Motion by James second by Van Heiden to approve the minutes of the May regular meeting. All ayes, carried. Motion by Nielsen second by Lindaman to approve the Treasurer’s Report for May. All ayes, carried. Motion by Van Heiden second by Van Hauen to approve the following bills for payment. All ayes, carried. At 7:10 pm the Mayor declared that this was the time and the place for a public hearing on the request for voluntary annexation. The clerk reported that there were no written objections received and the Mayor asked for oral objections. Being there were none the City Attorney introduced Resolution 06-2007-1 a resolution hereby annexing the described property into the City of Wellsburg. Motion by Lindaman second by James to approved Resolution 06-2007-1. Roll call of votes. All ayes, carried. The Mayor declared the public hearing closed at 7:20 p.m. At 7:21 the Mayor declared that this was the time and place for a public hearing on the proposed FY 2007 Budget Amendment. The clerk reported that there were no written objections. The Mayor asked for oral objections. Being there were none the City Clerk introduced resolution 06-2007-2 a resolution amending the FY 2007 Budget. Motion by Nielsen second by Van Hauen to approve the budget amendment as presented. Roll call of votes. All ayes, carried. The Mayor declared the public hearing closed at 7:25 p.m. Leon Abels presented the city report. Discussion on the repair of the sewer lines in the east end of town. Update on the Water Project. Projected start date is August 1. The City Council reviewed applications for the Memorial Building Janitor. Motion by Nielsen second by Van Heiden to hire Kim Phillips and April Miller as Memorial Building Janitors. All ayes, carried. After discussion of the recreational trailer parking ordinance Lindaman made a motion second by Van Heiden to allow trailer parking for up to 12 hours per week. A week will be considered to be Thursday through Wednesday. All ayes, carried. Motion by Nielsen second by James to approve Resolution 06-2007-3 a resolution awarding contracts to Bridges Construction and Bierman Construction on projects 6 & 7 of housing rehabilitation program. Roll call of votes. All ayes, carried. Motion by James second by Van Heiden to approve the purchase of two SCBA units for the Fire Department. Cost to by $5450.00. All ayes, carried. Dave Henning presented information on planters on Adams St. Motion by Van Heiden second by Lindaman to allow the placing of planters on Adams St. The City will be responsible for moving and storing the planters in the winter. All ayes, carried. Motion by Nielsen second by Lindaman to approve building permit for Ruth Paterni, Ken Deberg and Tim Madden. The City Clerk will contact Tim Diamond about the variance request on the Madden Building permit. If variance is approved the building permit will be approved. All ayes, carried. Motion by Lindaman second by Van Hauen to approve Cigarette Permits for Wellsburg Tap, Caseys General Store, and R & M Foods. Motion by Van Heiden second by Van Hauen to approve the Transfer of the Community Club Liquor License to an outdoor service area for Wellsburg Daze. All ayes, carried.
