PLEDGE OF ALLEGIANCE: Councilmember Parrott ADJUSTMENTS TO THE AGENDA: ORAL/WRITTEN COMMUNICATIONS: Anyone wishing to address the City Council on any matter not on the agenda of this meeting may do so now. The Oral Communications portion of the agenda is to hear public comment. If any question or concern arises related to any issue not on the agenda, it will be referred to staff for appropriate response. Anyone wishing to speak on an item on the agenda may do so at the time the Council considers that item. All persons wishing to speak should fill out a "Request to Speak Form" and give it to the Deputy City Clerk at the beginning of the meeting. The forms are available on the railing at the front of the Council Chambers, and on the table at the back. 1. CONSENT CALENDAR a. Approval of Minutes of June 24, City Council Meeting. (CM) b. Approval of Warrant List for June 24, 1996. (FIN) C. Renewal of Operational Agreement With the Victim Witness Assistance Center. (PD) d. Acceptance of 6/30/95 Single Audit Report and Authorize Staff to Distribute Report and Hold for Public Inspection at City Hall. (FIN) e. Authorization of Task Order #3 for Special District Support Services. (PW) f. Consideration of Resolution No. 1996-39 in support of the Marines Relocation from El Toro to March Air Force Base. Recommendation: Approve Consent Calendar. 2. PUBLIC HEARINGS: a. Second Reading of Ordinance No. 762, Establishing a Water Facilities Fee Within the Southwest Properties Benefit District to Finance the Cost of Construction of Water Improvements along with Resolution No. 1996-30. (ECDEV) Recommendation: Approve Ordinance No. 762 at its Second Reading and adopt Resolution No. 1996-30. b. Second Reading of Ordinance No. 763, Establishing Stormwater/Urban Runoff Management and Discharge Controls. (ECDEV) Recommendation: Approve Ordinance No. 763 at its Second Reading. C. First Reading for Ordinance No. 764 for Zone Change No. 96-ZC-1 and Negative Declaration No. 96-ND-5, Application of the Residential Overly Bonus (R-OB) Zone to a Property Located at 752 Pennsylvania Avenue, for a 50-Unit Senior Housing Project. Applicant; Cooperative Services, Inc. (PLNG) Recommendation: Adopt Negative Declaration No. 96-ND-5 and Introduce the Ordinance for the Approval of Zone Change No. 96-ZC-1 for the First Reading. d. Annexation No. 93-ANX-2-54, Resolution No. 1996-33 for Re -Filing of Application with Riverside County Local Agency Formation Commission (TMP Inland Empire (IV). (PLNG) Recommendation: Adopt the Proposed Resolution No. 1996-33 to Initiate Annexation Proceedings. e. Resolution No. 1996-38 to the County of Riverside for the Continuation of the Sewer Standby Charge on Undeveloped Property at the Same Rate as Last Year and Request for Placement on the 1996-97 Tax Roll. (CM) Recommendation: Approve the Resolution No. 1996-38 Calling for the Sewer Standby to be Placed on the 1996-97 Tax Roll. ADJOURNMENT:
