HomeMy Public PortalAboutBIL 5-yr CIP request with NOFO 2.4.2022.pdf U.S. Department Northwest Mountain Region Helena Airports District Office of Transportation Colorado • Idaho • Montana • Oregon Utah 2725 Skyway Dr., Suite 2 Federal Aviation Washington • Wyoming Helena, MT 59602 Administration February 15, 2022 Dear Airport Sponsors: On November 15, 2021, President Biden signed the H.R. 3684-Infrastructure Investment and Jobs Act (Public Law 117-58) of 2021, commonly known as the Bipartisan Infrastructure Law(BIL). Under one section of BIL,the FAA's Office of Airports will administer approximately$20 billion in grant funds to airport sponsors. Of the$20 billion available, $15 billion is available, over 5 years, for Airport Infrastructure Grants (AIG), including approximately$14.45 billion of formulated allocations and $100 million for airport owned Federal contract towers. BIL AIG funds allocated in FY 2022, by airport, can be found at www.faa.gov/bil/airport-infrastructure. BIL also includes approximately$5 billion to upgrade, modernize, and rebuild our nation's airport terminals, including multimodal terminal development and on- airport rail access, and airport owned towers. In preparation for the Helena ADO to administer this new program,we are requesting airport sponsors to submit an updated 5-year Capital Improvement Plan (CIP)that incorporates your airport's proposed projects using BIL funds. The updated CIP must include BIL funds, as well as anticipated AIP entitlement, state apportionment and discretionary funding requests, and any projects to be submitted for the competitive BIL Airport Terminal and Tower grant programs. We understand you have already submitted an FY 2022 AIP CIP, but we want to ensure we have the latest project information that captures how you intend to use BIL funds. This information will also ensure we have an accurate picture of your true needs to be published in the upcoming National Plan of Integrated Airport Systems(NPIAS) update. Items to keep in mind while developing your combined CIP: • AIG grants follow eligibility criteria for the Passenger Facility Charge (PFC) program, which is slightly expanded from AIP eligibility. • AIG funds will be recalculated each year.AIG allocated funds may change from year-to-year based on an airport's enplanements, cargo volume or the amount of development captured in the NPIAS for your airport classification. • An airport can save up BIL AIG allocated funds to combine into one BIL grant. • All projects funded with AIG funds must be eligible and justified, using AIP and PFC criteria. • Be mindful that requests for AIP discretionary will be weighed against a sponsor's use of AIG BIL funds in a given year • Before pursuing revenue-producing projects, consider if all airside needs on your airport have been met. If airside needs are not met, discuss with your RO/ADO. o State Apportionment and Discretionary funding may not be available for three (3) following the revenue generation project • Projects will follow AIP contract and procurement rules and grant assurances • BIL funds can be used on additional phases of a current AIP funded project, but will be under separate grant. • BIL AIG allocated funds have the same Federal share as your AIP grants. • AIG competitive grants for airport owned federal contract towers are 100% Federal share. • Federal share for Grants for terminal development and airport owned towers is 80%for large and medium hub airports and 95%for small hub, nonhub, and nonprimary airports. Please note that including projects in the NPIAS, does not guarantee funding. Please submit your updated 5-year CIP to Scott Eaton,ADO Planner(scott.eaton@faa.gov) with a copy to your corresponding FAA project manager. Additional information will follow for application submission requirements. Please provide the updated CIPs by the following deadlines: • Primary Airports must submit updated 5-year capital improvement plans reflecting anticipated BIL funding to the Helena ADO by March 15, 2022 • General Aviation (GA)Airports planning to use BIL funding in FY 2022 must submit updated 5- year capital improve plans reflecting anticipated BIL funding to the Helena ADO by March 15, 2022 • All remaining airports must submit updated 5-year capital improvement plans reflected anticipated BIL funding to the Helena ADO by November 1, 2022 To keep you up-to-date on future AIP and BIL actions,the Office of Airports will release three Notice of Funding Opportunities (NOFO) within the next 120 days. 1. AIP Discretionary-This NOFO is for informational purposes only and does not change the standing process for AIP funding.The NOFO outlines the existing process used for AIP funding and does not include a new application process. 2. Airport Terminal Program (ATP) Competition -This NOFO will outline the criteria and process to apply for ATP funding under BIL for FY22 for approximately$1 billion. ATP includes multi-modal terminal development, on-airport rail access projects and airport owned Airport Traffic Control Towers. 3. AIG Competitive Funds (Federal Contract Tower(FCT) -This NOFO will outline the criteria and process to apply for FCT funding under BIL for FY22 for a total of$20 million.
