TIME: 6:00 P.M. INVOCATION: Mayor Leja PLEDGE OF ALLEGIANCE: Mayor Leja ADJUSTMENTS TO THE AGENDA: None. ORAL COMMUNICATIONS: Wanda Hoover presented invoice for damage to her vroverty from flooding. Staff indicated problem will be corrected as a part of the alley improvement program which has been approved and will be initiated on 9/5/94. This issue is to be vlaced on next agenda. Barbara Voiat of Cherry Vallev informed the Council that she has been appointed as the representative of the Pass Water Agency to attend Beaumont City Council meetings. Ms. Voigt asked if CFD bonds had been issued and staff responded that bonds were issued in February 1993. Brent Hardtke of Concerned Citizens of Beaumont protested treatment of his organization and of Beaumont residents reflected by statements made by City Clerk Keller in staff report submitted to City Council on 8/8/94 with Certificate of Sufficiency and by members of the Council at that meeting. Mayor Leja indicated her strong disagreement with Mr. Hardtkels statements. Annotated Agenda - Council meeting held 8-22-94 CONSENT CALENDAR: Approved as presented. 1. Motion to approve Consent Calendar items by one motion. a. Approval of minutes for City Council meetings held July 6, July 25, and August 8, 1994. (CLK) b. Approval of warrant list and payroll. (FIN) C. Acceptance of Planning Commission report of meeting held August 16, 1994. (PLNG) d. Adoption of Resolution No. 94-15 setting forth appropriations limit for fiscal year 1993-94 consistent with Article XIII B of the California Constitution and giving notice of availability of information supporting said determination. (FIN) e. Adoption of Resolution No. 94-16 setting forth appropriations limit for 1994-95 consistent with Article XIII B of the California Constitution and giving notice of availability of information supporting said determination. (FIN) PUBLIC HEARING: 2. A public hearing regarding improvement of Fourth Street extension to be funded by CFD 93-1. a. Adoption of Negative Declaration; b. Approval of plans and specifications and authorization for the City Clerk to advertise for bids. Held hearing, adopted negative declaration, approved plans and specifications and authorized City Clerk to advertise for bids. STAFF RECOMMENDATIONS: 3. Approval of contracts with McFarlin & Anderson, David Taussig & Associates, Inc and Urban Logic Consultants, Inc to prepare and process CFD 93-1 annexation and resolutions of consideration to establish facility maintenance special tax. Designation of a voting delegate and an alternate for the League of California City annual conference to be held October 23 through 25, 1994 in Long Beach, California. Mayor Pro Tem Parrott appointed delegate. Council Member Berg appointed alternate. 5. Verbal report on staff response to recent storm. Report presented. CLOSED SESSION: 6. A.
