A special meeting was held to discuss combining of the legal boards
so as to have one larger board to be responsible for all amendments and /or
technical variances from the building & technical codes, including the
zoning code, of the Tybee Island Code of Ordinances.
A proposed new ordinance was read, Code Sections 8 -1 -1 through
8 -1 -11. Councilmember Solomon questioned whether a City Council that
is limited to two -year terms can appoint anyone for a four -year term.
It was noted that this has been done ever since the Planning Commission
was formed.
Fitz Simmons questioned the proposed ordinance, saying it is not
specific enough, and also saying that the by -laws and rules of procedures
of the various boards are too vague.
Councilmember Youmans said that he understood the purpose of changing
to one large board is to keep potential developers from going from one
board to another to get variances and permissions, without the boards
realizing and comprehending the full plans.
Councilmember Solomon expressed concern that the mechanical inspector
is not certified and that the "city engineer" has an arts degree. He
opined that the city will eventually be sued over some such matter.
Fitz Simmons questioned who passes on the accreditation of experts
to sit on boards. Mayor Parker said that the city fathers try to see
that a cross section of the community, representing the opinions and special
knowledge needed, are appointed.
Councilmember Solomon wondered about combining zoning with planning,
saying that the Master Plan needs to be kept up - it's a protective tool.
Councilmember Jackson moved that the proposed ordinances be accepted
on 1st reading, pending a public hearing at the March 10th meeting. The
motion failed for lack of a second. The discussion veered again to the
mechanical inspection, with Councilmember Youmans saying that a committee
had been appointed at one time to consider this. Councilmember Solomon
moved the job be advertised, with state certification a requirement. Council-
man Walsh seconded and the motion passed by a vote of 5 - 0, which was
unanimous, as Councilmember Davis was absent from the meeting, at work.

Walsh, Jackson and O'Neill. Mayor Walter W. Parker presided.
