1. Motion to approve Consent Calendar items by one motion.
a. Approval of minutes for City Council meeting held October
10, 1994. (CLK)
b. Approval of warrant list and payroll. (FIN)
C. Approval of five one-year extensions retroactive to May
23, 19901 of Tentative Tract Map No. 23161,(87-TM-8)
proposed 201 lot single family subdivision, located on
the North side of 14th Street at Palm Avenue, between
Cherry Avenue and Marshall Creek, for F. N. Development.

d. Resolution No. 94-24 entitled "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BEAUMONT, CALIFORNIA, APPROVING
THE TRANSFER OF CONTROL OF THE TIMES MIRROR CABLE
TELEVISION OF SAN DIEGO COUNTY, INC. ("FRANCHISEE") FROM
THE TIMES MIRROR COMPANY TO COX CABLE COMMUNICATIONS,

2. Approval of contracts and task orders for implementation of
Fiscal Year 1994-95 Community Development Block Grant
projects. (ECDEV/PWKS)
a. Approved Contract No. 94-51 and related task orders with
AVP Consulting for architectural design services,
construction documents and associated construction
support services for renovation of Civic/Community Center
interior office space.
b. Approved Contract No. 94-52 with Alhambra Group for
provision of master plan, construction documents and
professional services as outlined below for:
1) Landscape development of Rangel Parks
2) Landscape and construction of Orange Avenue sidewalks.
3. Re -introduction of an ordinance approving RZ-93-5: A zone
change from Planned Unit Development (PUD) to Specific Plan
Area (SPA); Heartland. (PLNG)
Re -introduced ordinance No. 748 as presented.
4. Approval of contract for extension of Southern California Gas
Company (SCG) gas main related to the Fourth Street Extension
project. (ECDEV/PWKS)
Approved Contract No. 94-53 as presented.
5. Approval of sale of approximately 1,575 square feet of
property on the south side of Fourth Street to Community
Facilities District 93-1 for Beaumont -Cherry Valley Water
District Facilities related to the Fourth Street Extension
project. (ECDEV/PWKS)
Approved sale of property as presented by Deed No. 94-03.

advertisement for bids for the Northern Outfall Trunk Sewer

7. Ratification of Memorandum of Understanding with the General

Ratified Memorandum of Understanding by Contract No. 94-
54 as presented.
8. Ratification of Memorandum of Understanding with the
Management and Administrative Employees as Individuals and
adoption of a resolution setting compensation for the Chief of
Police. (CM)
Ratified Memorandum of Understanding by Contract No. 94-
55 and adopted Resolution No. 94-25 as presented.
9. CITY COUNCIL/STAFF REPORTS/APPOINTMENTS:
Chief of Police Smith and Police Sgt Acosta, behalf of the the
Beaumont Police Department, were recognized by Mayor Leja for
award previously presented to the Beaumont Police Department
by "Alternatives to Domestic Violencel, in recognition of the
Departments enforcement of domestic violence laws and the
ongoing cooperation between the Police Department and
Alternatives to Domestic Violence.
a. Report by City Manager on LAFCO Task Force meeting on
governmental consolidation.

convened in a closed session.
