ADJUSTMENTS TO THE AGENDA:
ORAL/WRITTEN COMMUNICATIONS: Anyone wishing to address the City
Council on any matter not on the agenda of this meeting may do so
now. The Oral Communications portion of the agenda is to hear
public comment. If any question or concern arises related to any
issue not on the agenda, it will be referred to staff for
appropriate response. Anyone wishing to speak on an item on the
agenda may do so at the time the Council considers that item.
All persons wishing to speak should fill out a "Request to Speak
Form" and give it to the Deputy City Clerk at the beginning of
the meeting. The forms are available on the railing at the front
of the Council Chambers, and on the table at the back.
1. CONSENT CALENDAR:
Motion to approve Consent Calendar items by one motion.
a. minutes of the regular City Council meeting held June
26th, July loth and the special meeting held July 5, 1995.

b. Approval of warrant list and payroll for July 10th and
July 24, 1995. (Cm)
C. Summary of Planning Commission meeting of July 11, 1995.

ACTION ITEMS:
2. Adoption of Resolution No. 1995-33, establishing the
appropriations limit for Fiscal Year 95-96 at $4,430,912 and
the appropriate adjustment factors. (FIN)
Recommendation: Adopt Resolution No. 1995-33.
3. Adopt Resolution No. 1995-41 on Definition of Public Safety.
(PW)
Recommendation: Adopt Resolution No. 1995-41.
4. Consideration and approval for a $15. non -sufficient fee for
returned checks.
Recommendation: Accept $15. for non -sufficient fee for
returned checks.

5. Consideration and review of Candidate Informational Packet.

Recommendation: Accept Candidate Informational Packet.
6. Consideration of Resolution No. 1995-40 to support the
application of Cooperative Services, Inc., for the development
of a federally assisted 50-Unit senior housing project.(ECDEV)
Recommendation: Adopt Resolution No. 1995-40.
7. Consideration of a request from the Beaumont Library District
to waive City building permit fees for an addition to the
Beaumont library. (PLNG)
Recommendation: Approval of request to waive City building
permit fees for an addition to the library.
B. Consideration and action to place delinquent refuse, sewer
bills and CFD 93-1 and Assessment District 83-1 on the tax
rolls. (FIN)
Recommendation: Adopt Resolution.
9. Consideration and action to adopt annual sewer fund and
transit fund budgets.
Recommendation: Adopt budgets for the Sewer Enterprise and
the Transit Enterprise Funds and direct staff to distribute
budgets to the appropriate agencies and departments.
10. Substandard structures follow-up status for 98❑ East Sixth
Street and 860 Wellwood Avenue. (PLNG)
Recommendation: Accept reports.
11. Proposed zoning ordinance amendment to establish a Bed and
Breakfast Overlay Zoning District. (PLNG)
Recommendation: Approval of amendment for a Bed and Breakfast
Overlay Zoning District.
12. Consideration and action to contract for Building Janitorial
and Grounds maintenance for the City of Beaumont. (PW)
Recommendation: For discussion and review of said action.
13. Contract for animal control. (PD)•
Recommendation: Approve contract for animal control.
PUBLIC HEARINGS:
1. Consideration and review of sewer standby charges on vacant
property.
Recommendation: Adopt sewer standby charge for vacant
properties.

California, certify that on or before 5:00 p.m., Thursday, July
20, 1995, more than 72 hours in advance of the meeting, I posted a
full and complete copy of the agenda for a regular Beaumont City
Council Meeting to be held Monday, July 24, 1995, on the bulletin
Board immediately adjacent to the City Council Chambers.
I further declare that, on or before July 20, 1995, the agenda
