Mayor Giles led the audience in the Pledge of Allegiance. APPROVE THE AGENDA Council Member Nelson moved to approve the agenda as submitted. Council Member Nielsen seconded the motion. MCCALL CITY COUNCIL December 28, 2023 Regular Meeting Page 1 of 15 CONSENT AGENDA 1 Staff recommended approval of the following ACTION ITEMS. All matters which are listed within the consent section of the agenda have been distributed to each member of the McCall City Council for reading and study. The items listed are considered routine by the Council and were enacted with one motion. 1. City Council Special Meeting Minutes — October 4, 2023 2. AB 23-243 City Licenses Report to Council Per McCall City Code Per McCall City Code Title 4 Chapter 9, the City Council has determined the City Clerk shall be delegated the authority to process and grant or deny all alcoholic beverage license applications, other than certain circumstances involving catering permits, which the City Clerk shall review the application for catering permit for completeness and forward said application to the Police Chief. The Police Chief upon receipt of the application shall make a recommendation to the City Clerk to approve or deny the application. Whenever the City Clerk shall determine that an application for alcoholic beverage license transfer or renewal is complete, the City Clerk shall approve or deny such application. All decisions of the City Clerk shall be reported to the City Council at the next regularly scheduled City Council meeting after such a decision. The City Clerk is also responsible for all processing of business, taxi, snow removal, pawnbroker, child daycare licenses, vendor and short-term rental permits, and public event applications. Action: Review the report. 9. AB 23-244 Treasurer's Report as Required by IC 50-208 Treasurer's report of accounts and activity of office during the month of November 2023 regarding care, management or disposition of moneys, property or business of the City. Action: Review the report. 10. AB 23-246 Request to Assign the Lease for Hangar 608 from Shepp Ranch, LLC to Peak Aviation, LLC Shepp Ranch, LLC has been the lessee of Hangar 608 since March 24, 2020. Shepp Ranch, LLC would like to assign the lease for Hangar 608 to Peak Aviation, LLC. The lease rate will remain based at the original $0.30/square foot for 11,250 square feet, adjusted to $0.347/square foot for CPI for a total of $5,197.00 in FY23. The rate will adjust per CPI annually. This hangar lease assumption has been reviewed by the City Attorney. Action: Approve assignment and assumption of lease for Hangar 608 from Shepp Ranch, LLC to Peak Aviation, LLC, and authorize the Mayor to sign all necessary documents. 11. AB 23-247 Request to Approve the FY23 Annual Road and Street Financial Report Pursuant to IC §40-708, it is state policy that highway user revenues accruing to the state highway account be spent exclusively for the maintenance, construction and development of highways and bridges in the state highway system. All moneys apportioned to cities from the proceeds from the imposition of tax on fuels and from any tax or fee for the registration or operation of motor vehicles for general highway construction and MCCALL CITY COUNCIL Page 2 of 15 December 28, 2023 Regular Meeting maintenance, bridge, and culvert moneys, will be accounted for as to the actual expenditure to the state controller, as dedicated funds through the Annual Road and Street Financial Report. This report is for the preceding fiscal budget year and is published once as a legal notice between January 1 and January 15. The Mayor's signature is required on this report. Action: Approve the FY23 Annual Road and Street Financial Report and authorize the Mayor to sign all necessary documents. 12. AB 23-248 Request Approval for Avigation Easement with Edward Clay Szeliga for Hidden Valley Subdivision The Airport has taken steps to minimize incompatible land use in the Airport Impact Area and has requested Avigation Easements from landowners within three miles of the airport as part of the Planning and Zoning permit approval. In September 2022, Council approved an Avigation Easement Template. Hidden Valley is a four -lot subdivision at the top of Norwood Hill. It is less than one mile from the end of Runway 34 (south end). Mr. Szeliga has signed this Avigation Easement, and the Mayor and Clerk's signatures are required for the easement to be recorded in the final Valley County plat approval. Action: Approve the Edward Clay Szeliga Avigation Easement for Hidden Valley Subdivision, authorize the Mayor to sign the easement and direct the City Clerk to submit the signed and notarized document to Valley County to be recorded. 13. AB 23-256 Request to add Additional Consultants to the Consultant Roster and Execute Master Agreements with Applicable Consultants The Public Works Department created a Consultant Roster in 2023. In accordance with the City's established Purchasing Policy, consultants who have not initially submitted a Statement of Qualifications (SO()) for a specific category may be assessed at any point for potential inclusion. The following process, consistent with the City's Purchasing Policy, to establish the Consultant Roster is as summarized: The City received six SOQs from various firms for various categories since the 2023 original roster formation, a scoring committee of three Staff members (Water Systems Manager, PW Director/City Engineer, and Staff Engineer) was established, and all SOQs were scored and evaluated against the minimum scoring criteria established with the initial Consultant Roster. The Master Agreement template and travel policy have been reviewed and approved by legal counsel. The addition of consultants to the Consultant Rosters will not alter the City's approved FY24 budget. These rosters will be utilized to secure consultant services contracts for projects that have been identified in the budget and future projects in future FYs. Action: Authorize Staff to extend and execute Master Agreements with the recommended firms and authorize the Mayor to sign all necessary documents. 14. AB 23-259 Request to Approve the Findings of Fact, Conclusions of Law, and Decision Document for CUP -23-02, Short Term Rental with an Occupancy Greater than Ten (10) Persons The applicant is proposing to utilize an existing 2016 square foot, five (5) bedroom residence as a short-term rental located at 507 1st Street. McCall Code Section 3.13.09(C)(3) establishes the occupancy of the residence at two (2) persons per bedroom plus an additional two (2) persons, for a maximum occupancy of twelve (12) persons. McCall Code Section 3.13.09(C)(3) requires a conditional use permit for all short-term rentals with a maximum occupancy of ten (10) or more persons. During the regularly scheduled November 30, 2023 meeting, the McCall City Council voted for staff to prepare MCCALL CITY COUNCIL Page 3 of 15 December 28, 2023 Regular Meeting a Findings of Fact, Conclusions of Law, and Decision document approving the subject application with the conditions of approval identified in the staff report, as recommended by the McCall Area Planning & Zoning Commission, and to authorize the Mayor to sign all necessary documents. Action: Approve the Findings of Fact, Conclusions of Law, and Decision Document for CUP -23-02 and authorize the Mayor to sign all necessary Documents. 15. AB 23-264 Request for Approval of the FY23 Harris CPAs Audit Engagement Letter The audit engagement letter states the terms under which the audit will be conducted by Harris CPAs, management's responsibilities, states the fees and timing of the audit, the significant findings Harris CPAs will communicate to the members of the City Council, as well as dispute resolution, limitation of damages, time limitation, indemnity, and assignments prohibited. Action: Approve the engagement letter from Harris CPAs for the FY23 Audit and authorize the Mayor to sign all necessary documents. Council Member Nelson moved to approve the Consent Agenda as submitted. Council Member Nielsen seconded the motion. In a roll call vote Council Member Nelson, Council Member Nielsen, Mayor Giles, Council Member Maciaszek, and Council Member Thrower all voted aye, and the motion carried. PUBLIC COMMENT 1 Mayor Giles called for public comment at 5:34 p.m. 55 Written Comments received and are included as Attachment 1. David Gallipoli, 405 Floyd St Mr. Gallipoli thanked the City Council and staff for all their hard work and accomplishments in 2023. Mr. Gallipoli specifically noted the Library Expansion Project, Short Term Rentals and the Wildlife Ordinance. Additionally, Mr. Gallipoli commented on climate change and the importance of communities to make change. Kevin Copperi Valley County Sheriff, 127 Ski Doo Place Sheriff Copperi thanked the City Council and the McCall Police Department for the good working relationship between McCall PD, particularly Chief Palmer, and the Valley County Sheriff's Office. The two law enforcement agencies are working together for the community as a whole. Hearing no further comments, Mayor Giles closed the comment period at 5:39 p.m. REPORTS 1 AB 23-245 Idaho Independent Intergovernmental Authority (III -A) Insurance Group 2023 Annual Report to Council Idaho Independent Intergovernmental Authority (III -A) Executive Director Amy Manning presented to the City Council. III -A provides medical, pharmacy, and vision benefits for eligible City employees. The City Council approved a membership agreement with III -A in August of MCCALL CITY COUNCIL December 28, 2023 Regular Meeting Page 4 of 15 2018 which renews annually automatically. If the City were to decide at some point to opt out of renewal, III -A must be notified by June 30th at 5pm of any given year. Then, the City would be termed effective September 30th of that year. III -A provides each member agency's governing board or council with a report each year detailing the prior plan year. Highlights of the report included a review of member retention, budget, wellness screening participation and new program savings. Director Manning also gave a detailed review of the mental health benefits provided by III -A and noted that the mental health benefits have surpassed the medical benefits as the largest program offered by III -A. Council Member Nelson noted that the programs offered by III -A are remarkable. Director Manning thanked Council Member Nelson and reviewed how the III -A started to benefit public employees beyond what was available at the time. III -A does not deny coverage to save costs because there is a need to ensure members are receiving care. AB 23-249 Parks and Recreation Advisory Committee Annual Accomplishment Report The Parks and Recreation Advisory Committee (PRAC) Chair Dave Petty presented the PRAC annual report to the City Council. The Parks and Recreation Advisory Committee is a five -member advisory committee established pursuant to Idaho Code 50-210 to advise and make recommendations to the McCall City Council on matters pertaining to the operation, management and design of park and recreation facilities. Highlights of the report included a review of programs and registrations as well as events, partnerships for events, completed parks projects including the Parks, Recreation, and Open Spaces (PROS) Plan, boat ramp improvements and a review of future plans for possible pathways and parks improvements. Mr. Petty also praised City staff for all the hard work put in over the year. Council Member Nelson noted that there is a lot of potential impact to the City when it comes to land proposals for state endowment land and asked how the City collectively approaches and maintains that relationship. Parks and Recreation Director Kurt Wolf noted that staff is working to stay engaged with the Payette Land Trust and other agencies to be involved in the conversation. Staff meet quarterly with the Idaho Department of Lands to be ready to react to any potential changes to state land that would affect the City. The PROS plan is a huge tool when it comes to potential use of state land. Council Member Nelson stated that the City puts a lot of effort into funding parks and recognized the opportunities made available to the community through Parks and Recreation. Mayor Giles thanked Mr. Petty and Director Wolf for the report. BUSINESS AGENDA 1 AB 23-250 Request Approval of Resolution 23-26 Adopting the 2021 McCall Inventory of Greenhouse Gas Emissions as a Planning Document Assistant City Planner Meredith Todd presented to the City Council. On June 18, 2020, MOSS intern Anna Lindquist gave an introduction of her project and research on Greenhouse Gas Emissions and Climate Action Planning concepts working with the Community and Economic Development (CED) Director and ICLEI — Local Governments for Sustainability. On July 9, 2020, MCCALL CITY COUNCIL December 28, 2023 Regular Meeting Page5of15 the City Council adopted Resolution 20-13 adopting McCall's Framework for Climate Action Planning and the 2018 Draft Greenhouse Gas Emissions Inventories as official Planning Documents. On October 21, 2022, CED staff presented a work session on Sustainability and Climate Action Planning, identifying a need to complete updated Greenhouse Gas Emissions Inventories for the Community and Local Government Operations in preparation for McCall's Climate Action Plan formulation. From March to December of 2023, CED Staff worked with ICLEI to complete data gaps in the 2018 Green House Gas (GHG) Inventories and repeat the inventory methods for data covering the 2021 Calendar Year to view the impacts of the Covid-19 Pandemic and resulting increase in local activity to provide Science -Based Targets and baseline data for a future Climate Action Plan. Assistant Planner Todd reviewed the process and purpose of data collection for a GHG inventory and methods of collecting data. Specifically noted was the City vehicle fleet and equipment having the greatest GHG emissions at 32.4%. The water and wastewater systems account for roughly 27% and City buildings and facilities account for 7% of emissions with the exception of the wastewater treatment plant. Overall, there has been a 35.8% increase in emissions from 2018 to 2021. Assistant Planner Todd also noted that the more efficient Parks and Recreation building will positively impact the GHG inventory in the future. Council Member Thrower asked if the emissions from new buildings being built are accounted for in the data. Assistant Planner Todd noted that staff plans to determine the most accurate way to capture that data in future GHG inventories, but it is not included in the 2021 GHG inventory. Assistant Planner Todd noted that transportation is the largest contributor at 52% of emissions, residential energy is 26% of emissions and commercial energy accounts for 17% of emissions. Additionally noted was the increase in residential energy due to weather changes. City Manager Anette Spickard asked if there is a per capita type of comparison to show if there were just more people in the City in 2021 since the population has increased since 2018. Assistant Planner Todd noted that the population has only changed by about 300 people with the updated census, so staff looked at other number types, weather patterns and the residential energy sector. Information gathered from Idaho Power indicated that people are just here more and not as many people are boarding up their summer cabins in the winter. Smart technology is also overloading the systems of homes where things are on more often and there has been an increase in outdoor heating with hot tubs, melting driveways and roofs, and snowmelt systems in general. Assistant Planner Todd reviewed the transportation section and noted the missing piece of data is in the number of visitors using transportation which is not available in current data sources. Overall, there is a trend upwards, and staff will review the greatest opportunities for impact in the upcoming Climate Action Plan creation process. Council Member Thrower asked how frequently staff anticipates being able to do a GHG inventory. Assistant Planner Todd noted that as the data becomes available more efficiently, inventories should be able to be done rather quickly and other communities are able to do inventories annually. It is not uncommon for inventories to be completed every two to five years. Council Member Nelson noted that the community is going to have to buy into the Climate Action Plan as it is a major statement to try and reduce GHG emissions. Globally there is a goal to reduce GHG 30% by 2030 and that may be unrealistic at the City level. Additionally, a Climate Action MCCALL CITY COUNCIL Page 6 of 15 December 28, 2023 Regular Meeting Plan could potentially impact future ordinances. Council Member Nelson also praised staff for the work that went into creating the updated GHG inventory. Council Member Nielsen asked if all the private jets that fly into McCall Airport were included in the data. Assistant Planner Todd noted that staff have worked together to collect data on the fuel amount received at McCall Airport but if jets do not fuel at the airport those jets are not included in the data. Council Member Nelson moved to approve Resolution 23-26 adopting the fmal report 2021 McCall Inventory of Community Greenhouse Gas Emissions (Official) as a planning document and authorize the Mayor to sign all necessary documents. Council Member Nielsen seconded the motion. In a roll call vote Council Member Nelson, Council Member Nielsen, Mayor Giles, Council Member Maciaszek, and Council Member Thrower all voted aye, and the motion carried. AB 23-261 Electric Vehicles (EVs) Readiness- City of McCall — Staff Presentation Community and Economic Development Director Michelle Groenevelt and Assistant Planner Meredith Todd presented to the City Council. The presentation gave an overview of EVs and EV charging to include: EVs relationship to McCall's Greenhouse Gas Inventory, Comprehensive Plan references, National and State standards and trend, EV users, local existing conditions and projected needs in public parking lots, and funding and barriers to installing EV chargers. The City of McCall does not have EV Readiness Plan but will kick off the EV Transition Plan in January 2024 and this will inform the Climate Action Plan starting in 2024 and will be an 18 -month process. Director Groenevelt gave an overview of the Comprehensive Plan (Comp Plan) noting the public involvement in the plan creation and each update that occurs. The Comp Plan mentions goals of having the highest standard for air quality and policies to reduce air pollution and related impacts of greenhouse gas emissions. Additionally, the Comp Plan includes a project that specifically addresses the installation of EV chargers as public infrastructure. Assistant Planner Todd reminded the City Council that 52% of transportation emission comes from local vehicles on the road. One way the City can help with the reduction of transportation emissions is to at least provide the resources for people to switch out of an internal combustion engine by either encouraging them to make that choice or providing the infrastructure. Assistant Planner Todd additionally noted staff has been working with other mountain towns to collect information on what has worked and has not worked in other similar communities. Mountain towns and communities with a climate action plan in place aim for at least 10% of all public parking spaces to include EV chargers in some form for the technology to be available to the public. Additionally, at the State level there has been adoption or purchase of EVs and plug in hybrid vehicles. The purchase of alternative fuel source vehicles is roughly doubling from year to year especially as more models that are compatible with mountain towns come available. The rate of available charging stations is not keeping up with the rate of EVs on the road. There is a State plan that shows a lack of EV charging stations along the hwy 95 and hwy 55 corridors going north. The State has a goal to have a charging station installed every fifty miles but there is not yet a process in place to accomplish that goal. The three types of EV drivers that the City can expect to see are through travelers where the destination is not McCall, the community resident without charging access since the City does have older residential buildings with undersized electrical panels, and typical day visitors. MCCALL CITY COUNCIL Page 7 of 15 December 28, 2023 Regular Meeting Director Groenevelt reviewed the on -street and off-street local parking spaces noting that there are 340 off-street spaces and 325 on -street spaces. If the City followed the recommended goal of 10% of public parking having EV chargers, the City would have 66 parking spaces with publicly available EV charging stations. Assistant Planner Todd gave a brief overview of the cost and functional differences between Level 3 and Level 2 EV chargers. Mayor Giles noted that the presentation has been helpful for the City Council. Council Member Nelson noted other mountain town EV Readiness Plans and the cost of the infrastructure. Director Groenevelt noted that staff made EV Readiness Plans from other communities available to the City Council to stay informed. Additionally, Director Groenevelt noted that some communities have had EV Readiness Plans in place since 2014. AB 23-260 Tesla EV Supercharger (Level 3) Project — Request to Review Potential Project Locations and Direction to Staff Community and Economic Development Director Michelle Groenevelt presented to the City Council. City staff from Community and Economic Development and Public Works have been communicating with Lindsey Fraser, Project Developer from Commercial Charging — Northwest, about the opportunity to place Tesla Level 3 chargers in the City of McCall. Several public parking locations have been evaluated, and it was originally recommended that the Mill Street Parking Lot would be the preferred location for the 4 chargers totaling 8 parking spaces. After introducing the project and location there were numerous questions about EVs, the project, and concerns about the Mill Street parking lot location. It was decided to continue the item so staff could prepare more information about EVs, have the Project Representative present the project and answer any questions, and have staff provide a look at alternative public parking lot locations. Staff have been working on getting EV chargers to McCall for several years and are familiar with the funding sources and challenges. The opportunity for this project is unique because it allows the City to determine the location and provide a Level 3 charging station to the community, there are no infrastructure cost or maintenance cost to the City, the project would be completed by an experienced vendor, and the City would receive annual revenue of $20,000 with an increase up to 5% annually. Director Groenevelt noted that the two alternative locations considered included the parking lot behind City Hall and the First Street Parking lot. The project developer indicated to staff that the parking lot behind City Hall did not meet the specifications desired for the project and that First Street parking would be the preferred location of the two options. Director Groenevelt noted that staff reviewed the current project slated to update First Street parking and the initial concerns regarding how bringing the Telsa EV Chargers into the project may affect the grant funding and project timeline. Staff determined that the grant funding and timeline would not be affected by altering the project at this stage. Staff is recommending the First Street Parking lot for the Telsa Charger location. Council Member Thrower noted the overwhelming support from the community to move forward with the project. Additionally, with the right location, the project is a win for the City and First Street Parking seems to be the right location. Council Member Thrower also reviewed the process and cost of updating the electrical infrastructure in a residential house to accommodate the needs MCCALL CITY COUNCIL Page 8 of 15 December 28, 2023 Regular Meeting of EV charging. Council Member Nelson expressed support for the project and praised the work of staff to bring further information back to the City Council and address any concerns previously raised. Council Member Maciaszek also thanked staff and the public that provided comments of encouragement for the project to move forward. Council Member Nielsen noted that First Street Parking is a better alternative to the Mill Street Parking lot. Public Works Director Nathan Stewart noted that staff has been in contact with Idaho Power and indicated that the First Street Parking lot option is a more favorable deal for Tesla in regard to cost. Staff also verified that the upgrades to First Street Parking lot would still be completed in a timely manner. Tesla has not provided a lease at this time. Mayor Giles expressed confidence in the City staff to negotiate the appropriate lease for the City. Council Directed Staff to develop a lease for the EV charging station project in the First Street Parking lot. AB 23-262 Request Approval of a Donation Agreement for the future Flight Path Jump Line Project with the Central Idaho Mountain Bike Association (CIMBA) Parks and Recreation Director Kurt Wolf presented to the City Council. The goal of this Donation Agreement is to provide The Central Idaho Mountain Bike Association (CIMBA) and the City of McCall with a formal process for CIMBA to make improvements and renovations on public property by construction, developing, and donating to the City a Bike Skills Park with formal jump lines. The property is located adjacent to the public pathway running between Dienhard Lane and Stibnite Street. This area is already being used by the public for biking, hiking, and running on informal single-track trails that transect the site. This project, the process, and the partnership with CIMBA is similar to what the City of Boise recently did to construct and accept the donation of the J.A. and Kathryn Albertson Family Foundation Bike Park at 750 Mountain Cove Road, Boise. Over the past two years CIMBA and parks staff have explored the idea of a grass roots approach to funding and constructing a formal Mountain Bike Jump Park. This project was highlighted in the recently adopted Parks, Recreation, and Open Spaces Plan and with CIMBA's support, energy, and ability to fundraise for the project, it has the potential to become a unique and wonderful public amenity for the community. The Land Group, a Boise and McCall based design and engineering firm took the proposed project through design and engineering at a reduced cost with significant donations of time and materials to create conceptual 3D renderings in addition to the design drawings. The design was then taken through the design review process in advance of obtaining approval of the donation agreement with CIMBA to fully understand the scope of work and better estimate the cost of the project for CIMBA's fundraising efforts. It is the Parks Department's goal to help offset the design costs of the project and funds have been built into the FY24 budget for professional services. Council Member Nelson asked if the property would have any use for low level housing. Director Wolf noted that the property is located within the approach to the airport, and it would not be feasible to construct buildings on the site. Director Wolf additionally noted that the project can be completed in phases and there is flexibility in the design of the project. Similar projects have brought in professional mountain bike riders to test the features as well. Council Member Nelson MCCALL CITY COUNCIL Page 9 of 15 December 28, 2023 Regular Meeting asked about the liability to the City for a project of this nature. Director Wolf noted there is some risk associated with the project similar to the risk that comes with skate parks. Council Member Nelson moved to approve the donation agreement with the Central Idaho Mountain Bike Association for the potential flight path mountain bike jump lines project adjacent to the City's public pathway on what is commonly known as the airport approach parcel and authorize the mayor to sign all necessary documents. Council Member Thrower seconded the motion. In a roll call vote Council Member Nelson, Council Member Thrower, Mayor Giles, Council Member Maciaszek, and Council Member Nielsen all voted aye, and the motion carried. AB 23-251 Request to Adopt Resolution 23-27 declaring OEC Works as a sole provider of Montel Shelving for the Library Expansion Protect and approve the Contract with OEC Works for Montel Shelving Library Director Meg Lojek and Public Works Director Nathan Stewart presented to the City Council. The McCall Public Library expansion project will require the purchase of additional steel shelving to meet ADA requirements, seismic requirements, and complete the new public space. The existing library shelving system is in good condition and much of it will be disassembled and then re -located into the new building. This effort reduces waste and reduces cost. However, the purchase of additional shelves is still required to accommodate the library collection of items in the expanded layout. The current system is manufactured by Highsmith, one of only a few library - specific shelving system manufacturers. Given the unique and proprietary design of these shelves and staff efforts to re -use existing shelves, staff has determined it is essential that Montel be the brand for the additional purchase because it is the only one compatible with the structural design of the existing shelves. This also makes it the most cost-effective alternative. Idaho Statute IC 67- 2808.2(III) allows for public agencies to solely source equipment, "where compatibility of equipment, components, accessories, computer software, replacement parts or service is the paramount consideration." Staff have confirmed with legal counsel that a sole source certification is required prior to purchasing the new Montel system. Once approved, there will be a legal public notice in the paper on January 4, 2024. Mayor Giles asked about the contract process. Director Stewart noted that due to timeline restrictions and the requirements of the sole source process staff and the City Attorney's worked together to ensure the City Council could review the materials and approve the mayor signing the contract after the legal notice is published in January even though the decision is being made with a motion in December. The proposed project will tie into the recent site improvements at the Senior/Community Center and the parking area scheduled for construction as part of the Library Expansion Project, and include establishment of a bus turn around route, paving, striping, landscaped islands, lighting, conduit for future EV charging stations, covered bicycle parking, wayfinding, and ADA compliant sidewalk and crossings to and from the Senior Center, Central District Health (CDH), McCall Transit Center, and City Hall. The total project cost is estimated at $1,569,711 which includes final engineering design and construction. If funding is awarded, project construction would occur in FY25. Grant funding can provide up to 80% of the total project cost ($1,255,768) and 20% ($313,943) must be committed as local matching funds. CDH has pledged $44,000 which roughly equates to 20% of the cost of the project improvements that will directly benefit the McCall CDH facility, the McCall Redevelopment Agency has pledged $100,000, and the balance of local matching funds ($169,943) would be provided by the City in its FY25 budget allocation process. The TAP program provides grants up to $500,000 for the construction of pedestrian facilities that improve non -driver access to public transportation, schools and/or business centers. A single applicant may submit up to two TAP applications for consideration, for a total request of $1,000,000. A local cash match of 7.34% ($73,400) is required. City staff have met with LHTAC staff and have been encouraged to submit two TAP requests in the coming application round to support design and construction of a bicycle/pedestrian pathway along Wooley Avenue that would connect the existing pathway network terminus at the intersection of Davis Avenue east to the Wooley Boardwalk and the greater pathway system along Spring Mountain Blvd. To access the full $1,000,000 of TAP funding availability, the project would be proposed in two phases that could be designed and constructed simultaneously: a West Phase between Davis Ave. and Ponderosa St. and an East Phase from the Ponderosa St. intersection to the existing Wooley Boardwalk. During October 2023, the City, with the assistance of Horrocks Engineers, conducted formal bidding for the 1st Street - Phase 3B Surface Improvements construction contract. The first bid attempt was rejected due to Economic Development Administration (EDA) grant funding requiring a minimum of three bids. The project was rebid in mid -November 2023. The second bid opening occurred on December 21, 2023. A contract award will be contingent upon subsequent approvals from Transportation Alternatives Program (TAP) and EDA. The project consists of surface utility, drainage, sidewalk and streetscape, roadway section, paving and signage and striping improvements. The project also includes improving the 1st Street Parking lot. This project (Phase 3B) is the second half of Phase 3 of the Downtown Core Reconstruction project. Phase 3A (subsurface utilities) was constructed during summer 2023. Phase 3B will require roughly 114 days to construct beginning in mid -May and concluding in mid -October. Mayor Giles noted that the bid came in 22% below the engineers estimate which the City has not seen happen in a while. Staff have received some funding through local option tax to help with this project. Spring of 2023 Staff went out to bid with hopes of rebuilding the ramp during the summer. Personally, I would recommend placing the Superchargers behind City Hall and McCall library. It's very dose to downtown and would not compete with summer crowds. Jacksonville Although we have recently moved to Florida, we Florida previously lived on a homestead near Orofino, Idaho 32225 where I worked for the US Fish and Wildlife Service as an employee, and later as a private contractor for the Bonneville Power Administration as an Aquaculture Engineer and a Technical Consultant specializing in Energy Efficiency projects across the Columbia River Basin. In order to 'walk -the -walk', I was one of the first Tesla Model X owners in Idaho, and I used my vehicle for all work travel whenever possible - regardless of any logistical inconvenience it created. I was able to make every trip to Portland for work in our Tesla, and to most of the hatchery and project sites throughout the Columbia Basin. I was even one of the very first EV's to travel West -to -East up and over Lolo Pass (Highway 12). And I never failed to support any business or community that provided Testa Supercharging while I was using that infrastructure through my many restaurant and shopping experiences while charging, and often even overnight stays in those communities. Ironically, the greatest logistical challenge posed to me in my efforts to travel between work locations in my Testa EV was the North -South Commute through Idaho. I simply could not make it to Boise on the otherwise -fastest and most scenic route through McCall, Idaho because there was no reasonable place to charge the vehicle. And this effects every single Testa EV driver that not only wants to make McCall a Destination Stop, but is wanting to travel the North/South Corridor from Boise to Lewiston and beyond. Thus, this also eliminates all EV traffic between the Boise Valley and Moscow/Pullman, Spokane, and Coeur d'Alene, and Missoula/I-90. That is a substantial in terms of lost revenue for McCall. And perhaps just as importantly, it represents a substantial increase in the Carbon Footprint to make the trip for every one of those drivers. For myself, I still travelled by EV whenever possible. But my trip became much longer and more of a logistical challenge because I had to reroute West to the Pendleton, OR and Baker City, OR. That was not only frustrating from the perspective of the additional impact that it had logistically, it was very disappointing that I could not travel the roads I loved to see and spend time in the communities I enjoyed. And of course, I would rather eat lunch in McCall instead of the Pendleton Casino while Supercharging on every trip - and know I had substantially reduced my Carbon Footprint with a stop in your beautiful community while doing so. I may not live in Idaho 53502 but I know a resident close to McCall and I drove my EV from WI to Idaho last year and Idaho was the only state where I had range anxiety. Idaho is unfortunately behind other states in having high speed publicly available EV charging and that makes it very hard to get around the state in an EV without a lot of planning. In order to complete the route I wanted through Idaho I used the home charging of a friend's friend because there is a lack of public options. Many EV driver's aren't as willing to take as many risks as I do with regards to EV range and risky charging options. Hosting a Tesla Supercharger station in McCall will help drive year- round tourism to the area and allow people to better enjoy the natural beauty of Idaho in their EVs. It will also be the first step in opening up a reliable fast charging EV route that connects Boise to Missoula and Spokane. After reading the minutes of the December 14th meeting, I support placing eight Tesla Level 3 chargers at the Mill Street Parking Lot. The location is lovely and spacious. While a person's car is charging they could take a walk along the lake, patronize a few stores, and buy a coffee. On the other hand, if EV charging stations are placed outside of the downtown corridor, i.e. Ridleys, options to enjoy local shops and scenic pathways are limited. I understand that some people think EV charging stations at Mill Street Parking Lot eliminates parking spaces, but my question is for whom? Those with trucks and boat trailers? If space is a concern, then we must acknowledge that large vehicles and trailers are the biggest culprits. Installing EV charging stations simply invites a more diverse driver group, while maintaining the same amount, if not more parking spaces. In the larger scheme of things, McCall should lean into being a community that caters to environmentally conscious, mindful tourists. As the City transitions its vehicles from combustion to electric, and as community members do the same, the infrastructure will be in place, making a more comfortable transition for all. The electric car market is booming. According to the S&P Global Mobility, "By 2030 over one in four new passenger cars sold will be an electric vehicle." The City is poised to be a vanguard of decarbonizing the transportation system —especially since Tesla will cover all the upfront costs. In addition, providing infrastructure for a non -fossil fuel based transportation system is consistent with the City's overall efforts to reduce greenhouse gas emissions, which include creating a solid waste management plan that diverts trash from the landfill, building a robust composting program, incentivizing energy efficient homes and buildings, and taking care of natural resources its residents depend on, especially the lake. In addition, many auto manufacturers have made a commitment to adopt the North American Charging Standard (NACS) for their EV models which was spearheaded by Testa. This commitment will further standardize EV charging methods and increase the need for Testa Superchargers. You will boost tourism and travel revenue by hosting Tesla and other EV charging stations. After watching your video of the 12/14/2023 meeting I would like to add the following comments which are in no particular order. 1 -There was concern that the city should not be contracting with an EV charger company, that public property/taxes should not be involved. Please understand that, at this point in time, no one/business is going to invest in Level 3 EV chargers on their own. Example ---The first Level 3 EV chargers behind Mays Hardware brought to this community, and let there be no mistake I greatly appreciate him doing this, but it could not be done without the government, tax monies, assistance. From the Idaho DEQ public records this project cost over $360,000'. The rebate of these monies to the owner was to be $291,000 (80%) meaning owner has to pay well over $70,000. The Idaho DEQ notes that these figures may change as the project is completed. As owner noted at the meeting that this investment by him was the 'worst business decision he had made'. Tesla is only asking for the space of 8 parking spots and transformer. They are not asking for any monies and they are going to pay you $1600 per month for the use of these. I also do not like to be pressured to make fast decision. But I do encourage you to not drag this decision out as I'm pretty sure Tesla Level 3 chargers are in high demand at communities such as ours. 2- The EV Level 3 Tesla chargers that they have been installing in last 6 plus months have been 250kW chargers, not 150kW one. I would assume the ones for McCall would be 250kW ones also. Charging time on these are even greatly reduced over the 150kW units mentioned in the 12/14/2023 meeting. 3 -Where to put the chargers?? Generally most EV drivers want to charge in an out of the way parking lot, non congested, charging spots. Congested parking lots EV drivers will find non EV drivers parking in EV charger spots when they can not find a regular spot. No body wins , especially law enforcement, a real time consumer. I also applaud the Faraday family as they install charging stations in the May Hardware parking lot. I think it is necessary to pursue both private and public charging stations. Of course I don't think doing so is going to be problem free. City Council members expressed many concerns at the City Council meeting. Parking violations will undoubtedly occur and require enforcement regardless of where the EV charging stations are and who installs them. The City (and the same for County) has zero obligation to do this, and would be well advised to let the private sector undertake this problem, much the same as the City would have zero obligation or incentive to get into the gas station business or car wash business for car owners living in or visiting McCall. When the problem gets big enough (coming soon) and there is a market demand with a profit potential (already happening and in the planning and implementation stages), the private sector businesses and site owners will respond rapidly and well. Thanks, Scott To whom it may concern, I recently heard from my friend Wayne Ruemmele about McCall considering a Testa Supercharger in the Mill Street Parking Lot and have subsequently read about the project in the paper. This is great news! We've been Testa drivers since 2016 and have been personally pushing on contacts at Testa about adding chargers in McCall as well as lighting up the Highway 55 & 95 corridor in general. We've lived in the McCall area full time since 2008. We also owned Gravity Sports from 2010-2018. The thing I've learned that's counterintuitive about charger locations, that I wanted to share with you, is that it's in EV drivers' best interest to not have the chargers located in high -demand parking lots. E.g. minimizing the odds of the charging stalls being occupied by gas vehicles should take priority over a great location. Being so familiar with the parking lot behind Gravity Sports, I'm concerned this will be the case during the busy summer months. Counterintuitively, as an EV driver, I'd much rather have a seemingly less convenient location, as these have the best odds of not being blocked out by a non EV car; which is all EV drivers care about when needing a charge. Wayne also told me that he believed there was a possibility that behind City Hall could be a candidate. Based on my experience with both locations, I would strongly endorse City Hall if that's true. I realize it's currently dirt, but as an example, Testa recently put in a Supercharger location in McDermitt, NV at Quinn River Market. Their lot is also dirt. Tesla poured a concrete pad where the charger stations sit and asphalt can be easily laid up to it when the time comes. This or an asphalt pad proper, would be a great solution for behind City Hall, or any dirt parking lot. The other thing I would mention is this: Once there are Superchargers available in an area, they will get the lion's share of all EV drivers. Why? Superchargers are known to have amazing reliability and up - time, while non -Testa brands are known to have poor reliability. I've seen stats showing Tesla Superchargers have roughly 99.7% uptime, whereas other companies are in the 60-80% range. It's very easy to visit a site like Plugshare.com, look at other networks and see pictures of disappointed drivers who have reported on chargers being out of order. Now that every major auto manufacturer (except Stelantis, who I predict will join sooner than later), has adopted Tesla's NACS plug standard, this will make Tesla chargers even more popular. In addition to being more reliable, Superchargers are known to be lower cost for the consumer. For these reasons, as an EV driver, everyone wants to use Tesla's chargers. This is why all the other companies have capitulated and joined the network! The analogy I give to non-EV drivers is this: If there are two gas stations in town to choose from and one of them has less nozzles, doesn't work 30% of the time, yet their fuel costs 25% more than the other station, which MCCALL CITY COUNCIL GENERAL COMMENTS December 28, 2023 Regular Meeting Page 19 0.1'23 ATTACHMENT 1 one are you going to choose? Non-EV drivers kind of assume a charger is a charger is a charger. It's just not the case. Testa Superchargers just work. And they are being rewarded for it by being the de facto standard in North America. For these reasons, I would strongly advocate for working with Testa to get Superchargers in the area as soon as possible and not let this opportunity pass - and ensure they are put in a location that isn't already a high -demand area. This will be in all parties' best interest. The city's most popular parking lot will not be impacted and EV drivers will have the best odds of getting a charge when they really need one. It's my opinion that the parking lot behind City Hall would be great for this. Please let me know how I can help. As electric car owners ourselves, navigating to destinations like Sun Valley (lacking a Supercharger) and areas north of McCall proves challenging. This poses a barrier for electric car owners in Boise, limiting their visits to McCall. Our firsthand experience hosting many people charging at our house confirms this issue. Anticipating a surge in electric car sales (projected 50% by 2027-2030), having a Testa Supercharger in McCall is crucial. It won't merely boost tourism but sustain it. Would recommend that let private industry take care of those charging stations and not have the city get involved with that, those type of things.
