TIME: 6:05 P.M. INVOCATION: Council Member Berg PLEDGE OF ALLEGIANCE: Council Member Berg ADJUSTMENTS TO THE AGENDA: None. ORAL COMMUNICATIONS: Mayor Lei a announced that City Manager Dayle Keller was out of town because her first grandchild, a boy, was born last Friday. Brent haratke expressed concerns regarding a varietv of Cit issues, including the budget process, expenditure of funds, staff assignments and timely access to agenda packets and warrant lists. Members of the Council asked Mr. Hardtke questions, expressed their views regarding Mr. Hardtkels statements and Council Member Russo offered to meet with Mr. Hardtke to answer questions to which he had the answers. CONSENT CALENDAR: Approved as presented. 1. Motion to approve Consent Calendar items by one motion. a. Approval of minutes for City Council meeting held May 23, 1994. (CLK) b. Approval of warrant list and payroll. (FIN) C. Renewal of annual operational agreement for anti -drug abuse task force for cooperation in provision of services and authorization for the Chief of Police to execute the agreement. (PD) Approved Contract No. 94-25. d. Renewal of annual operational agreement with Alternatives to Domestic Violence organization for cooperation in provision of services and authorization for the Chief of Police to execute the agreement. Renewal of annual operational agreement with the Riverside Area Rape Crisis Center for cooperation in provision of services and authorization for the Chief of Police to execute the agreement. (PD) Approved Contract No. 94-27. f. Acceptance of the City Fiscal Year 1992-93 financial audit. (FIN) Brent Hardtke asked the Council to explain various expenditures listed on the warrant list and provided a written list of questions. The City Manager and the Finance Director were asked to respond to Mr. Hardtke's uestions. PUBLIC HEARINGS: 2. A public hearing to consider introduction of an ordinance providing for the regulation of food establishments and food facilities. (CM) Held public hearing and introduced Ordinance No. 747. STAFF RECOMMENDATIONS: 3. Approval of a contract for Community Facilities District administration. (FIN) Approved Contract No. 94-28 with David Taussig_& Assoc. 4. Acceptance of relinquishment from Caltrans (State Department of Transportation) of portions of certain streets and waiver of 90-day notice required. (PWKS) Accepted relinquishment of portions of streets as outlined in staff report and waived 90-day notice requirement. 5. Proposed agreement with the Riverside County Department of Environmental Health for on -call Health Department services. (PLNG) Approved Contract No. 94-29 as recommended. KO Annotated Agenda - City Council meeting 6-13-94 STAFF RECOMMENDATIONS: (cont) 6. Proposed Fourth of July activities. (CM) Approved Fourth of July activities in concept and related expenditures in an amount not to exceed $10,000. Staff is__to seek reimbursement from various organizations. 7. Senate Bill 2557 settlement agreement. (CM) Staff recommendation: Approve agreement with Riverside County and certain cities in Riverside County to receive reimbursement for booking fees paid by the City of Beaumont to Riverside County. Approved settlement agreement No. 94-30 as recommended 8. Agreement for FY1994-95 with the Banning Sportsman's Club for use of their fire range facility for police officer firearms training. (PD) Approved Contract No. 94-31 as recommended. COUNCIL/STAFF COMMENTS/REPORTS/APPOINTMENTS; 9. Status report by the Planning and Economic Development Directors regarding a cooperative planning meeting held by the Advisory Committee formed to plan for the use of CFD 93-1 to assist in school funding. (ECDEV/PLNG) Report presented. No action taken. 3 Annotated Agenda - City Council meeting 6-13-94 CLOSED SESSION: 10. Recess to closed session to confer with legal counsel regarding the following: A. Existing litigation: Case Name Unspecified: Disclosure would jeopardize existing settlement negotiations. B. Consideration of public employee personnel matters pursuant to Government Code Section 54957. C. Conference with labor negotiator: Agency negotiator: City Manager, Dayle Keller. Employee organizations: 1) General Employees Unit of the Public Employees Association of Riverside County, Inc. 2) Beaumont Confederation of Police of the California Organization of Police and Sheriffs. 3) Police Sergeants Individuals.
