HomeMy Public PortalAbout20180713 Memorial Park Plan Review AD HOC Committee MinutesMEMORIAL PARK PLAN REVIEW AD HOC COMMITTEE MEETING NOTES CITY OF TYBEE ISLAND Fire Department 512 Jones Ave July 13, 2018 2:00 pm Attendees: Jackson Butler, Shawn Gillen, George Shaw, Haley Hill, Angela Hudson, Sara Jones, Chantel Morton George Sweatt, Stella Matthews, Todd Smith, Laura Schmarkey Chairman Jackson Butler called the meeting to order. The minutes to the June 12 meeting were approved. Chairman Butler entered a correction of a typo on the May 10, 2018 meeting. The committee discussed the geothermal system. Chairman Butler stated that we need an analysis of the system, costs. We need a realistic assessment. We need an open conversation to see if it works. Jackson stated that he does understand that it is a sensitive subject. Mr. Parks stated that it was supposed to feed a fund for solar panels, etc. Todd stated that the geothermal connects under the library. The committee discussed the “map” of the geothermal system. Shawn said that to get a true picture, we would have to know how much would have been spent if a different system. George Shaw will pull permits, Todd and Angela will work on the numbers. Shawn introduced George Sweatt, graphic design. Jackson introduced Stella Matthews, landscape design. . They will show what our vision is and what it would look like. The committee discussed the park. It is patchwork. The goal is to bring it together and improve its functionality. There was discussion of curb cuts, possibly pavers, i.e. some sort of pervious pavers. Shawn stated that City Hall needs a better presentation. We are also working toward getting it on the Historic registry. Jackson stated that there is a topographic survey and that it would be sent to Stella Matthews and George Sweatt. The discussion continued about ways to draw attention to the park. As it is now, people drive right past it and not know that it is a park. The park has been put together in pieces. It is now time to bring it all together. The buildings do not match. There are sidewalks to nowhere. The park will be included in the Historic District. Jackson Butler stated that some council members would like to see the school building made two story. Some would like to tear it down. Shawn stated that ESPLOST cannot be used. The school can use it, but not us. It is not our money. The committee should make a recommendation overall. George Shaw stated that it would really be up to the school as to the needs and requirements. A new school is a core goal for council to keep Tybee as a community. Jackson touched on possibilities for the YMCA, community garden and fire station. Possibilities for the fire station, as well as parking needs for the fire station, were discussed. Splash pads were discussed. Chantel Morton was charged with researching grant funding for them. Discussion of debris removal in the event of storms. Angela Hudson advised that FEMA will not pay for debris removal off island. Possibilities for debris sites on Tybee were discussed. Shawn advised that the gym roof will go back out on an RFP. Chairman Jackson Butler advised that roofs all buildings will eventually go to the classic tin roof look so that down the road there will be consistency. There was discussion of City Hall redesign, possibility of an annex. Angela Hudson and Shawn discussed SPLOST funding.
