ADDENDUM TO CONTRACT City of Tybee Island - City Engineer
DATE OF CONTRACT
PROJECT: CITY OF TYBEE ISLAND
US HIGHWAY 80 MEDIAN IMPROVEMENTS
THE CITY OF TYBEE ISLAND (Owner) and THOMAS & HUTTON ENGINEERING CO.
(Consultant/Engineer) this 11TH day of April 2018, amend their contract dated February 28, 2018.
The project entails the survey, design, permitting and construction services for the future
installation of plantings within the existing median on Highway 80. A special encroachment
permit for construction of utilities within a GaDOT right-of-way will be needed. The median is
approximately 1 mile long and the planting design will be based on the previously prepared
concept plans dated January 19, 2018.
I. SCOPE OF WORK:
A. Survey Phase ($6,500.00 Lump Sum)
1. Topographic / Tree Survey
Topographic survey along roadway corridor and location of salt marsh
edge. Location of visible improvements, signs, drainage structures and
utilities. Approximate right of way lines for US80 and intersecting side streets
will be shown. Deliverable will consist of Autocad Civil 3D file with DTM.
Underground utilities will be shown based upon location of surface
appurtenances and available utility company records. Underground utility
designation is not included in this scope of work. Wetland surveys and plats
are also excluded from this scope of work. Horizontal datum will be Georgia
State Plane Grid East Zone NAD83. Vertical datum will be NAVD88.
B. Design Phase ($12,500.00 Lump Sum)
After completion of Survey Phase and Owner approval of the final Concept,
the Consultant shall prepare landscape development plans. These plans
shall be submitted to the Owner for review. The plans will include:
Landscape Planting - tree, shrub and groundcover locations and
specification.
Irrigation - Include head types, radius throws and flow / pressure
calculations.
Quantity Takeoff and Opinion of Probable Construction Cost
Technical specifications for landscape and irrigation.

Consultant shall attend project meetings during the design process at the
request of the Owner. The following number of meetings during design are
assumed within the lump sum:
Four - two-hour meetings (Two T&H staff members present)
If more meeting time than this becomes necessary, the Owner will authorize
additional funds.
C. Permit Phase ($3,500.00 Time 8. Expense)
1. Permits
Consultant shall assist Owner with the preparation of submittal packages for
the development approval. The payment of fees associated with the
application process is the responsibility of the Owner. Consultant shall submit
final plans and specifications to the applicable local, state, and federal
agencies for review. Agency submittals anticipated for this project include:
Georgia Department of Transportation - Enhancement Encroachment
Permitting
Submittal fees are not included in our fee schedule and shall be provided by
the Owner at the time of submittal. Consultant will assist Owner in obtaining
construction permits for the project. This phase includes revising plans and
specifications according to agency comments and if requested, meeting
with the agencies on behalf of the Owner.
2. Erosion Control Permit
This proposal assumes that the project will not trigger erosion control
permitting thesholds, therefor; no erosion control permitting is included.
3. Wetland Permit
This proposal assumes that there are no wetlands within the areas of work,
therefore, no wetland permitting, surveying or other services are included.
D. Construction Phase ($4,500.00 Time 8. Expense)
Consultant will provide the following services for the Construction Phase:
1. Bid Process
Consultant shall assist Owner during the Bid Phase. The services provided
during this phase include preparation of contract documents, assembling
bid packages, attending or conducting pre-bid meetings, responding to
contractor questions, and preparation of the Consultant's recommendation
letter for award of bid.
2. Construction Services
During the course of construction, the Consultant will provide the following
services:

Review material data, shop drawings, and construction schedules provided
by the Contractor.
Provide construction observation and monitoring to ascertain that the work
is in substantial conformance with the contract documents and with the
design intent. The scope assumes the following:
Three hours/week of T&H staff time for a construction period of 6 weeks.
If more meeting time than this becomes necessary, the Owner will authorize
additional funds.
Attend final field inspections by regulating agencies for the project.
Review record drawings provided by Contractor.
Request project acceptance by applicable agencies.
Construction Observation.
Construction observation and monitoring does not include exhaustive or
continuous on-site inspections to check the quality or quantity of the
Contractor's work. However, it does include visits to the project site at
intervals appropriate to the various stages of construction to review general
compliance with approved plans and specifications. Such visits and
observations shall not require Consultant to assume responsibilities for the
means and methods of construction, nor for safety measures or conditions
on the job site. Both parties understand that the Contractor has notification
requirements at specific intervals of the construction process. Consultant
does not provide accessibility construction compliance verification. This
service can be provided at the request of the Owner with specific scopes
and fees.
The Consultant provides construction services as defined above for the work
designed by the Consultant. Other construction work that may occur on site
is the responsibility of other design professionals or the Owner and expressly
not the responsibility of the Consultant.
3. Record Drawing Preparation
Based on our understanding of the scope, the contractor will be responsible
for providing field records as-builts to GDOT at the end of the project.
Therefore, record drawing preparation is not included in this scope.
E. Exclusions
Items not included in the scope of services are as follows:
• Contract administration of the contractor related to any specialty funding
sources. This scope assumes the City is funding the improvements locally and
that there are no state or federal contract / funding compliance issues that
must be dealt with.
• Right of Way or Easement plats or negotiations.
• Electrical design
• Accessibility construction compliance verification.
• Archaeological survey and report.

• Wetland delineation, surveys, or permits.
• Geotechnical investigation or report.
• Phase One or Phase Two Environmental Assessments.
• Endangered species survey and report.
• Off-site work unless specifically covered in the scope of services.
• Approvals or permits other than those related to the scope of work covered
by this contract.
• Act as an expert witness for legal activities.
• Telephones, cable television, gas, and power distribution systems.
These items can be coordinated or provided, if requested by the Owner in writing.
II. PERIODS OF SERVICE
A. Survey Phase
Consultant will commence work within thirty (30) calendar days after receipt and
complete work described in this phase within thirty (30) calendar day of
commencement.
B. Design Phase
After the Survey Phase required for design is complete, Consultant will commence
work within fourteen (14) calendar days and complete work described in this phase
within sixty (60) calendar day of commencement.
C. Permit Phase
After completion of the design phase, Consultant will commence work within
fourteen (14) calendar days and complete work described in this phase within sixty
(60) calendar day of commencement. However, the Consultant has no control over
the reviewing / permitting authorities and therefore, these dates could change.
D. Construction Phase
After completion of the permit phase, Consultant will commence work within fourteen
(14) calendar days and complete work described in this phase within sixty (60)
calendar day of commencement. However, the Consultant has no control over the
contractor and therefore, these dates could change.
Project related costs for all printing, travel, reproductions, and materials will be billed as
reimbursable expenses.
When approved by both parties this Addendum becomes a legal document and a part
of and subject to Terms and Conditions of said Contract.

The above fee arrangements are on the basis of prompt payment of our invoices and
the orderly and continuous progress of the Project.
Project related costs for all printing, travel, reproductions, and materials will be billed as
reimbursable expenses.
When approved by both parties this Addendum becomes a legal document and a part
of and subject to Terms and Conditions of said Contract.
