As part of the 2014 Engineering Field Survey, where the sidewalks also evaluated for the purposes of encroachment? Where is the private property lot line, in relation to the public sidewalk? Businesses throughout Watertown cannot conduct day-to-day operations, or impede access to sidewalks or public ways. Please view the area, during and after regular business hours. Thank you. At that time, concrete blocks and a piece of steel were found to encroach in the right-of-way(see photo from 2014, attached). We worked with the property owner to remove the encroachments. The images were taken on Saturday, 02/22/2020 between 11:27 and 11:35 A.M. Much of the adverse situation can be attributed to the proprietors of P & M Brick, at the rear of their 213 Arlington St. location. It is clearly visible; silt and sediment from the company's construction materials are infiltrating into the storm drain and stormwater system. The debris from the company's day-to-day operations is prevalent around the perimeter of their property and on the public way. There is no marked improvement of conditions since the 03/27/2017 site visit, or when I first started discussing this situation on 02/08/2014; possibly worse. Also note the flatbed truck parked on the would- be sidewalk, less than ten feet from the fire hydrant. While I was on-site, two different patrons of the Danish Pastry House, at the rear of 205 Arlington St., #4, cautiously maneuvered around the potholes on Calvin Rd. No one in Watertown should be subjected to the unsafe roadway conditions that exist on Calvin Rd. When you have the opportunity, please review with the Team and advise. Thank you. I constantly view the area, from afar. I refuse to traverse Calvin Rd. in my personal motor vehicle. A public way, owned by the City Known as the Town of Watertown, must afford safe conditions for the general public; alas, not the case on Calvin Rd............... The situation on Calvin Rd., in my opinion, is more than disappointing. My requests for oversight and maintenance go back to 02/08/2014. P & M Brick has continuously been allowed to encroach on the public way for the execution of their day-to-day business. Even after business hours; business related construction vehicles are parked on: would-be sidewalks, and the roadway. Photographs were taken during a 03/27/2017 site visit (attached), that show a deplorable state. To save me from personal hardship; I hope that photographs were captured, and can be shared, of today's conditions. If not, I will take it upon myself to document the situation. I fully understand and appreciate; that the Town's stormwater management is within your purview as the Town's Engineer. A more concerted effort is required to return Calvin Rd. to the general public. Thank you From: Shuman, Matthew Sent: Wednesday, February 19, 2020 10:00 AM To: Kounelis,Angeline Cc: Driscoll, Michael; Myott,Jesse Subject: Calvin Road Councilor, Following up on our brief discussion last night regarding Calvin Road, Mr. Duffy and I reviewed the area and Mr. Duffy stopped by the P & M office this morning. You are correct that the current state of the area is disappointing. Although some of the elements of their Operation and Maintenance Plan are being followed,they are either not being executed properly or have become insufficient. We asked P & M staff to take the next week to clean up the area by thoroughly sweeping it and to address sediment in the catch basins and update catch basin protection as needed. We will follow up to determine if this is sufficient or if additional actions are required. We have also reached out to Mr. Pirolli, who is out of town for an extended period, to apprise him of the situation and potential stormwater violations. We anticipate further discussions with him regarding his operations and maintenance activities to mitigate its impacts to the Town's stormwater management/drainage system. Matthew I. Shuman, P.E.
