Sewer 7. Clerk and Treasurer's Report 8. Bills and Receipts 9. Adjournment • Tiffin City Council December 12, 2001 A regular meeting of the Tiffin City Council was brought to order by Mayor Glenn R. Potter, 6:30 p.m. Wednesday, December 12, 2001 at the Tiffin Fire Station. Council present: Mike Ryan, Rodney Walls, Karin Dils, Jim Bartels and Mike Gericke. Absent: None. Also present: Engineer Mike Hart, Attorney Stephen Greenleaf, Public Works Brett Mehmen, Brian Detert, Bldg Inspector Greg Schott, Chad Freeman, and Jerry Strawn. Motion Ryan, second Walls to approve the printed minutes and agenda. Ayes: Walls, Dils, Bartels, Ryan and Gericke. Motion carried. Joe Johnston was present to explain that he was probably going to repair the existing building located at 230 Main and continue to use it as a rental property, unless he could get some signal from the City that they would be agreeable to a multiple -family dwelling. Johnston explained he would like to sell the property to Chad Freeman for a new four- plex, if he could get that zoning from the city and if he could meet setback requirements. There had been discussion at one time to make the complete block of the Lark area a commercial zone for the city. Presently the block of Slim's, the block east of Slim's and the block of 230 Main Street are all zoned R-1, and at this time would prohibit a apartment dwelling in this location. Agreed that the city council would meet would Planning and Zoning on the first Wednesday of January to see if there was interest in a • revamping of the zone in these three blocks. Joe explained that there was no use in him pursuing a apartment request if there was no support for a zone change. Joe said at this time he had no ideas for a commercial area, as he did not feel that there was a commercial need in Tiffin yet. Joe thought there might be commercial need in the future, but not at this time, and didn't think he could sell this area to commercial use now. Chad thought there was plenty of setback space on every side except the north. Manny Nevarez was present to ask the city if they could give him help with this problem that has lasted two years, of dirt, mud and water from neighbor lots. Bldg Inspector Greg Schott has worked on the problem the last three months, and there has been some progress. More seed or sod needs to be finished and there was some work on retaining walls. The Building Inspector will look at the problem further to see if he can give help. Motion Gericke, second Ryan to approve a RESOLUTION #2001-29, STREET LIGHTS FOR SONGBIRD 6,7,8. Ayes: Gericke, Walls, Ryan, Dils and Bartels. Planning and Zoning have denied request from US Cellular for request for communications tower and passed request for variance to the Board of Adjustment. Date for Board of Adjustment Board of Adjustment Public Hearing is set for Thursday, 6:00 p.m. December 20, 2001 at the Tiffin Fire Station. Johnson County has made formal request for meeting time to review and consider update • of Fringe Area agreement. City will call to see what time can be found with county officials. 0 12/12/01 Page 3 Clerk reports completion of entrance signs. The masonry signs are located at the I-80 exit on Ireland Avenue, corner of Jasper and Hwy#6 and west edge of city on Hwy#6, all are backlit. Public Works will finish dirt fill work and landscaping. Papers will be filed for final payment from RACI grant (State of Iowa) that covered about %2 of cost of the signs Mayor Potter thanked Mike Ryan for his years of service to the city as councilmember. Dave Shaffer will become new councilmember beginning January 1, 2001. Motion Gericke, second Bartels to accept clerk and treasurer's reports. Ayes: Gericke, Dils, Bartels, Walls, and Ryan. Motion carried. Motion Walls, second Dils to pay bills and accept receipts. Ayes: Bartels, Dils, Gericke, Walls, and Ryan. Motion carried. Motion Walls, second Bartels to adjourn.
