3. ORAL COMMUNICATIONSs Anyone wishing to address the Council may
do so now, or at the time the Council is considering a
particular agenda item. All speakers should fill out a Request
to Speak Form and give it to the Deputy City Clerk at the
beginning of the meeting. The forms are available on the
railing at the front of the Council Chambers, and on the table
at the back.

4. TRACT MAP 24933, REVISION NO. 1 AND NEGATIVE DECLARATION
93-ND-27. Consider revision of a previously approved 68 lot
subdivision on 17.88 acres. (89-TM-8). Applicant: Omega
Homes. Location: South of Cougar Way and East of Beaumont
Avenue.
Staff Recommendation: Adopt Negative Declaration 93-ND-27 and
approve revision of Tentative Tract Map 24933 by approval of
Tentative Tract No. 89-TM-8 subject to staff's recommendation
conditions of approval as amended by the Planning Commission.

the findings that Environmental impacts were considered and
adequately mitigated by the proposed conditions of approval

Approval of Tentative Tract Map 89-TM-8 subject to the
conditions of approval as amended by the Planning

5. DEVELOPMENT AGREEMENT 93-DA-9 and NEGATIVE DECLARATION
93-ND-18. Applicant: Omega Homes. Location: CFD 93-1
Improvement Area No. 11. Project Description: Request for
approval of a Development Agreement for Tentative Tract No.
24933, located south of Cougar Way and east of Beaumont Avenue
on both sides of Marshall Creek.
The adoption of the Negative Declaration pursuant to the
California Environmental Quality Act (CEQA) is also proposed
including findings consistent with Section 15153 of the CEQA
Guidelines .
Staff Recommendation: Adopt Negative Declaration 93-ND-18;
Approving Development Agreement DA-9; and Approve Ordinance No.
743 at its first reading. (See agenda Item No. 4)

6. Consider issuance of Requests for Proposal (RFP's) for
Transportation Engineering and State Route 60 Engineering.
Staff Recommendations Authorize the City Manager to issue
requests for proposals for Transportation Engineering and SR 60
Engineering, evaluate the responses, and forward results of the
selection process to the City Council for ratification.

7. Consider Approval of Plans and Specifications for the
Wastewater Treatment Plant Stage I Expansion and Authorize
advertisement for Bids Phase II Construction.
Staff Recommendation: Approve Plans and Specifications and
Authorize the City Clerk to advertise for bids.

with David Taussig and Associates, Inc. for CFD 93-1 Formation
Services.
Staff Recommendation: Approval of the Consultant Agreement and
Notice of Authorization with David Taussig and Associates, Inc.
for CFD-93-1 Special Tax Consulting Services, and Authorization
of the Mayor to execute the Agreement.

11. ORDINANCE NO. 744 - SECOND READING - Providing for the
regulation of Food Establishments and Food Facilities.

a. Verbal report and Request from Mayor Leja for Council
discussion and direction regarding request from Mayor of
Moreno Valley to support legislation to alter the
composition of membership on the Riverside Transportation
Commission (RCTC).
b. Investment Report by City Treasurer Don Keesling.
13. CONSENT CALENDAR - All Items Listed Under the Consent Calendar
are considered to be routine by the City Council and will be
approved on one motion. There will be no separate discussion
of these items unless a Council Member or Citizen so requests,
in which case the item will be removed from the Consent
Calendar and Considered separately.
a. Approval of Warrants and Payroll.
b. Receive and file Report of Finance Committee dated January
24, 1994.
14. Recess to Closed Session to confer with legal counsel regarding
pending litigation pursuant to Gevernment Code Section 54956.9,
including City of Calimesa vs. City of Beaumont and Agard vs.
City Of Beaumont.
