The Common Council of the City of Richmond, Indiana met in regular session Tuesday, September 4,
2007, in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE

President Pappin presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Al
Glover, Gil Klose and Diana Pappin. Absent was Larry Parker.
APPROVAL OF MINUTES
Councilor Sharp moved to approve the minutes of the meeting of August 20, 2007, with a second by
Councilor Wissel. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
RESOLUTION NO. 9 -2007 — A RESOLUTION SUPPORTING THE APPROVAL OF A LATE FILED
APPLICATION FOR A REAL ESTATE TAX ABATEMENT FOR ROSE CITY BUSINESS PARK, LLC.
The Clerk read Resolution No. 9 -2007 by title only.
This Resolution would allow Rose City Business Park to file a late Statement of Benefits form. The total
value of improvements made to Real Estate has exceeded the projection stated in Ordinance No. 11-
2006.
Resolution No. 9 -2007 was held by the Tax Abatement Committee for further discussion with the
Petitioner.
COMMUNICATION FROM THE MAYOR
• Mayor Hutton thanked police Captain Melody Truitt, Officers Aly Tonuc and Scott Crull and
Detectives Mike Britt and Tom LeGear for their assistance to a senior citizen who had been taken
advantage of by people who took her money and did not do the work they were hired to do.
These officers spent a day cleaning and winterizing her yard and made arrangements for the
remainder of the year.
• The Fall Clean -Up schedule was distributed to Council. It will begin September 17. The City has
been divided into six districts. There will be a one time pick -up during the week.

Minutes of the August 16 & 23 meetings were accepted as presented.

ORDINANCES ON FIRST READING
Councilor Elstro moved to suspend the rules and read Ordinance Nos. 45, 46, 47, 48, 49, 58 & 60 -2007
on first reading by title only with a second by Councilor Lundy. Upon a vote viva voce, the motion
passed.
ORDINANCE NO. 45 -2007 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2008
BUDGET
The Clerk read Ordinance No. 45 -2007 on first reading by title only.
This Ordinance is the proposed budget for fiscal year 2008.
Ordinance No. 45 -2007 was advertised August 17 and August 24. A Committee of the Whole will meet
September 5 and a vote will be taken at the September 17 meeting of Common Council.
ORDINANCE NO. 46 -2007 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2008
SALARY ORDINANCE
The Clerk read Ordinance No. 46 -2007 on first reading by title only.
This Ordinance contains the proposed salaries for civilian employees for fiscal year 2008.
Ordinance No. 46 -2007 was held until the September 17 meeting.
ORDINANCE NO. 47 -2007 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL
COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2008
The Clerk read Ordinance No. 47 -2007 on first reading by title only.
This Ordinance contains the proposed compensation for all elected city officers for fiscal year 2008.
Ordinance No. 47 -2007 was held until the September 17 meeting.
ORDINANCE NO. 48 -2007 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR
SERVICES FROM THE RICHMOND SANITARY DISTRICT, RICHMOND POWER & LIGHT, MOTOR
VEHICLE HIGHWAY, AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL
FUND IN 2008
The Clerk read Ordinance No. 48 -2007 on first reading by title only.
This Ordinance would authorize payment for services from various departments to the General Fund in
fiscal year 2008.
Ordinance No. 48 -2008 was held until the September 17 meeting.

ORDINANCE NO. 49 -2007 — AN ORDINANCE TO PETITION FOR A SHORTFALL APPEAL DUE TO
ERRONEOUS ASSESSED VALUE
The Clerk read Ordinance No. 49 -2007 on first reading by title only.
This Ordinance would authorize the City of Richmond to file an appeal to the Local Government Tax
Control Board and Department of Local Government Finance from a property tax shortfall, due to
erroneous assessed valuation in the estimated amount of $354,941.00.
Councilor Wissel moved to advance Ordinance No. 49 -2007 to second reading and to suspend the rules
and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 49 -2007 on second reading by title only.
Council President Pappin declared Ordinance No. 49 -2007 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance
No. 49 -2007 with a second by Councilor Welch. Upon a vote viva voce, the motion passed.
Councilor Welch moved to advance Ordinance No. 49 -2007 to third and final reading and suspend the
rules and read by title only with a second by Councilor Wissel. Upon a vote viva voce, the motion
passed.
The Clerk read Ordinance No. 49 -2007 on third reading by title only.
Ordinance No. 49 -2007 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 58 -2007 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A
CERTAIN PARCEL FROM R -3 (one to Eight Family Residence District) to R -3 (Special Use) (136 NW «H»
Street)
The Clerk read Ordinance No. 58 -2007 on first reading by title only.
This Ordinance is a petition to rezone the property at 136 NW "H" Street from R -3 One -to -Eight Family
Residence District to R -3 Special Use District to allow the property to be operated as a daycare business.
Ordinance No. 58 -2007 was referred to the Plan Commission for public hearing on September 27, 2007.
ORDINANCE NO. 60 -2007 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A
CERTAIN PARCEL FROM C -4 General Business District to C -4 Special Use District (2931 US 35 N)
The Clerk read Ordinance No. 60 -2007 on first reading by title only.
This Ordinance is a petition to rezone the property at 2931 US Highway 35 North from C -4 General
Business District to C -4 Special Use District to allow the development of a crematory on the site.
Ordinance No. 60 -2007 was referred to the Plan Commission for public hearing on September 27, 2007.
ORDINANCES ON SECOND READING
ORDINANCE NO. 37 -2007 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6-1.1-12.1 (Thor Construction)

This Ordinance is a request by Thor Construction for a ten year tax abatement on Real Estate valued at
$3,200,000.
Councilor Wissel moved to amend the number of additional employees and their salaries on Form SB -1.
The number of additional employees should be "5" with salaries of $181,520, with a second by Councilor
Welch. Upon a vote viva voce, the motion passed.
Council President Pappin declared Ordinance No. 37 -2007 as amended on second reading and public
hearing. Speaking in favor was Mort Carmichael, Real Estate Broker with First Richmond and a resident
of Richmond. There being no comments against the Ordinance, Councilor Wissel moved for
engrossment of Ordinance No. 37 -2007 as amended with a second by Councilor Welch. Upon a vote
viva voce, the motion passed.
Councilor Welch moved to advance Ordinance No. 37 -2007 as amended to third and final reading and
suspend the rules and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the
motion passed.
The Clerk read Ordinance No. 37 -2007 as amended on third reading by title only
Ordinance No. 37 -2007 as amended was adopted with an 8 -0 roll call vote.
