Present: Mayor, Gary Acromite; Councilmembers, Wilfred Scherer (until 9:00 P.M.), Ann Thies, Phil Zietlow; Planning Commission members, Anne Heideman, Jim Johnson, Steve Leuer, Ron Rogers, Dave Onan, John Ferris, Bruck Workman., Lenny Leuer Absent: Councilmembers, Robert Mitchell; Planning Commission member, Penny Elsenpeter Also present: Clerk -Treasurer, Donna Roehl; Engineer, Glenn Cook; Zoning Administrator, Loren Kohnen Gary Acromite reported that a letter from Mary Anderson, Chairperson of the Metropolitan Council,had been received stating that the 90 day review period for the cities compre- hensive plan amendment had begun and would be completed by June 12th. He stated that at a meeting he had attended at Loram they and agreed to accept city changes as their review progressed and due to the fact that the city needs to discuss the fact that the property for a potential county facility is not entirely in the sewer service area and a change in the plan may be needed. Glenn Cook stated that the city should have any revisions to the Metro Council staff by May 1st so that they would have ample time to review them prior to completion of their report and recommendations HENNEPIN COUNTY PROJECT Tad Jude, County Commissioner, and Pat Murphy and Vern Genzlinger, representing Hennepin County, were in attendance to present a review of an all purpose county facility in Medina. Wilfred Scherer reported that there was a lot of disagreement at the time that Hennepin County purchased the Elwell farm on Hwy. 101 for their facilities and also at the time that the county purchased the Klaers farm on Co. Rd. 19 and Hamel Rd. the city told them to find a site in an industrial area for their compost facility. He began talking with the county and property owners in the area of Arrowhead Dr. and Hwy. 55 and got them all to agree to consider using that property for the county facility. Tad Jude stated that the county board had not reviewed the issue that there seems to be more support for this site than for the Elwell property, as it does not interfere with residential property. He stated that the focus of the public works department has shifted west, due to their no longer maintaining Co. Rd. 18 and Co. Rd. 62. He stated that there is a solid waste issue to solve, the sheriff needs a facility and the fairbpard would like to relocate to a permanent site. He stated that the matter would go before the county board in April. Pat Murphy reviewed the project which would be located, west of Arrowhead Dr.; south of Hwy. 55, north of Hamel Rd. and east of Pioneer Tr.,, on approximately 400 acres. He stated that they are trying to preserve wetlands and wooded areas, buffer the site and would be building the facilities over a period of years beginning with the fairgrounds, then the sheriffs facility and public works and last of all the municipal solid waste facility. Tad Jude stated that the solid waste facility may never be needed as there is not enough materials for the burn plant at the present time and population forecasts do not predict huge increases in population. Ron Rogers asked how many vehicles the sheriffs department would have on the site. Pat Murphy stated that he did not know, as plans were not that advanced. Bruce Workman asked if the firing range would be used by all of the county. Pat Murphy stated that it would be used mostly during the day and probably by all cities and county personnel. He stated that they were considering a PUD for the entire project which would stay in force for many years. Donna Roehl asked what they would do in 20 years if the city said they did not want one of the facilities to be built, or what would they do if the city tells them now that they do ' not want to approve one of the facilities. Pat Murphy stated that if they had a PUD and later the city said "no" to one of the element 'they would probably go to court and if a portion of the plan is not wanted by the city at time of the PUD approval they would have to determine if they could get along without it. vern Genzlinger stated that they need to have an irtereSt'in. the property before they lake application. Tad Jude stated the sale of the Elwell property would pay for these properties. Ron Rogers stated that the city does not have sewer available to the site, at this time, he asked if they would still apply if the city could not make a committment for sewer. Glenn Cook stated that the comprehensive Ulan. amendment needs to be approved with the sewer boundaries. Arne Heideman stated that the city can amend. its plan later. Ron Rogers stated that some of the county property is in a residential zone. Discussion as to the best way to accomodate this property in the comp plan. COMMERCIAL/INDUSTRIAL ZONING IN THE HAMEL AREA Anne Heideman stated that some rationale was needed for redrawing the zoning district. Ron Rogers explained that some natural boundaries were used when the zoning districts were drawn. Gary Acromite asked what process was needed for making zoning map changes. Glenn Cook stated that a public hearing was necessary. Businessowner, Randy Mayer, stated that work of a -year and a half, plus citizen input would be negated if changes were now made. Ann` Heideman stated that the city would have a strong ally if the county project was part of the reason for change. Anne Theis, Medina taxpayer, stated that there is a risk of industrial companies leaving the city if something is not done to help them with their sewer problems. She asked if someone had communicated to the Metro council that this plan is not a "Leap -frog" plan. Gary Acromite stated that they had communicated to them the issue of wetlands in the area. Bob Vieau of Loram stated that the Anderson Co. on Willow Dr. is having; problems with septic systems because their business has grown so much, similar to Loram. Gary acromite asked if the city should ask for all the sewer area it needs and if they do not approve then try to work out something less. Bruce Workman stated that the city should ask for the ultimate it might want.. Moved by Acromite, seconded by Thies to schedule a Planning Commission Public Hearing on April. 23, 1991 at 7:30 P.M. to discuss adjustment to the comprehensive plan amendment for the Commercial/Industrial. areas and to discuss the ultimate sewer service boundary for the HWy. 55 corridor, with staff to prepare a resolution for that meeting which will also be a joint council/planning commission meeting. Motion declared carried ANALYSIS OF SEWER DEMAND DATA Gary Acromite asked Glenn Cool: to present the technical data at the Aril 23rd meeting. SUMP PUMP REPORT Donna Roehl reported that there are 7 homes in Hamel, 5 in Medina Morningside and 4 in. Independence Beach that are using sump pumps and paying $100 per year to the city. She stated that several years ago the public works deparment inspected every -home and that they continue to check when they read water meters, once a year. Gary Acromite stated that because there are not many sump pumps in use there might not be a need to discuss the issue any more. COMPREHENSIVE PLAN SURVEY DATA Gary Acromite asked if some of the data that had been received from the public surveys should be incorporated into the amended plan. Philip Zietlow stated that some of it should be used. Ron Rogers asked if John Bergley should be asked to come rack and explain the plan as there are many new people on the planning commission and city council. 4 `3 Philip Zietlow stated that he could put together the material now being studies. Gary Acromite stated that some information is needed for the plan should be amended at a later date. Anne Heideman stated that some cities amend their plans on an she could have some of the information in simplified form for needed for the matters plan but he asked if the as -need basis and that the April 23rd meeting. Randy Mayer stated that he did not get a second survey and he believed that all tax- payers should be able to comment. Gary Acromite stated that he would take the survey to the next businessmens meeting. Anne Theis, Medina taxpayer, stated that the city has spent a great deal of time and money on the plan and every effort should be made to not hire a planner to make re- visions. John Ferris stated that no company plan lasts longer than three years and the front of this plan should have long range goals, the only thing he could see as a goal is trying to get the population to 5000 to qualify for state road aid. Ron Rogers stated that many other matters were addressed in the plan. Donna Roehl stated that the original charge of the Metropolitan Council was for the city to amend its plan in the areas of sewer, roads and parks. Gary Acromite stated that he wanted a plan that could be used for whatever project is being done in the city. He suggested that a meeting date in May be scheduled for the purpose of discussing the flood plain ordinance and to discuss results of the April 23rd meeting. Moved by Acromite, seconded by Thies to schedule a joint planning commission/city council meeting on May 28, 1991 at 7:30 to review results of the April 23rd meeting.
