Anyone wishing to address the City Council on any matter not on the agenda of this meeting may do so now. Anyone wishing to speak on an item on the agenda may do so at the time the Council considers that item. All persons wishing to speak should fill out a "Request to Speak Form" and give it to the Deputy City Clerk at the beginning of the meeting. The forms are available on the railing at the front of the Council Chambers, and on the table at the back. CONSENT CALENDAR: 1. Motion to approve Consent Calendar items by one motion. a. Approval of minutes for City Council meetings held July 6, July 25, and August 8, 1994. (CLK) b. Approval of warrant list and payroll. (FIN) C. Acceptance of Planning Commission report of meeting held August 16, 1994. (PLNG) d. Adoption of a resolution setting forth appropriations limit for fiscal year 1993-94 consistent with Article XIII B of the California Constitution and giving notice of availability of information supporting said determination. (FIN) PUBLIC HEARING: 2. A public hearing regarding improvement of Fourth Street extension to be funded by CFD 93-1. a. Adoption of Negative Declaration; b. Approval of plans and specifications and authorization for the City Clerk to advertise for bids. Staff recommendation: Hold hearing, adopt negative declaration, approve plans and specifications and authorize City Clerk to advertise for bids, as presented. Staff report. Open hearing. Take public comment. Close hearing. Council discussion and action. STAFF RECOMMENDATIONS: 3. Approval of contracts with McFarlin & Anderson, David Taussig & Associates, Inc and Urban Logic Consultants, Inc to prepare and process CFD 93-1 annexation and resolutions of consideration to establish facility maintenance special tax. Staff recommendation: Approve contract as presented. Staff report. Council discussion. Motion. 2 Agenda - City Council meeting 8-22-94 COUNCIL/STAFF REPORTS/APPOINTMENTS: 4. Designation of a voting delegate and an alternate for the League of California City annual conference to be held October 23 through 25, 1994 in Long Beach, California. 5. Verbal report on staff response to recent storm. CLOSED SESSION: 6. A. Conference with labor negotiator: Agency negotiator: City Manager, Dayle Keller. Employee organizations: 1) General Employees Unit of the Public Employees Association of Riverside County, Inc. 2) Beaumont Confederation of Police of the California Organization of Police and Sheriffs. 3) Police Sergeants as Individuals. B. Consideration of public employee personnel matters pursuant to Government Code Section 54957.
