Anyone wishing to address the City Council on any matter not on the
agenda of this meeting may do so now. The Oral Communications
portion of the agenda is to hear public comment. If any question or
concern arises related to any issue not on the agenda, it will be
referred to staff for appropriate response. Anyone wishing to
speak on an item on the agenda may do so at the time the Council
considers that item. All persons wishing to speak should fill out
a "Request to Speak Form" and give it to the Deputy City Clerk at
the beginning of the meeting. The forms are available on the
railing at the front of the Council Chambers, and on the table at
the back.
CONSENT CALENDAR:
1. Motion to approve Consent Calendar items by one motion.
a. Approval of minutes for City Council meeting held
September 26, 1994. (CLK)
b. Approval of warrant list and payroll. (FIN)
C. Acceptance of report of Planning Commission meeting held
October 4, 1994. (PLNG)

PUBLIC HEARINGS:
2. A public hearing continued from September 26, 1994, to
consider approval of GPA-94-1 and GPA-94-2, consisting of the
following amendments to the General Plan: (PING)
a. Approval of Negative Declaration No. ND-94-7.
b. Adoption of a revised Housing Element in response to
directives from the State Department of Housing and
Community Development.
C. Adoption of a revised, clarified Land Use Element Map
derived from the City's Geographic Information System
(GIS).
Staff report.
Open public hearing and take public comment.
Close public hearing.
Council discussion and action:
Adoption of a resolution approving:
a. Negative Declaration No. ND-94-7.
b. A revised Housing Element.
C. A revised clarified Land Use Element Map.
3. A public hearing to consider the establishment of a master
planned community with 1224 dwelling units, an elementary
school site, parks and supporting commercial and industrial
uses on a 417.2 acre site on the north side of Highway 60,
bounded on the north by San Timoteo Canyon Road, on the east
by the future Potrero Blvd; for applicant Heartland, the
Council actions to be considered are the following: (PLNG)
a. Certification of EIR-93-1: An environmental impact
report.
b. Approval of SP-93-1: A specific plan of land uses.
c. Approval of RZ-93-5: A zone change from Planned Unit
Development (PUD) to Specific Plan Area (SPA).

4. Request for approval of a secondhand dealer business license
for the Trading Station, an existing establishment, at 430
East Sixth Street. (PLNG)

conduct a weekly Market Day, generally on Fifth Street in the
southwest portion of Beaumont. (PING)

California, certify that on or before Friday, October 7, 1994
before 5:00 p.m., more than 72 hours in advance of the meeting, I
posted a full and complete copy of the agenda for a regular
Beaumont City Council Meeting to be held Monday, October 10, 1994
on the bulletin board immediately adjacent to the City Council
Chambers.
I further declare that, on or before the same day, the agenda was
