The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the
Whole Tuesday, March 27, 2007, in the Council Chambers in said City. Council President
Pappin presided with the following Councilors present: Howard "Jack" Elstro, Etta Lundy, Bruce
Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin.
