INVOCATION: Council Member Russo. PLEDGE OF ALLEGIANCE: Council Member Russo. ADJUSTMENTS TO THE AGENDA: None. ORAL COMMUNICATIONS: Fire Battalion Chief Wurzell introduced his replacement, Fire Battalion Chief Marvin Eaves and said Chief Eaves will have the same telephone and pager numbers. 1. CONSENT CALENDAR: Approved as presented. Motion to approve Consent Calendar items by one motion. a. Approval of minutes for City Council meetings held June, 22 and 23, 1994. (CLK) Approved. b. Approval of warrant list and payroll. (FIN) Approved. C. Renewal of agreement with Riverside County Office on Aging for Senior Community Service Employment Program (SCSEP) services for fiscal year 1994-95. (SRCTR) Approved Contract No. 94-37._ d. Approval of a contract with the State Department of Justice, Bureau of Forensic Services, for testing for presence of controlled substances in persons arrested. Donation of a vehicle by the California Bureau of Narcotics Enforcement to the City of Beaumont Police Department for use by ARCNET officer. (PD) Approved Contract No. 94-39. f. Placement of items on tax roll for Assessment District 83-1. (FIN) Adopted Resolution No. 94-10. g. Placement of items of tax roll for Community Facilities District 93-1. (FIN) Adopted Resolution No. 94-11. h. Approval of contract with Transcription Prescription, Inc for Police Department Transcription Services. (PD) Approved Contract No. 94-40._ i. Acceptance of report of Planning Commission meeting held July 19, 1994. Accepted. STAFF RECOMMENDATIONS: 2. A contract with A-Z Bus Sales, Inc for purchase of two para- transit buses for use in City Dial -A -Ride bus system. (PWKS) Approved Contract No. 94-41. 3. A cooperative agreement with Riverside County Department of Transportation for City participation in the design and construction of a traffic signal at Brookside and Beaumont Avenues. (PWKS) Approved Contract No. 94-42. 2 Annotated Agenda - City Council meeting 7-25-94 COUNCIL/STAFF REPORTS & APPOINTMENTS: 4. Request by Mayor Lej a for appointment of two persons to ad hoc Personnel Committee. Mayor Leja appointed Council Members Brey and Russo. 5. Verbal update by the City Manager regarding the use of transcription services in departments other than the Police Department. (CITY MGR) Report presented re possible level of use of transcription services for a tentative projected cost of $1, 500 . for installation of hard/software and $7 , 500 . for actual services. Ad Hoc Personnel Committee will review this matter and report back to the Council. 6. ARCNET six-month Activity report by Supervising Agent Rudy Delgado. (PD) Mr. Delgado reported on results of activities of ARCNET during its first six months of operation. 7. Report of the Senior Center Director on community demonstration on volunteer disaster services. (SRCTR) Director Blankenship reported on the disaster relief service training and demonstration exercise conducted at the Fellowship in the Pass Church on July Sth and 9th and the offer of the Southern Baptist Convention Disaster Relief Service to stock a 40 to 60 foot trailer -kitchen and store it in Beaumont if a trailer could be provided. The Council members expressed an interest in this endeavor. 3 8. Annotated Agenda - City Council meeting 7-25-94 CLOSED SESSION: Recessed at 7:46 p.m. A. Conference with labor negotiator: Agency negotiator: City Manager, Dayle Keller. Employee organizations: 1) General Employees Unit of the Public Employees Association of Riverside County, Inc. 2) Beaumont Police of Organization Sheriffs. 3) Police Individuals. B. Anticipated litigation: Confederation of the California of Police and Sergeants as i. Initiation of litigation pursuant to Subdivision (c) of Section 54956.9. One potential case. C. Existing litigation: i. Case Name Unspecified: Disclosure would jeopardize existing settlement negotiations.
