At a Regular Meeting of the 14ayor and Common council oi' the Town
of Leesburg Va.,held October 10th,1C,02.
Present The Vvyor,Recorder,and Councilmen, Garrett, Sampsell,
Hickman, Roil tns,Casey,Elgtn,Thompson, Shroff and :;orris.
The minutes of the last meeting were read and signed.
Resolved,That it shall be unlawful for the Treasurer to pay any
bills for work done on the Streets of the town unless sal, bills
be first approved by the Sergeant and also by the Commtssi.oner
nn the Street where the work was done.
Resolved,That the Finance Commtttee be authorized to place the
bonds heretofore ordered to be sold,at their elcctton,at par,the
same to be exempt from corpoartion taxes.
Ordered that a Committee be appointed to purchese,at a reasonable
prtce,a suitable horse and cart for the use of the town; and said
Committee is further authorized to provide a. suitable place to
keep the same and hire a man to look after the same. Tho Treas-
urer is ordered to pay for said horse and cart ui.on the written
oder of said Committee. Messrs.J.id.Sampsell,S.T.Hickman and
L•C.Rolltiis were appointed said Committee.
Whereas at a former meeting of this Council the sum of C'350. was
ordereu to be auvanec-d to the Leesburg District School Boaru for
purposes therein_ specified, ana whereas, tt is desirable that the
whole district should contrtbute ratably to the expanses of the
,itstrict School, thcrefore, Resolved, that a Committee be appointed
by the Mayor to enquire into anu report whether or not the rate
of 5 mills on the „l.,has been assesse,; against the property in
said School Dtstrtct anu if not to report a rate of assessment
to be levied by the Council on the property within the dtstrtct
as provided by the Spectal Stateute Feby 11th,ib9E),6ecti0n 5.

tad and ordered spread on the minutes of this mceting,aW it was further
that a copy thereof be publtshcd to one issue of one of the Town
The Bond of the Sergeant was presented to the Council aria accepted
the same having been held back since his qualification by the
Surety thereof awaiting a settlement of his last year's account
with the Ftrl,-,I-lcC Committee.
