ADJUSTMENTS TO THE AGENDA:
ORAL/WRITTEN COMMUNICATIONS: Anyone wishing to address the City Council on
any matter not on the agenda of this meeting may do so now. The Oral Communications
portion of the agenda is to hear public comment If any question or concern arises related to
anv issue not on the agenda it will be referred to staff for appropriate response. Anyone
wishing to speak on an item on the agenda may do so at the time the Council considers that
item. All persons wishing to speak should fill out a "Request to Speak Form" and give it to the
Deputy City Clerk at the beginning of the meeting. The forms are available on the railing at
the front of the Council Chambers, and on the table at the back.
1. CONSENT CALENDAR
a. Approval of minutes of February 26, 1996, City Council Meeting. (CM)
b. Approval of warrant list for March 11, 1996. (FIN)
C. Architectural Week from March 11 through March 16, 1996. (CM)
Recommendation- Approval of Consent Calendar.
2. ACTION ITEMS/REPORTS:
a. Consideration to hire a Collection Service to assist the City in collecting past due
Utility Fees and Transient Occupancy Tax. (CM)
Recommendation: Approve the hiring of a Collection Service.
b. Consideration to approve continued financing of the Beaumont Volunteer Fire
Program (CM)
Recommendation: Approve Volunteer Fire Program financing.
C. First reading of Ordinance No. 758 of the City Council of the City of Beaumont
adding Chapter 13.21 to Beaumont Municipal Code relating to Mobile Home
Park Rent Stabilization.
Recommendation: Approve at the first reading Ordinance No. 758 relating to
Mobile Home Park Rent Stabilization.
d. Resolution in opposition to the Administrative Law Judge's proposal to
seasonalize electric rates for all Southern California Edison's residential and
small commercial customers. (CM)
Recommendation: Adopt a resolution in opposition to the Administrative Law
Judge's proposal to seasonalize electric rates for all Southern California
Edison's residential and small commercial customers.
e. Resolution requesting improvements to the Beaumont Post Office. (CM)
Recommendation: Adopt a resolution requesting certain improvements to the
Beaumont Post Office.
f. Consideration to accept proposal for the operation of Market Day. (CM)
Recommendation: Review proposal, approve agreement, or direct staff on
ways to proceed with Market Day.
g. Presentation of EYES Program. (CM)
Recommendation: Accept program and direct staff to begin utilizing the system
to identify, log and give feedback on requests for maintenance and suggestions
on ways to improve the City.
3. CLOSED SESSION:
a. Consultation with City Attorney concerning Lew Zettel vs. Square "D" Co.,
and others, Riverside Superior Court Case No. 87208 litigation, pursuant to
Government Code Section 54956.9(a).
b. Consultation with Claims Administration concerning Branford case, continuing
litigation, pursuant to Government Code 54956.9(a).
