AN ORDINANCE APPROVING A NEW SCHEDULE OF
WATER RATES AND CHARGES
WHEREAS, the City of Greencastle owns and operates a municipal water system and
collects rates and charges for the use of and the services rendered by said water system pursuant
to IC 8- 1.5 -3 -8.
WHEREAS, the existing rates and charges do not produce sufficient revenue to pay all
the legal and other necessary expenses incident to the operation of such water system, including
maintenance costs, operating charges, upkeep, repairs, depreciation, taxes and payments in lieu
of taxes, interest charges on bonds and other obligations, to provide a sinking fund for the
liquidation of bonds and other evidences of indebtedness, to provide a debt service reserve for
bonds or other obligations, to provide adequate funds to be used as working capital, adequate
• funds for making improvements, and a reasonable return on the utility plant, and therefore do
not produce revenues sufficient to maintain such water system property in a sound physical and
financial condition to render adequate and efficient service. Accordingly, said existing rates and
charges are not reasonable and just for services within the meaning and provisions of IC 8- 1.5 -3-
8.
WHEREAS, it will be necessary to increase the existing rates and charges, subject to the
final approval of the Indiana Utility Regulatory Commission, in order to provide sufficient funds
to meet the financial requirements of said municipal water system, including payment in lieu of
taxes, and an ordinance establishing a new schedule of rates and charges should be adopted by .
the Common Council.

WHEREAS, said new rates and charges will provide sufficient revenues to meet the
financial requirements of the City's Municipal Water System including payments in lieu of taxes
as set forth in IC 8- 1.5 -3 -8. Therefore,
BE IT ORDAINED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY
OF GREENCASTLE, INDIANA:
SECTION I.
That Chapter 715 of the Greencastle City Code is amended to read as follows:
CHAPTER 715
WATERWORKS RATES AND CHARGES
715 -5. Application of Chapter
For the use and service rendered by the waterworks system of the City of Greencastle,
the rates and charges specified in this chapter will be applicable.

715 -35. Tap -In Charges and Reconnect Charges
(a) The following fees shall be paid to the Department of Waterworks to cover the
cost of installing new services:

(b) If the water main from which a service is being made is located in the street
pavement, additional charges for special backf ll and pavement repair shall be made. If the main
being tapped is located in a state highway, additional charges shall be made to cover state
highway cut permit fees, which are estimated to be forty dollars ($40).
(c) For larger or special services, individual quotations will be given by the
Department of Waterworks. In any event, charges will not be less than the charge for 2 -inch
connection.
(d) A customer requiring a reconnection shall be charged $20 per occurrence.
715 -40. Payment in Lieu of Property Taxes
The City hereby elects to pay the City from water rates and charges, payment in lieu of
property taxes as provided in IC 3- 1.5 -3 -8.
715.45. Reasonable Return
The City hereby elects to earn a reasonable return on its water utility plant in accordance
with IC 8- 1.5 -3 -8.
II. EFFECTIVE DATE
This ordinance shall be effective for all water service tendered after the date of approval

of these rates and charges by the Indiana Utility Regulatory Commission.
