybee Island City Council was held on Thursday, September 13, 1984 at 7:30 A.M. Mayor Hosti presided and the following members of City Council were present: Jeanne Hutton, Christopher P. Solomon, Paul Jackson, John Wylly and S. J. Orsini. Councilperson David McCutchen and the City Attorney were both absent due to conflicting business committments. Councilperson Wylly moved that the City Attorney be instructed to draw a Resolution setting the millage rate for the fiscal year at 12 mils, no change from the previous fiscal year. Councilperson Hutton seconded the motion and it passed by unanimous vote. Mayor Hosti presented a plat of a subdivision of the former Southwinds Apartments; the plan is to divide these apartments into three townhouse units and completely renovate them, including firewalls between each unit. The property is located on Lots 18 & 19, Ward fi, and also known as PIN #4 -09 -08 -004. It was noted that there is a fourth structure on the property, an individual unit, so that the total number of townhouses will be four, and they will be known as Ocean River Townhouses, according to the developer, David Thomas. Councilperson Wylly moved to approve the project, Councilperson Jeanne Hutton seconded and the motion passed without dissent. Mayor Hosti and Councilperson Wylly reported on recent beach erosion meetings; Mayor Hosti stated that Colonel Christman, Districti.p, Engineer for the Corps of Engineers, has personally inspected the beach recently and plans to report that the wall needs bracing; we are hoping that Corps funds can be used. The Mayor also reported that he has been in touch with Dr. Vernon J. Henry, Chairman of the Scientific Task Force, who visited and took pictures of the beach . In view of the Corps' con- cern for the wall, it was decided to rope off the eastern portion of the South End Parking Lot, not allowing people to park in the eastern-most spaces, but keeping the remainder of the parking lot open at least through this week end because of the Tybee Jubilee. Councilperson Orsini reported that the Georgia Infirmary wants to use Memorial Park for a picnic on September 27th. They will need 5419 1 1 1 Site Tybee Island, Georgia September 13, 1984 Page Two handicapped facilities and our restrooms in the park have stalls too small to allow entrance of wheelchairs. It was decided that Mr. Orsini will meet with a representative of the Georgia Infirmary, tour the area with him /her, and that efforts will be made to see that the handicapped have access to restrooms. Mayor Hosti noted that our pre - application for a Water Facilities Improvement Grant was accepted. The City Engineer, John Hutton, has been in touch with EPD and believes that we can complete the necessary details for the application without the comprehensive plan we first expected would be necessary. The following costs are predicted at this time: Water Tank Details $1,900.00 Revision of Maps, etc 900.00 Engineering Justification of Need600.00 The total expected expenditure to prepare for the next step in the grant process will thus be approximately $3,400.00. Mayor Hosti said that he had another estimate for $10 - $12 thousand dollars and recommended that Thomas & Hutton Engineering Company be engaged to prepare this engineering report. Councilperson Orsini so moved, Councilperson Jackson seconded and the motion passed unanimously. It should be noted that Councilperson Jeanne Hutton had already left the meeting, due to the necessity of meeting a deadline at school. Those voting on this issue, therefore, were: Councilpersons Orsini, Jackson, Wylly and Solomon. There were no dissent- ing votes. Mayor Hosti reported that papers involving a law suit over a zoning decision (the old Golf Course Property) were served on him. Thia suit names all members of City Council, and he has sent the papers directly to the City Attorney, Thomas J. Mahoney. Mr. Mahoney indicated that he will file for dismissal. The Council will be kept informed of the case. The meeting was adjourned upon motion by Councilperson Orsini, unanimously accepted by all present.
