pay the interest and prtnctpal of its public debt and to provide
for the mode of applying for licenses to transact any business,trade
or profession,and prescribing the amount to be paid as a condition
precedent to the right to transact such bustness,trade or professtor
within the Jurisdiction of the Corporate authortty of said town.
1. Be it ordained by the Common Counctl of the Town. of Leesburg,in
Vtrgtrla,that on all tracts of land,lots,and improvements thereon
not exempt from taxatton,and on all personal property,thsere shall
be a tax of forty cents on every hundred dollars of the assessed
value thereof.

4. in asccrtatning the value of the personal property said Assessors shall
between the first day of July and 1st day of Sept of each year,as far as practi-
cabxle,see personally each person having to his or her charge,or under his or
her control,and under oath,and for which purpose each Assessor is hereby authori-
zed and empowered to admtnister the same,state in a book to be prepared for
the purpose,thc number and aggregate value of the followtng articles,viz;
1.All horses, mules, pont es, colts, jerr_ets,asses.
2. The a gregate number and value of all carrl.ages,bu ggtes,coaches,
carts,wagona,sleighs, and vehicles of like kind.
3. The aggregate value of all books and pictures,except so far as the
same are exempt by law.
4. The ag;^regate value of all tolls of a mechanic.
5.The number of watches, clocks, sewing machines,and the aggregate value
thereof.
6. The aggregate number of all Ptano-fort es, mel odt ans, organs, and musical
o:: instruments of all kinds and value thereof.
7. The aggregate value of all household and kttchen furniture.
8. The aggregate value of all gold and silver platc,platcd ware,

diamonds,cameos or precious metals uses as ornaments or jewelry,not
otherwise embraced herein.
9. The aggregate value of shot guns, rtfles,muskets, or other fire arms,
bowie knives,dtrks,and all weapons of a stmilar character(provided that
all firearms used by lolutitcer Companies or for purposes of Police shall
be exempt) ani the nu bcr and agggregate value of all btcycles,auto-
mobiles or similar vehtcles,and aggregate value of all other personal
property not heretn or otherwise specifically enumerated, nnu not exempt.
10. The aggregate amount of all bonds,notes and other evidences of debt
due and payable to such Person;(except Bank Stock) from any corporation
or person anywhere,deduct tng from said aggregate such sum as may be due
by such person to others.

13. The amount of money on deposit to the credit of such
person with any Bank, Corporat ton or person not actively
used in such business.
14. The amount of money and the value of all personL.1
estate,or securities, under the control of court Recce--,
or Commissjoner,of more than one year standing.
15. The aggregate amount of Income in excess of $600.
the word "Income" to be understood as defined by that
statute law of the State of Va. Acts 95-6 page 565.
16. The aggregate amount of all the Bank stoc �t etgher
National or State of any Bank within the corporate
limits Of said town,and the amount of surplus or undi-
vided profits thereof,to be estimated by the last fiscal
statement of said Bank prior to the 1st day of Sept of
each year,whtch amount of Capital stock anu surplus 6nc.d-
undivided profits shall be the basis of taxation against
all the stockholders of said Bank or Banks and to be
enforced in the mode as provided by the State for the f
collection of State taxes against the stockholders of
Banks.
17. The aggregate amount of all Ratlroad property withtn

18. The aggregate amount to value of all property of any Express
Company, Telephone or Telegraph Company,wtthin said corporate limits.
10. The aggregate amount of Road tax to which the Town is entitled
to receive from the Sheriff from the ',eesburg Jistrict.
Licenses General.

1. No license shall be granted for a -less sum than 2.50 for the period of one
year for any purpose,but for a less 'period than one year may be in such proport-
ion as the time bears to one year but there shall be no abatement on professional
licenses or li.ccnse for ,logs.
Merchants.
Every merchant,and dealer in goods,wares,or merchandise, agricultural implements,
groceries, hardware, carriages and any article bought and sold for profit shall be

rcqutred to secure a license thcrcfor,the same to be graduated on the amount
of Capttal invested in such trade business or calling." Capital Invested" shall
be taken to mean the average amount of stock and credit carried from year to year
the tax on which shall be at the rate of fifty cents(50c) on the $;100. of such
Capital. But In all cases where the Merchant ou tradesman secures a license as
above there shall be no tax on the stock and capital actively employed in such
business. And tf any person shall bring goods wares or merchandise into the town
at a time when he cannot procure ltcense for a year,and desire to have the same
sold at auction or at special prices privately,he shall be required to pay a
special ltccnsc tax of 4.'10. and for every day that such business is so conducted
beyond thirty days,thc further sum of one dollar per day,so long as the same is
continued.

All licenses herein shall expire on the 30th day of June of each
year and if not begun on July 1st shall be apportioned from the
time begun until that date,and any violation by any person of and
ore of the provisions of the foregoing Ordinance on prosecution
therefor before the Mayor if it shall appear he was knowingly
and wilfully guilty of such violation he shall. be guilty of a
misdemeanor and fined not less than el. nor more than the sum
equal to the license required,and in default of payment sent to
Jail for ten days.
Mode of securing foregoing licenses:
On or before the 30th day of June of each year,the assessors
appointed for the purpose of estimating values,shall make a list
Of all persons subject to license as herein and the amount requir-
ed; and on or before the 1st day of Sept the aggregate amount of
real estate and tax thereor.,ar_d the aggregate amount of personal
property and the tax thereon,together with the number and amount
Of Capttatton taxes,and report the same to the finance Committee
who shall enter the same upon a book to be provided for the pur-

Sergeant will be entitled to recover against the owner a fee of h}1. to be col-
lected as fines are collected and if not collectible to be paid Sergeant from the
town treasury;
Any person ag,-rtevcd by any assessment of tax or license shall have the right
of appeal to the Council withtn sixty days after notice of such tax,but not later.
It shall be the duty of the Mayor to report monthly,at the least,to said Finance
Committee all fines assessed by him or the Rccorder,the named of person ftned,

The Sergeant shall report at once to said Finance Committee ani person during the

year that may be entitled to pay a license,and receive the same for collection;
also all rents and charges in favor of the town shall be reported by the parties
having charge of the same.
Nothing in this Ordinance shall be construed to affect the Ordinance for License
to sell liquor,but all other ordinances and resolutions not consistent with this
ordinance arc hereby repealed.
This Ordtnance shall be in force from its passage.
V.1A.Edwards,Town Sergeant and l'l.R.Webb,Night -watchman,were sworn in by the Mayor.
In the matter of an erroneous assessment against S.Fouche,the same was referred
to the Finance Comrrittce for investigation and report.

near to the ftre water cistern on the West; More recently Mr.Braditeld renew,,i
his request with certain modifications and your present Comtee gave him p:-":"

corner of Ltbert and Cornwall streets or: corner of Col E.V.yijite
and the pumps connecting with the well nearer to said cistern and
in no wise to interfere with the free use of the said will by the
citizens of the town.
It was thought by your committee that Mr Bradfield would make this
change at his own expense,but it appears he thinks that as the
town gets the benefit of having the water nearer to said cistern
and thus a b;nefl t to the town without any sacrifice of its rights
or any inconvenience or loss to the town or any Of Its citizens
that at least a portion of the exeprse attending the same shall
be paid by the town,ar_d contends for the same under all the Cir-
cumstances your Committee recommend that thirty dollars be allowed
and paid him which amount is to be in full of all the expense oc-
casioned the town by virtue of said removal,and that the town re-
tatr_ its control over said well and approaches thereto for pur-
poses of using the same as thus changed.
