MEETING MINUTES
APRIL 2, 2018
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, M.BONUCHI, B.LAMB, C.LARSON, L.NEWTON,
E.O'ROURKE, AND B.WOJOWSKI. OTHERS PRESENT: B.MURPHY, VILLAGE
ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; B.PENDRY,
ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; J.PROULX, PLANNING DIRECTOR;

AND J.KONOPEK, CHIEF OF POLICE.
CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present.
Mayor Collins led the Pledge of Allegiance. There were approximately 20 persons in the audience.
PRESIDENTIAL COMMENTS
Mayor Collins recognized and congratulated Mr. David Countryman for receiving the 2018 APWA
Samuel A. Greely Award.
TRUSTEES COMMENTS
Trustee Bonuchi congratulated Mr. Countryman and also thanked him for his efforts with the
Plainfield Fest.
PUBLIC COMMENTS (3-5 minutes)
No Comments.
BUSINESS MEETING
1) APPROVAL OF AGENDA
Trustee Lamb moved to approve the Agenda. Second by Trustee Bonuchi. Vote by roll call. Bonuchi,
yes; Lamb, yes; Larson, yes; Newton, yes; O'Rourke, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
2) CONSENT AGENDA
Trustee Lamb moved to approve the Consent Agenda to include:
a) Approval of the Minutes of the Board Meeting and Executive Session held on
March 19, 2018.
b) Bills Paid and Bills Payable Reports for April 2, 2018.
Second by Trustee O'Rourke. Vote by roll call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes;
O'Rourke, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
3) 2018-2019 FISCAL YEAR BUDGET PUBLIC HEARING
Trustee Bonuchi moved to open a Public Hearing on the 2018-2019 Fiscal Year Budget. Second by
Wojowski. Voice Vote. All in favor, 0 opposed. Motion carried.
Trustee Wojowski stated that while he does not support the revenue increases in the budget, he
supports staff in the budget process and will support the budget. Trustee Larson stated that the Board
discussed the budget at lengthy and commented on the motor fuel tax. Trustee Lamb thanked the
Village Staff for the process and effort. Trustee O'Rourke stated that he too did not support every

aspect of the budget, but did support the budget process. Trustee Bounchi thanked the staff and
commented on the deterioration of the roads.
Trustee Lamb moved to adopt Ordinance No. 3351, adopting the Annual Budget for the Village of
Plainfield for the 2018-2019 Fiscal Year. Second by Trustee Larson. Vote by roll call. Bonuchi, yes;
Lamb, yes; Larson, yes; Newton, yes; O'Rourke, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
ADMINISTRATOR'S REPORT
Administrator Murphy thanked the Board and the staff for all of the work and discussion regarding
the budget.
MANAGEMENT SERVICES REPORT
No Report.
ENGINEER'S REPORT
No Report.
PLANNING DEPARTMENT REPORT
Trustee Lamb moved to approve a temporary use for the Farmers Open Air Market at the parking lot
located at 15025 S. Illinois Street to be held on Sundays from 12 pm to 4 pm, beginning June 3rd,
2018 through September 9th, 2018. Second by Trustee Bonuchi. Vote by roll call. Bonuchi, yes;
Lamb, yes; Larson, yes; Newton, yes; O'Rourke, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
BUILDING DEPARTMENT REPORT
No Report.
PUBLIC WORKS REPORT
Trustee Bonuchi moved to authorize the payment for the emergency purchase of 1,114.25 tons of
roadway crushed limestone/gravel from Boughton Material, Inc. at a total cost of$15,432.59.
Second by Trustee Newton. Vote by roll call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes;
O'Rourke, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
Trustee Lamb moved to authorize the Village President to execute a Memorandum of Understanding
concerning cost sharing related to the 2018 Roadway Chip Seal Project between the Na-Au-Say
Township Road District and the Village of Plainfield. Second by Trustee O'Rourke. Vote by roll
call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes; O'Rourke, yes; Wojowski, yes; 6 yes, 0 no.
Motion carried.
POLICE CHIEF'S REPORT
Trustee Lamb moved to authorize the upgrade of the Livescan system from iTouch Biometrics at a
cost of$20,960.00. Second by Trustee Larson. Vote by roll call. Bonuchi, yes; Lamb, yes; Larson,
yes; Newton, yes; O'Rourke, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
Trustee Lamb moved to authorize the repairs of a 2012 Chevrolet Tahoe from Webb Chevrolet at a
cost not to exceed $7,500.00 and transfer this vehicle to PEMA. Second by Trustee Bonuchi. Vote
by roll call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes; O'Rourke, yes; Wojowski, yes;
6 yes, 0 no. Motion carried.

2018-2019 FISCAL YEAR BUDGET PUBLIC HEARING
Mayor Collins called the meeting to order at 7:05 p.m. Present roll call stands.
Mrs. Traci Pleckham, Management Services Director, presented the 2018-2019 Fiscal Year Budget.
Mrs. Pleckham stated that the Village had a series of Budget Meetings starting in October, 2017. The
Budget is balanced and the Public Hearing has been published in accordance with state laws.
There were no public comments.
Trustee Lamb moved to close the Public Hearing and return to the regular business meeting. Second
by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried.
The meeting adjourned at 7:07 p.m.
