CALL TO ORDER at 6:12 p.m. Present: Commissioner Patrick Stephens, Commissioner Robert Tinker, Absent: Chairman Nathan Smith, Vice Chair Anthony Colindres, Commissioner Steven Cooley NO QUORUM Meeting adjourned due to no quorum, all items to be continued to October 11, 2023. B. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA): C. ACTION ITEMS / PUBLIC HEARINGS / REQUESTS Approval of all Ordinances and Resolutions to be read by title only. C.1 Approval of Minutes Approve Minutes dated September 13, 2023 C.2 Purchase and Sale Determination – APN 417-064-001 Determination pursuant to Government Code Section 65402 of conformity with Beaumont General Plan prior to acquisition of property located at 105 W. Sixth Street. 2 Render its report that the property identified as APN 417-064-001, conforms with the General Plan land use designation of Downtown Mixed Use. C.3 Purchase and Sale Determination – APN 418-091-012 Determination pursuant to Government Code Section 65402 of conformity with Beaumont General Plan prior to acquisition of property located at 516 California Avenue. Render its report that the property identified as APN 418-091-012, conforms with the General Plan land use designation of Downtown Mixed Use. C.4 Proposed Amendments to Beaumont Municipal Code Chapter 17.07 Signs and Chapter 8.50 Outdoor Lighting Modification to Beaumont Municipal Code Chapter 17.07 Signs for compliance with recent case law pertaining to non-commercial signage and other proposed changes. Modification to Chapter 8.50 Outdoor Lighting for consistency with the Sign Code. Hold a public hearing; and Forward to the City Council a recommendation of approval of the proposed amendments to Beaumont Municipal Code Chapter 17.07 Signs and Chapter 8.50 Outdoor Lighting. C.5 Public Hearing and Consideration of Proposed Amendments to the Land Use Map Identified as Figure 3.5 in the 2040 General Plan Amendments to the Land Use Map identified as Figure 3.5 in the 2040 General Plan. Hold a public hearing; and Forward a recommendation of approval to the Planning Commission to Amend the Land Use Map identified as Figure 3.5 in the 2040 General Plan. D. PLANNING MANAGER COMMENTS E.
