Roll Call: Present: Mayor Leja., Mayor Pro Tempore Parrott and Council Members Berg Brey and Russo Invocation given by Council Member Berg. Pledge of Allegiance to the flag led by Council Member Bgra. 1. Clerk's Affidavit of Posting. Motion to dispense with reading of the Affidavit. Action:_ Approved. 2. Adjustments to Agenda. Action_: Portion of closed session related to personnel issues moved to follow Item No. 3. 3. ORAL CO—MM MICATIONS : Action.• a. Beaumont Police Officers Association representative Officer Eric Martin read aloud a statement regarding the resolution of departmental issues. b. Beaumont Police Sergeant John Acosta, representing the general employees of the Police Department, read aloud a statement indicating their position regarding the resolution of departmental issues. C. Bill Jenkins, Club House, 1302 East Sixth Street, stated that the Chamber of Commerce doesn't know what the Police .Department problems are, but that the matter be taken care of by administration and the department rather than others. 1 3. ORAL COMMUNICATIONS:_ (cunt) d. Irish Mitchell expressed his disappointment with the manner in which the Police Department issues are being handled and said they should be handled by the City Manager and the Police Department. e. Tony Bauer, 640 Donna Dr., said American flags flown on his property have been stolen repeatedly. The City Manager will contact Mr. Bauer and look into the matter. 11. CLOSED SESSION: Action: A closed session was held to consider personnel matters after which POA representative read a press release which indicated the issues among the Police Department, the City Council and City Administration had been resolved. PUBLIC HEARINGS: 4. COMMUNITY DEVELOPMENT: Request for public input for utilization of 20th year Community Development Block Grant (CDBG) funds. Action: Held hearing, adopted notice of exemption, approved staff recommendation. Staff to complete and submit application for 20th year CDBG funds. 5. PERSONNEL: Request by Ann Connors for further discussion of questions and answers presented at Council meeting on February 28, 1954, related to Police Department issues, policies and procedures. Action: Comments presented by the public. City Manager to answer questions of the public. 6. PERSONNEL: Memorandum of Understanding with the Beaumont Police Officers Association of the California Organigation of Police and Sheriffs. Action: Ratified MOU as presented. 2 Annotated Agenda - City Council meeting 3/14/94 7. RECYCLING: Consider a request for proposals for establishment of a chipping operation on 5± acres adjacent to the City wastewater_ treatment plant __(WWTP 1_. Action: Approved preparation of request for proposals. City Clerk to publish RFP and accept proposals. 8. REAL PROPERTY MGMT: Consider second lease agreement extension with Beaumont Garden Center for acreage South of Cooper's Creek, West of West Drive and North of Bolo Court, retroactive to November 1, 1993, terminating on October 31, 1994, subject to annual payment of 250 on or before March 31, 1994. Action: Approved lease extension as recommended. 9. REPORTS AND APPOINTMENTS. None. 10. CONSENT.CALENDAR: a. Chamber of Commerce request for one -day business license for operation of a circus at the Stater Brothers Shopping Center at Sixth and Highland Springs Avenue on March 18, 1994. Actionn:_ Approved. b. Approval of payment of warrants and payroll. Action: Approved. 11. CLOSED SESSION: Recess to closed session to confer with legal counsel regarding pending litigation pursuant to Government Code Section 54956.9 and regarding personnel matters pursuant to Government Code Section 54957. Action: Held closed session. Denied Edison claim Approved letter of agreement w/Joyce Snider 3 AFFIDAVIT OF POSTING CITY OF BEAUMONT, CALIFORNIA I, Joyce Snider Deputy City Clerk of the City of Beaumont, California, certify that on Friday. March 11, 1994 at 10:45 a.m. 72 hours in advance of the meeting, I posted a full and complete copy of the agenda for the Beaumont City Council Meeting to be held Monday, March 14 1994 on the bulletin board immediately adjacent to the City Council Chambers. I further certify that a copy of this agenda was also posted in the following secondary locations: Room 9, City Hall Beaumont -Cherry Valley Water District Beaumont District Library Copies of the agenda were made available to the public in Room Nos. 4 and 9 at the Beaumont Civic Center.
