PLANNING COMMISSION MINUTES — MARCH 8, 2005
PRESENT: TOM CROSBY, TOM SUPEL, MARY VERBICK, MARILYN FORTIN AND
DOUG DICKERSON. ALSO PRESENT CITY PLANNER ROSE LORSUNG,
PLANNING CONSULTANT SARAH SCHIELD, TRAFFIC CONSULTANT
SHELDON JOHNSON AND PLANNING AND ZONING ASSISTANT SANDIE
LARSON
ABSENT: DICK PICARD AND LENNY LEUER
1. CALL TO ORDER
Vice chairperson Mary Verbick called the meeting to order at 7:05 p.m. She then welcomed new
Planning Commissioner Doug Dickerson.
2. PUBLIC FORUM
There were no comments from the public.
3. DISCUSSION OF THE UPTOWN HAMEL TRANSPORTATION STUDY
Rose Lorsung went over her report to the Planning Commission. She said that the open house
that was held at the Community Building was very well attended.
R. Lorsung said that Lenny Leuer had a couple comments on the study that he wanted her to pass
on as he was out ill. 1 — The traffic counts that are in the report were taken in June 2004 and that
is when Hamel Road to the west was closed and 2 — the preferred route in Uptown Hamel with
new roads and fire access roads will be creating double frontage or thru lots and we should make
sure we are clear on setbacks, etc. for the rear of the buildings — will they be considered on a
road or will they be considered rear lot lines.
Tom Crosby asked what happened to the report after the Planning Commission discusses it, does
it go to the City Council. He said the Uptown Hamel zoning ordinance was adopted and will this
be a further supplement to it.
R. Lorsung said yes and this will be a guide to development, but not adopted as part of the
ordinance.
Tom Supel said he was very disappointed in the study. He said there are a lot of concerns and it
is very difficult to comment on it with no guidance.
The Planning Commissioners discussed this transportation study and the main concerns were
centered on: 1- roads going thru the park; 2 — Mill Drive being a one-way street; 3 — safety
concerns; 4 — the intersection of Hamel Road and Sioux Drive; 5 — access for buildings that are
behind the hardware, parking, turning radius, etc.

Mark Bryant, Fortin Hardware, said Mi11 Drive being 1 way is an issue. He said how does the
traffic go east and also with the semi's and trucks that go to the rear of the hardware, he was
concerned with them being able to get back out without using Mill.
Following is a list of what the Planning Commission wanted passed on to the City
Council:
1. Alternative #14 is preferred because the road north of the ball fields goes due east to
Brockton and seems superior to the `Preferred'.
2. Whatever plan is selected, access should be provided to the Holasek property and
Alternative #4 shows a road going west thru the Holasek property.
3. In long term planning, consideration should be given to the realignment of the
intersection of Sioux, Mill and Hamel Road.
4. Fire lane west of the church property north of Hamel Road should be on the map, behind
the current homes.
5. There should be minimum interference in the park.
6. Roads should go thru as few of the wooded areas as possible.
7. Mill Drive going west and fire access from Mi11 Drive should be the main road, so there
are not two roads going west.
8. The type of traffic, trucks, etc. should be taken into consideration for Mill Drive, roads by
the park, etc.
9. If Mi11/Sioux were lined up the east road to Brockton would not be needed, just a fire lane
on the north side of the park.
10. In alternate #4, the road should not interfere with the ball fields.
11. Mill Drive going east, if the Legion road could be used to access Hamel Road, it would
help.
12. Like the idea of a road behind the residential on the north side of Hamel Road, being a
road or fire access.
13. Prefer that the existing ROW going west be upgraded instead of going thru the park.
14. East -west road all the way (behind the hardware) — need to consider ingress and egress
for trucks, etc.
15. No one was in favor of Mill Drive being a one-way street.

Tom Supel said a motion was missing from the Truax portion of the minutes — it was added.
There were some spelling corrections.
MOVED BY MARILYN FORTIN AND SECONDED BY TOM SUPEL TO APPROVE THE
MINUTES AS CORRECTED.
MOTION PASSED.
5. PLANNER'S REPORT

Rose Lorsung said there was not a lot on the table for the next meeting. She said there was
nothing scheduled for the next meeting, but a joint meeting with the city council and park
commission has been planned for Tuesday, April 12, 2005 at the community center.
R. Lorsung said at the last council meeting, the vote was to deny the application at 500 Hamel
Road and there was also some discussion of the affordable units at Gramercy and that sales can
be at the affordable rate at the time of sale.
There was some discussion on affordable housing.
R. Lorsung passed out a list of upcoming ordinance updates that will be at the planning
commission meetings.
Tom Crosby said maybe the planning commission should review the requirements for churches
in residential districts. He also said during these slow periods, the planning commission should
be pro -active.
Sarah Schield said there are a number of final plats, etc. to be finalized.
