PLEDGE OF ALLEGIANCE: Mayor Pro Tem Berg ADJUSTMENTS TO THE AGENDA: ORAL/WRITTEN COMMUNICATIONS: Anyone wishing to address the City Council on any matter not on the agenda of this meeting may do so now. The Oral Communications portion of the agenda is to hear public comment. If any question or concern arises related to any issue not on the agenda, it will be referred to staff for appropriate response. Anyone wishing to speak on an item on the agenda may do so at the time the Council considers that item. All persons wishing to speak should fill out a "Request to Speak Form" and give it to the Deputy City Clerk at the beginning of the meeting. The forms are available on the railing at the front of the Council Chambers, and on the table at the back. PRESENTATION: Proclamation for California Rideshare Week, placed on Agenda by City Manager Kapanicas. 1. CONSENT CALENDAR a. Approval of Minutes of August 26, 1996, for City Council Meeting. (CM) b. Approval of Warrant List for September 9, and September 23, 1996. (FIN) C. Approval of Agreement with the City of Banning for Maintenance of Traffic Signals and Safety Lighting. (ECDEV) d. Actual Budget Results for First Two Months of Fiscal Year 1996-97. (CM) e. Renewal of Operational Agreement with Alternatives to Domestic Violence. (PD) Recommendation: Approve Consent Calendar. 2. ACTION ITEMS: a. Appointment of Delegates and Alternate to the 1996 California League of Cities Conference scheduled for October 13-15, 1996 in Anaheim. Continued from 8/26/96. (CM) Recommendation: Appoint Delegates and Alternate to the 1996 California League of Cities Conference scheduled for October 13-15 in Anaheim. b. Review and Accept Treasurer's Report for July, 1996. (CM) Recommendation: Review and Comment on Format for Treasurer's Report. Accept Report and Direct Staff to Distribute Report. C. 22nd Year (1996-1997) Supplemental Agreement with Riverside County EDA for use of CDBG Funds. (PW) Recommendation: Approve the Supplemental Agreement and Authorize its Execution by the Mayor. d. Request from Police Department for Expenditure of Funds Allocated to the City Under the Brulte Bill. (PD) Recommendation: Consider and Approve Expenditure of Funds as Requested by the Chief of Police. e. Resolution No. 1996-50 of the City of Beaumont Approving the Acquisition of Easements in Connection with the Acquisition and Construction of the Potrero Boulevard Interchange, the Southwest Properties Waterline and the Southwest Properties Sewerline, Approving the Forms of Easement Acquisition Agreements and Authorizing and Directing Preparation, Execution and Delivery of the Final Form Thereof. (ECDEV) Recommendation: Adopt Resolution No. 1996-50 and Authorize the Mayor to Execute the Agreements. f. Resolution No. 1996-49 of the City of Beaumont Petitioning the State of California Public Utilities Commission and Union Pacific Railroad for Crossing at Potrero Boulevard and San Timoteo Canyon Road. (ECDEV) Recommendation: Adopt Resolution No. 1996-49 and Authorize Staff to Prepare the Plans and Specifications on behalf of CFD 93-1 to obtain approval of an At -Grade Crossing of the Union Pacific Railroad at Potrero Boulevard. g. Report on September 17th Meeting with the Fourth Street Committee.(ECDEV) Recommendation: Authorize Staff to Prepare a Policy for Residential Land Uses in the Industrial Zone and Evaluate Circulation Element Alternatives to Reduce Traffic Volumes on Fourth Street. 3.
