THIS DEPARTMENT RECOMMENDS THE USE OF WATER CONSERVATION DEVICES IN THE HOME.
• A LITTLE BIT OF HISTORY. 0.
It was probably the very. first subdivision in McCall --the Payette Lakes
Club. In 1917, Mr. Cottingham (although I am not sure how to spell his name;
this is how Mother pronounces it)--aiyway,.he built the beautiful, exclusive
Payette Lakes Inn and he subdivided all the property around it.
He planned for. this area to be a great summer resort. The hotel had
great food in the spacious dining room, and rooms were rented to visitors. I
can still remember maw Sunday chicken dinners there as a child.
To get a building lot in the Fayette Lakes Club, you had to pay a sum •
like 5300. Then they put your name into a hat, and the lots were assigned to
those who drew out the lucky numbers. In those days, no one cared whether he
had a lakeside lot'or not —it just didn't matter.. What a'change from now;
Dad was a_ bachelor with a ranch at Cofincil. He spent his winters in Flor-
ida where-his'Pother had a home in Orlando. Dad was a frequent visitor to the
Payette Lakes Inn. That was the closest "action" aryyone could find in those
days.
}s. Cottirgham had four horses and he asked Dad to pasture them for him
for the winter. He and Dad were friends and Dad was happy to do a favor for
him. Besides, he left the horses -with his hired man and went to Florida. In
the spring, he returned.
Mr. Cottirgham picked up his horses and wanted to give Dad two lakefront
lots in payment for'pasturing the four horses.' Dad didn't rant to take either
ore he was just doing a favor for his friend. Finally, they compromised and
Dad took the one that remains in our family today; a 90 -foot deeded beachfront
lot. The other lot that he refused to take is the one directly north, of us.
We used to drive into our cabin on the road to the north, and across that
lot, until a house was built there and we started using the road we legally
should have. 'I can remember when we didn't have electricity —and our refriger-
ator was a tin -lined box bulled in the ground by that original front door.
Dad built a tiry cabin. Then, about every 10 years, he added on another
tiny room. ,He didn't trust lake water for drinking, so he had a well drilled.
This was no small natter, what with all the rock around. Much later, the neigh-
bors in back made five tries for a well and finally had to go on the lake water
system in our neighborhood. But, Dad did get'his well --and it is good water.
}ext big ir..rrovement was adding a bathroom. Being careful, he still kept
the old outhouse for may years "in case of emergency." I can remember once when
there was an emergency and it came in hardy! The rest of the time, we used it as
a tool shed. Then we finally convinced him to tear it down, he used the lumber
for enclosing the porch and making a third little bunkroom. Billy helped him
and that was a memorable experience.
And do the times have changed. I hope the new cabin will provide lots of
memories for us all. I am sure that Dad would be happy that the land that he
got free gave us so much pleasure through the years --and that his family is still
enjoying it.

Gentlemen:
I enclose herewith my application for a special use permit on the form
provided to me by your Secretary Sandra Bates. This letter will also serve
as my application for a variance as required by Zoning Ordinances No. 390,
No. 391 and No. 392.

To digress a moment let me attempt to explain my apparent current dilemma
in a plain factual sequence of events starting last summer. As my sister
points out in her historical narrative my family has had a cabin on this
property since 1917. As she states it had been added on to and enlarged over
the years. My initial thought was to simply remodel and update the existing
structure; however, after extensive investigation of the structural integrity of
my Dad's work and my own years of experience in the construction industry I
knew the only intelligent thing to do, was to tear it down, start over and
build it right for my family and grandchildren to enjoy.
I started by employing the professional services of a cuml3etent Engineering
firm for a property survey and an Architectural firm for structural design
and working drawings. Upon their completion in mid -August I approached the
City of McCall's Building Inspector, Plans in hand, for a Building Pernit.

He informed me that my property was out of the City and that Valley
County's Building Department had jurisdiction. On August 24th I filled out
an application for a building permit for Mr. Jack Leathern, City Engineer
in Cascade. I left him two sets of plans which he said he would review
but could not issue a permit until I had a sewer and water permit. He
referred me to Mr. Rick Mallory in the Walker Building in McCall. I
drove to McCall, met with Mr. Mallory and he issued me a sewer permit.
(Copy enclosed). He said he would get with Mr. Leathern and handle it from
there. Unfortunately at that time I assumed I had a Building Permit.
Subsequently I proceeded with haste with demolition of the cabin and
construction of concrete foundation work into the winter so further
construction could start at the earliest possible date this spring
with hopes of a late simmer occupancy.
The rest is now history, new winter rules and regulations, new jurisdictions,
new ordinances and new people in authoritive positions. I'm apparently
the Owner of a foundation approximately the same size in the same location
that met the code requirements last year but does not qualify to meet
this years criteria.
I respectfully request that the Planning & Zoning Commissioners due to
peculiar special circumstances and conditions give approval to these
applications at the earliest possible date.

Gentlemen:
At the July 27, 1981, meeting of the Area of City Impact Planning
and Zoning Commission, the following action was taken:
The Commission recommends to the City Council approval of the
request of Randy Geddes and Craig Johnson for a Special Use Permit and
a Variance of the lot width requirements within the Shoreline and River
Environs District, to allow construction of a house with a 34' width
on Lot #220, Payette Lakes Cottage Sites, Valley County, Idaho. As
required by 3A-20-4: 1. Ordinance used was the variance standards set
forth in Chapter 19. 2. Reason for approval based on the privileges
enjoyed by surrounding property owners. 3. Follwoing action taken
by the City Counci, if approved, applicant may then apply for a building
permit.
The Commission recommends to the City Council approval of the
