CALL TO ORDER at 6:00 p.m. Present: Chairman Nathan Smith, Commissioner Robert Tinker, Commissioner Steven Cooley Absent: Commissioner Patrick Stephens Request of Any Excused Absence: Stephens Pledge of Allegiance Adjustments to Agenda Conflict of Interest Disclosure B. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA): None C. ACTION ITEMS / PUBLIC HEARINGS / REQUESTS Approval of all Ordinances and Resolutions to be read by title only. C.1 Approval of Minutes Motion by Commissioner Tinker Second by Commissioner Cooley To a pprove Minutes dated October 11, 2023. Approved by a 3-0 vote. Absent: Stephens 2 C.2 Plot Plan PP2022-0427, Tentative Parcel Map No. 38233 (TPM2022- 0010) and Environmental ENV2022-0021 Known As “Xenia Apartments” Located Near the Southeast Corner of Eighth Street and Xenia Avenue (APNs: 419-160-005, -024, 419-170-016, -017) A request to construct 16, two-story apartment buildings, totaling 192 multi-family residential dwelling units and one (1) single story community building, on approximately 10.93 acres located on 10.93 acres of Downtown Residential Multiple Family (DMF) zoned properties located south of Eighth Street on the east side of Xenia Avenue. Public Hearing opened at 6:16 p.m. Applicant - Answered questions of the Commission. R. Cabrera - Spoke as a spokesperson for the 13 homeowners next to the project site. All are in support of the project. B. Ball - Raised concerns regarding 3 properties with elevation challenges. Public Hearing closed at 6:29 p.m. Motion by Commissioner Cooley Second by Commissioner Tinker To f orward a recommendation of approval to the City Council to adopt a Mitigated Negative Declaration for ENV2022-0021, Approve Plot Plan PP2022-0427 and approve Tentative Parcel Map No. 38233 (PM2022-0010) for a two-year period, subject to the attached conditions of approval with the added condition of adding lighting to the fitness area and shall not exceed the height of the wall. Approved by a 3-0 vote. C.3 Variance Permit V2023-0132 for Beaumont Landing Lighting Standards at 1396 Desert Lawn Drive, Beaumont Ca. 92223 A request for a variance from the height limit on lights established under Beaumont Municipal Code 8.50.070.3. Public Hearing opened at 6:41 p.m. Fred - The architect for the project, answered questions of the Commission. Public Hearing closed at 6:46 p.m. Motion by Commissioner Cooley Second by Commissioner Tinker To approve Variance V2023-0132; and, To d irect staff to prepare a Notice of Determination for the applicant to file with the Riverside County Clerk Recorder. 3 Approved by a 3-0 vote. D. PLANNING MANAGER COMMENTS Gave an update to the documents from the recent conference. Gave an update to the Planning Commissioner Academy. Gave a report out from a recent Economic Development Training Conference. The November 8, 2023 Planning Commission Meeting is cancelled. City Council will be reviewing applications for the vacant Planning Commission Seat on November 7, 2023. There is potential for a Special Planning Commission Meeting on November 15, 2023. Gave an update of recent items approved by City Council. E.
