HomeMy Public PortalAbout04-05-2018 Joint Meeting LDDC & Public Outreach Village of Plainfield Joint Meeting of the Landmarks & District Designation and Public Outreach Subcommittees Record of Minutes Date: April 5, 2018 Location: Village Hall CALL TO ORDER, ROLL CALL Commissioner Hagen called the meeting to order at 5:01 p.m. Roll call was taken: Commissioners Hagen, Hendericksen, Olsen, Rapp, Schmidt and Chairman Bortel were present. Commissioners Barvian, Derrick, and Lucas were absent. Also in Attendance: Kendra Kuehlem, Associate Planner; and Jonathan Proulx, Director of Planning APPROVAL OF MINUTES Commissioner Hendericksen made a motion to approve the April 5, 2018 LDDC minutes. Seconded by Commissioner Schmidt. Voice Vote. All in favor. 0 opposed. Motion carried 6-0. OLD BUSINESS Historical Kiosk located near 24216 W. Lockport Street (Trolley Barn) Chairman Bortel proposed building a kiosk near the Trolley Barn. Commissioner Schmidt stated the owner was thinking about putting the old rail ties there and the kiosk could be incorporated with them. Commissioner Schmidt suggesting waiting to do anything until the rails are in place. Commissioner Hendericksen stated he agrees and explained why. Update from Rehabilitation Grant Program Meeting Commissioner Olsen stated she and Suzanne Derrick met with Brian Murphy, Village Administrator and the result of the meeting. Mr. Proulx discussed what he has heard from Trustee Lamb and how the HPC can move forward with the grant. Historic Guidelines Manual No Update. Preservation Watch List No Update. 24120-24122 W. Lockport St. Mr. Proulx provided an update on the building after meeting with the owner. 2018 Preservation Awards Chairman Bortel reviewed the nominations. The commissioners agreed with the nominations. Route 59 Business Transition District (BTD) Property Owners Mr. Proulx stated that hosting at Herbst Financial and the property adjacent by Tom Ruane. Mr. Proulx stated that Herbst Finical has a large parking lot and Plainfield Academy for overflow parking. Commissioner Hendericksen suggested creating a video tour of a BTD home and explained how the video can be used. 24205 W. Lockport St. – Sovereign Chairman Bortel provided an explanation of what is happening to the property, since owner is in bankruptcy. Trolley Barn – 24216 W. Lockport Street Mr. Proulx stated Mr. Lewis has an agreement through June of 2018 to pay rent. LDDC Minutes April 5, 2018 Page 2 of 2 24029 (506) W. Lockport Street No Update. NEW BUSINESS 24038 (503) W. Main Street – Plainfield (Halfway) House Landmark Nomination Chairman Bortel stated the HPC will meet on April 26th to discuss and provided information on the history of the property. Commissioners discussed what will be on the sign for the landmark. 15124 S. Route 59 Chairman Bortel stated the owner of this property is interested in landmarking the building. 15130 S. Route 59 Chairman Bortel stated the Historical Society is interesting in purchasing this property and applying for a grant through Batinick’s Office. Chairman Bortel provided a history of the property and the plans the Historical Society have for the building. May Preservation Month Proclamation for April 16th Village Board Meeting Mr. Proulx stated that the Mayor will read the proclamation at this meeting. Preservation Award Presentation for May 14th COW Meeting Mr. Proulx stated the awards can be presented at this meeting and talk about historic preservation. DISCUSSION Chairman Bortel stated the All State building does not have National Register anymore because the building was moved but it could get it back by working with the HPC. Chairman Bortel stated renovations would need to be made to the building and could be a local landmark based on history. Commissioner Hagen asked if the Pottorff building is in the same situation. Chairman Bortel stated that the siding would need to be removed and it could be landmark on the history. Mr. Proulx stated the Village and the Fire District are in talks about how to go about helping BTD owners with fire code. Chairman Bortel provided the commissioners with a list of properties for local landmark. Mr. Proulx stated that ReMax has installed their plaque, DNA athletics progress, Masonic Block Building needed some cosmetic repairs which have been completed and Buci is still a potential demo. Chairman Bortel asked Mr. Wheeler-Fazio’s building and sending it to Code Enforcement. Mr. Proulx stated he needs to talk to Building Department. Chairman Bortel stated the COA for Mrs. Lambert’s garage is from 4 years ago. Mr. Proulx provided an update on the process for the Lambert’s garage. Commissioner Hendericksen asked if the Village can complete the work on the property and then file a lien on the property.
