C.1 Approval of Minutes
Motion by Vice Chair Stephens
Second by Commissioner Cooley
Approve Minutes dated September 13, 2023

C.2 Purchase and Sale Determination – APN 417-064-001
Determination pursuant to Government Code Section 65402 of conformity
with Beaumont General Plan prior to acquisition of property located at 105
W. Sixth Street.
Motion by Commissioner Cooley
Second by Vice Chair Stephens
Render its report that the property identified as APN 417-064-001,
conforms with the General Plan land use designation of Downtown
Mixed Use.
Approved by a unanimous vote
C.3 Purchase and Sale Determination – APN 418-091-012
Determination pursuant to Government Code Section 65402 of conformity
with Beaumont General Plan prior to acquisition of property located at 516
California Avenue.
Motion by Vice Chair Stephens
Second by Commissioner Cooley
Render its report that the property identified as APN 418-091-012,
conforms with the General Plan land use designation of Downtown
Mixed Use.
Approved by a unanimous vote
C.4 Public Hearing and Consideration of Proposed Amendments to the Land
Use Map Identified as Figure 3.5 in the 2040 General Plan
Amendments to the Land Use Map identified as Figure 3.5 in the 2040
General Plan.
Public Hearing opened at 6:24 p.m.
R. Roy - Pointed out some parcels for consideration of a specific
plan amendment to establish these parcels as open space
designation to correct the inconsistency
Public Hearing closed at 6:45 p.m.
Motion by Commissioner Cooley
Second by Vice Chair Stephens
To f orward a recommendation of approval to the Planning
Commission to Amend the Land Use Map identified as Figure 3.5 in
the 2040 General Plan with direction to staff to initiate a specific plan

amendment to correct the two parcels discussed to correct the
inconsistencies with the designations.
C.5 Public Hearing for Proposed Amendments to Beaumont Municipal Code
Chapter 17.07 Signs and Chapter 8.50 Outdoor Lighting
Modification to Beaumont Municipal Code Chapter 17.07 Signs for
compliance with recent case law pertaining to non-commercial signage
and other proposed changes. Modification to Chapter 8.50 Outdoor
Lighting for consistency with the Sign Code.
Motion by Commissioner Cooley
Second by Vice Chair Stephens
To f orward to the City Council a recommendation of approval of the
proposed amendments to Beaumont Municipal Code Chapter 17.07
Signs and Chapter 8.50 Outdoor Lighting.
Approved by a unanimous vote
D. PLANNING MANAGER COMMENTS
Gave a report out from a conference that Planning staff attended. Gave an
update of items approved by City Council. Gave a report out of potential projects
to come before the Commission.
E. ADJOURNMENT at 7:05 p.m.
