All speakers should fill out a Request to Speak Form and give it to the Deputy City Clerk at the beginning of the meeting. The forms are available on the railing at the front of the Council Chambers, and on the table at the back. PUBLIC HEARINGS: 4. Request for public input for utilization of 20th year Community Development Block Grant (CDBG) funds. Staff recommendation: Hold public hearing, adopt Notice of Exemption and direct staff to complete a formal application. Receive staff report. Public hearing opened at P. M. City Council meeting agenda 3/14/94 Request by Ann Connors for further discussion of questions and answers presented at Council meeting on February 28, 1994, related to Police Department issues, policies and procedures. Memorandum of Understanding with the Beaumont Police Officers Association of the California Organization of Police and Sheriffs. Staff recommendation: Ratify the MOU as presented. Receive staff report. MOTION BY SECOND BY AYES NOES ABS Consider a request for proposals for establishment of a chipping operation on 5± acres adjacent to the City wastewater treatment plant (WWTP). Staff recommendation: Approve the request for proposals and direct staff to advertise for and accept proposals. Receive staff report. MOTION BY SECOND BY AYES NOES ABS 8. Consider second lease agreement extension with Beaumont Garden Center for acreage South of Cooper's Creek, West of West Drive and North of Bolo Court, retroactive to November 1, 1993, terminating on October 31, 1994, subject to annual payment of $250 on or before March 31, 1994. CONSENT CALENDAR: a. Chamber of Commerce request for one -day business license for operation of a circus at the Stater Brothers Shopping Center at Sixth and Highland Springs Avenue on March 18, 1994. b. Approval of payment of warrants and payroll. MOTION BY SECOND BY AYES NOES ABS 11. Recess to closed session to confer with legal counsel regarding pending litigation pursuant to Government Code Section 54956.9 and regarding personnel matters pursuant to Government Code Section 54957. Recess to closed session at P.M. Reconvene to regular session at P.M. If action is taken concerning public employee personnel matters, that action will be announced in regular session after the closed session.
