A SPECIAL ORDINANCE AUTHORIZING THE SUBMITTAL OF A
COMMUNITY FOCUS FUND (CFF) APPLICATION TO THE INDIANA
DEPARTMENT OF COMMERCE AND ADDRESSING RELATED
MATTERS
WHEREAS the Richmond, Indiana, City Council recognizes the need to
stimulate growth and to maintain a sound economy within its
corporate limits; and
WHEREAS the Housing and Community Development Act of 1974, as
amended, authorizes the Indiana Department of Commerce to
provide grants to local units of government to meet the community
development needs of low and moderate income persons; and
WHEREAS the City of Richmond desires to submit an application to the Indiana
Department of Commerce for such a grant and will conduct public
hearing prior to the submission of an application, which public
hearings will assess the housing, public facilities and economic
needs of low and moderate income residents and which hearing is
currently scheduled for July -�L, 1996 at ,�p.m.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
that:
1. The Mayor is authorized to prepare and submit an application for grant funding in
the sum of $500,000.00 to be used for downtown redevelopment consistent with the grant,
and to execute and administer the resulting grant, including requisite general administration
and project management, contracts and agreements pursuant to regulations of the Indiana
Department of Commerce and the United States Department of Housing and Urban
Development.
2. The City of Richmond, Indiana, hereby commits the requisite 10% local funds in
the amount of $50,000.00 from Economic Development Income Tax receipts, which
commitment shall be contingent upon receipt of CFF funding from the Indiana Department
of Commerce.
