A public hearing continued from September 26, 1994, to consider approval of GPA-94-1 and GPA-94-2, consisting of the following amendments to the General Plan: (PING) a. Approval of Negative Declaration No. ND-94-7. b. Adoption of a revised Housing Element in response to directives from the State Department of Housing and Community Development. C. A public hearing continued from September 26, 1994, to consider approval of GPA-94-1 and GPA-94-2, consisting of the following amendments to the General Plan: (PLNG) (cont) Re -opened and held continued hearing and Adopted Resolution No. 94-22 approving: a. Negative Declaration No. ND-94-7. b. A revised Housing Element. C. A revised clarified Land Use Element Ma approved with approximately 200 acres known as Western Knolls previously designated High Density, now designated High Density, Highway Commercial and Low Density now with Specific Plan overlay. 3. A public hearing to consider the establishment of a master planned community with 1224 dwelling units, an elementary school site, parks and supporting commercial and industrial uses on a 417.2 acre site on the north side of Highway 60, bounded on the north by San Timoteo Canyon Road, on the east by the future Potrero Blvd; for applicant Heartland, the Council actions to be considered are the following: (PLNG) a. Certification of EIR-93-1: An environmental impact report. b. Approval of SP-93-1: A specific plan of land uses. C. Approval of RZ-93-5: A zone change from Planned Unit Development (PUD) to Specific Plan Area (SPA). Held hearing and: a. Adopted Resolution No. 94-23 certifying EIR-93-1 and approving SP-93-1 with condition that concurrently with the recordation of any subdivision in Planning Area No. 5, the applicant shall dedicate a minimum of one acre for use as a recreational vehicle/boat storage area as approved by the City Council. b. Request for approval of a secondhand dealer business license for the Trading Station, an existing establishment, at 430 East Sixth Street. (PLNG) roved business license as requested. 5. Request of the Community Advisor and the Chamber of Commerce for placement of banners in street rights -of -way promoting a "Shop at Home" concept. (PLNG) Approved placement of banners as requested. 6. Request of the Chamber of Commerce for approval of permit to conduct a weekly Market Day, generally on Fifth Street in the southwest portion of Beaumont. (PLNG) Approved permit as requested. City will purchase brackets and Cherry Festival banners. Cherrry Festival will reimburse City for cost of banners. 7.
