Tree Board
9 a.m. Aug. 19, 2019
Town Hall Annex Board Meeting Room, 105 E. Corbin St.
Present: Chair Andrea Lewis, Casey Collins, Tim Logue, Bryan Stuart, and Greg Yavelak (ex officio)
Absent: Frances Harris, Phyllis Simon and Liz Waters
Staff: Public Information Specialist Cheryl Sadgrove and Public Space Manager Stephanie Trueblood
Guests: None
1. Call to order, roll call, and confirmation of quorum
Chair Andrea Lewis called the meeting to order at 9 a.m. Public Space Manager Stephanie Trueblood called
the roll and confirmed the presence of a quorum.
2. Agenda changes and approval
No changes. Members said they would like to talk about the Audubon Society under updates. The agenda
stood as presented.
3. Minutes review and approval
Minutes from regular meeting on July 17, 2019.
Motion: Member Bryan Stuart moved to approve the minutes as presented. Member Casey Collins
seconded.
Vote: Unanimous
Changes: None
4. Consideration of a proposal by Paul Dunn to donate a tree and commemorative plaque in Gold Park
There was discussion that 1.5-inch caliper trees are standard for planting. The plaque will be metal.
Motion: Member Frances Harris moved to approve the plaque and tree planting. Member Liz Waters
seconded.
Vote: Unanimous
The Tree Board decided that a white oak would be the best tree for the location in Gold Park.
5. Development of a town-wide tree planting plan
Trueblood said the town manager had expressed interest in this board proposing a town-wide tree planting
plan that would help counter climate change.
The board brainstormed places where they could plant trees. The list included:
• Replacement of crabapple trees along Churton Street
• Gold and Cates Creek parks
• The perimeter of the gravel lot in West Hillsborough (not town-owned)
• Cedar cypress and gum trees along the Eno River

Some Tree Board members will start working on a brief project justification description. Discussion will
continue in September.
6. Updates
A. Hillsborough Garden Club
No update.
B. Bee City Subcommittee
No update.
C. Staff and board updates
Trueblood said the Xerces Society would like to include the Bee City work in Hillsborough as a case study for
the society’s pamphlet. Member Phyllis Simon offered herself and Sarah Meadows, a Garden Club member, to
be the contacts for the Xerces Society.
Trueblood reported that staff needs one more month to work on draft text for a managed natural landscape
ordinance. The intention is for it to be included on the joint public hearing agenda for October.
Trueblood reported that a tree in front of the former Town Hall Annex will be removed. A tree in the right of
way near the Hillsborough/Orange County Chamber of Commerce parking lot and near the Orange County
Historical Museum will be trimmed. A tree near the footbridge at Turnip Patch Park will be removed because
it is leaning toward the bridge. She also reported that a giant sycamore tree in decline outside the Orange
County Whitted Human Services Center Complex will be removed by the County.
Simon and Harris reported that they had invited representatives from the Audubon Society to survey their
properties and that they both received plaques from the society for providing significant habitat for a variety
of birds.
Lewis reported the Hillsborough Garden Club has started working on its pollinator highway map and has plans
to participate at a Last Fridays booth to raise awareness of the map and to add more sites to the map.
Tree Board members decided to wait until spring to bring the pollinator activity to Last Fridays.
